Since you own New Guinea then maybe. You could have a railroad traveling the length of it. A railroad also makes your IC go up.

I have Hawaii. Hmm... I guess I might want one.
I will need railroads in Korea and Southern Japan, Northern philpines, and propably Taiwan.
