Overseas Department Programme
The Overseas Department Programme, launched in week one, Q1 FY08 (Oct. ‘07) by the Caelapene Ministry of Foreign Affairs under the Whitney administration, is a programme through which the Federation of Caelapes will act as a guiding hand for young, tumultuous nations; a valuable aid for more matured nations; and a strong commercial and military ally to yet older nations. Instead of forming simply another military alliance with convoluted systems of bureaucracy and laborious politics, the Overseas Department programme is aimed at integrating separate nations in a strong, close-knit, and citizen-driven federation. Member departments retain the right to govern themselves as they choose, to a certain—and quite liberal—extent, and are suited to reap wide benefits. As a military, political, and economic alliance, the Caelapes Overseas Department programme is aimed at providing member departments with a platform from which to develop further relations within the programme and with alliances that other member departments are party to. Unlike an imperialist or colonial agenda, the Federation of Caelapes does not make an attempt to control the government or populus of a member department. All member departments may send representatives to the Caelapene Parliament, or choose to discuss relevant issues with their local Overseas Departmental Affairs Director. Membership within the Overseas Department Programme is entirely voluntary and is not forced upon any member department or prospective member department.

If you do not feel as though your nation would benefit from an alliance of this nature, we fully understand your position and thank you, on the behalf of the Caelapene Government, for taking the time to read this brochure. If you would prefer to initiate more conventional diplomatic relations with the Federation of Caelapes, please make contact with our Ministry of Foreign Affairs. The Overseas Department Programme is by no means the only component to Caelapene diplomacy. We also feature embassies, foreign missions, consulates, or simple economic agreements with various nations not involved in any way with the Overseas Department Programme.
CAELAPENE OFFERS
• The Ministry of Education’s rigorous education standards – boasting 100% literacy and compulsory education enrollment rates and a 97% higher education enrollment rate—will be implemented.
• Absorption of existing emergency services will occur and Cri-Stop—the combined police, emergency medical, and firefighting services of Caelapes—will be implemented.
• Caelapes will extend Aeronavy protection to the Overseas Department and, providing one exists, will train and integrate existing military units into the Aeronavy which will then serve that Department.
• As an extension of the Federation of Caelapes, protection provided by Caelapene allies will be provided to all Overseas Departments.
• Overseas Department representation in Caelapene Parliament is secured for Departments of a democratic nature.
• Meetings with local Department Affairs Director regarding all laws effecting the department or the Overseas Department programme are available if the department is historically not democratic.
• Overseas Department citizens and businesses are exempt from Caelapene tax during times of peace.
• Free trade between Caelapes and any Overseas Department is secured.
• Preference reserved for allies in regards to trade is extended to Overseas Departments. Chief Caelapene exports include books, armament, and widely-enjoyed Caelapene sodas.
REQUIRED CESSIONS
• The Caelapene Aeronavy must be allowed to travel through territorial waters, airspace, or lands; dock at any ports controlled by the Overseas Department; or land at any airfields controlled by the same.
• A Caelapene monitor must be allowed to be present at any and/or all legislative or judicial proceedings.
• All Overseas Departments must cede fifty percent of its tax revenue or, in a completely tax-exempt department, five percent of its GDP to the Federation of Caelapes to fund the Caelapene offers detailed at left.
• The abolishment of slavery and the implementation and maintenance of positive civil rights must transpire.
• The Department must be willing to give preference to the Federation of Caelapes in any international trade agreement, within reason.
