Your RP, I just though you'd need a few facts

1. In the six counties of Ulster, the British Army still actively patrols the streets, so I doubt any large gangs could hide there
2. Unlike, the US, Ireland is not a mix-match of different large number minorities. If a Japanese or Hispanic Gang starts a war then it wouldn't be too difficult to find them
3. Ireland has absolutely no strategic value whatsoever and would not be worth the bother of taking it over with a gang
4. Almost everybody in Ireland is one of three things, Unionist, Republican or neutral. Unionists support Britain and are based in Northern Ireland. They would see any gang as a thread to the union and so actively attempt to destory them with their own paramilitary forces, i.e. the UVF or the UDA
Republicans want a free, united Ireland and will see any gang as a threat to both. Therefore any move would be met with a substantial increase in the dufunct organisations such as the RIRA and the PIRA. Neutrals want peace and aren't going to be liekly supporters either

The Downtown portion is under the influence of the SMPF, and there is a redoubt at the location of the smiley that is similar in structure to that picture of the flak tower.

A ship smuggles supplies into the Miami harbour for one of the gangs to use. (You can say which one). A military police member is stationed at the harbour, and he walks over to inspect the supply crates. He notices nothing wrong, and sends the supply truck on its way. Soon, an armoured SMPF car rolls by and stops the truck. The truck is inspected and is discovered to be holding arms. The SMPF pour out of the armoured car and destroy the truck using explosives and hold the driver as a negotiation piece. (Tensions mount, anger ensues, etc.)

Or NCs gang could just ambush one of my ships out in the harbor, it'll be quieter and faster, and tell me why there'd be military police in Miami?

You could probably claim land that somebody else has claimed, but you'd just be at war with that gang. Invading their 'turf' so to speak.
