OOC: I can't decide whether this is open or closed yet, so it's kind of semi-open.

OOC2: NOTE: This blockade only affects LS's exports, so don't make the mistake of assuming we will stop foreign nations from selling to him. Feel free to trade with him, if you have no qualms about accepting his increasingly worthless currency as payment. This is economic warfare, and if you have any questions as to the effects of this blockade, I can explain it more in-depth.

At 8:45 PM on Monday, August 04th, 2035, every major network media channel in Vetalia was interrupted with a special broadcast from the Emperor, a rare occurrence given August was the end of the legislative season and little productive would occur in government for the next few weeks.

The camera panned around the room, revealing a crowd of officials dressed in fine business suits and the elegantly decadent robes of the Imperial court. This was the Audience Chamber, a lavish marble affair built with the finest materials in an opulent Italianate style. Behind the podium was a statue, a statue of the great Fyodor Kazlov, one of the greatest explorers and entrepreneurs in Vetalian history. It paused to focus on this podium, panning left when the Emperor emerged from a doorway escorted by his highest ranking officials.

"Fellow Vetalians, I come to you with terrible news. The Sumguaian armed forces have intentionally targeted and seized one of our ships en route to their country and have taken control of its cargo. This in itself would be cause for protest, but a more heinous crime is hidden behind their dishonest and piratical actions."

Murmurs of concern ripple through the crowd but are quieted by the Emperor, who raises his hands to calm his assembled audience. He pauses for a breath before continuing.

"They attacked the one ship, the one ship of all the dozens sailing, carrying trade medallions from the Ministry of Finance... as you all know, trade medallions are a symbolic gift awarded by the Ministry of Finance to companies that have been noted by the government for outstanding performance in their perspective field. These medallions grant our companies special privileges and serve as a major badge of honor; promotions are often influenced by success at achieving these tokens..."

The murmurs are louder this time, with expressions of disgust and anger rapidly replacing the quiet unease of moments before. The crowd is not quieted this time, and loudly expresses its disapproval with each new recrimination of the Sumguaians.

"Stealing a trade medallion is akin to stealing someone else's time, money, and work. I have no doubt they chose this to intentionally insult us, to steal these companies' labor and to get some kind of petty, childish revenge for our attempted invasion. This theft, the theft of personal profit and success through work, is one of the gravest cultural slights towards a Vetalian any person can commit... in fact, in years past, victims of theft had the authority to reclaim their honor, from simple repayment to death. And that, my friends, my fellow citizens is what we shall do. We will begin extracting compensation from the Sumguaians immediately, and we will continue to extract this payment until we feel they have learned their lesson. "

The room explodes in to applause, with a standing ovation coming from the sections designated for the Ministry of Trade and the Chamber of Commerce. Towards the edge of the room, the naval officials are conversing, poring over documents listing the disposition and location of all Vetalian ships in the area. By tomorrow, they will be en route to begin blockade duty.

"And that is what we shall do. Effective immediately, the Sumguaian territories are hereby under blockade by the Empire of Vetalia for an indefinite period. Imports will not be restricted, but all exports are hereby permanently halted and no cargoes produced by Sumguaian producers will be permitted to leave via air or sea."

Thunderous applause and cheers fill the audience chamber, the hundreds of officials and throngs of citizens voicing their support for the Imperial edict. The Emperor surveys his crowd, allowing a smile to come to his otherwise stony features. He converses briefly with the Praetor before leaving the hall, and following a brief pan around the chamber, the camera cuts to commercial and the broadcast is at an end.

The blockade of Lord Sumguy has begun.

One massive Toori cargo freighter had been docked in the Sumguean capitol port for some time now. Due to its older design, and the fact it was a re-constructed oil tanker, it had been stuck in port for a good several hours for repair. Gunships flew to and from the tanker, dropping off supplies, then flying out across the sea to only dissapear across the horizon, and return an hour later.

"... how must we go about dealing with these imperialists? Their selfed deeds are growing tiresome. They are beginning to irritate me!" A middle aged protoss, clad in sacred custom armor worn by consulars, exclaimed in a harsh, agrivated tone. Though this perticular one wore a quiet voice, his boiling anger boomed with expression all throughout the round chamber, made of lavish ancient stone with accents that glimmered like polished brass in the random rays of the sun through the broken clouds of the bright morning.

"They try all our patience. The people are concerned. We are not ones to back down, but Vetalias population alone doubles that of ours, and then some!" A lizasaurian consular spoke his turn.

"Yes, yes, but perhaps we may prevail if we wait untill Consular Artanis arives with reinforcements from afar." An older human male spake.

"Nie. The reinforcements have already agreed to face the Gracians in battle the moment they arive from Silverstorm. It wouldn't be advised for us to request aid from them, especialy now that we are this far in the war, and are finaly on the agressing side of things. I propose we recall our forces that are involved in non-essential conflicts. Anything that does not directly affect the Toori should be ignored for the time being." A older human female consular said this. She wore dark brown robes, had dark black curly hair, and had a slight latin accent.

"I concure! Action must be taken!" said the protoss with much audibility. The other consulars pondered in their minds for a moment.

"Let us consult the people of this matter. However, reguardless, it is most assuredly agreed that our forces need to be withdrawn from conflicts that do not currently need our involvement." the lizasaur consular ended the conversation.

War is quick to come. Economic warfare evolves. Slights are made. Things are missed. People become unnoticed. And the powers that be are off to war again. Fordock hopes you will act less rashly. Indeed was it ever proven that Calizorinstan attempted assassinations? No it was not. Perhaps a neutral investigation would be best before warfare of any kind. We understand this is economic warfare but the chances of it expanding are great and Fordock does not wish to be dragged off to war. Think of the chain of alliances you are going against Vetalia and remember from what we have seen of your capitalist ways Economic and Conventional Warfare are one and the same. Thus we implore you to use reason before judging and save people lives. We do not wish to fight you.

A Greal sateltie happened to watcht eh attack on the Vetalian ships, After hearing about this blockade Greal GSA invesigated the photos taken by the satelite.
"Sir, the ships isn't Sumguian."said the Greal invesitagotar leader.
The GSA director looked closer at the ship, Sumguian flag yes, but the Sumguian crew wasn't Sumguian.
"I have a bad feeling about this, looks like somone might have done something."said the Director.

Erika stepped out onto the Announcment Balcony, the media, House of Lords, and House of Commons waiting below to her the news. Yes, the Lords and Ladies of the Greek and Roman cities, the Dukes and Duchesses of the newer British cities, and the lightweight Aristocrats of the colonial cities. Then there were the other MPs, dressed in full party regalia, blues, reds, greens, and the like, all wanting to become greater, slowly replacing the current House of Lords as they thinned out.

"Fellow countrymen and comrades from the Greater Empire, I come to you with grim news. The foul Sumguaians have destroyed a symbol of Vetalia's greatest strenght, her economic and naval prowess. A ship, unarmed and unescorted, from the Chamber of Commerce full of trade medallions. Was there any reason for this? No.

And who did this? Who else, the flaunter of their pathetic Hegemony, the nation of Lord Sumguy. No longer will this be allowed. Our brothers in the Greater Empire, the Vetalians, have already started, and I am proud to say that we will soon join them. Even as I speak the Second Fleet is departing from patrolling Africa for slave ships to the Commonwealth of Victoria, joining the blockade.

As of course, a presidents desk is usually full of international news, but this event put it on top of his desk...

"Marisa, send in the minister of Trade" the president spoke through the intercome.

Soon, Mr. Florence, approched the president.....

"I assume you have read todays top headline, have you not?" the president asked him.
"Yes Mr. Massaquine, it is true, the waters around the nation of Lord Sumguy have been blocked, but imports are allowed in."
"This must be a strict market move, by cutting them off from trade." the president pondered.
"It must be, to cut anyone of from trade can prove to be disasterous, but not to worry, as all trade vessles have been removed from the waters." Mr. Florence assured him.
"Including the 3 brand new cargo ships and the passenger liner Aquantine?" he asked.
"Uh.........."
"Damn"

The liner Aquantine had just stocked up on a load of passengers returning to Port Royal, Zoingo. But as with every liner their is a place for cargo, and thats just what was being put into the bags labeled MAIL, .....exports.

"The Vantanians have already come to our aid, Proconsul. They have offered us their support in exchange for compensation."

"They learn how to profit quickly...inform the Vantanian government that their services have been accepted and they can begin immediate patrol duty to enforce the blockade. In addition, tell them they can keep 50% of whatever they seize as a bounty and pay the remainder to us. I'd rather us avoid sinking ships and instead focus on profiting off of their illegal contraband."

"Of course, Proconsul. I will send word immediately.

"On a related note, if I may Proconsul Trepov, do you have any plans for dealing with the goods we seize? We will need to procure space to store and resell the seized goods on the open market."

"Josef, you aren't really supposed to be privy to the decisions of the Proconsular council, but I trust you. Our plan is simple: we seize the goods and then resell them on the market, pocketing the money and using it to fund our blockade...as well as, of course, the economic losses inflicted on our companies that still operate in the area."

Ministry of Defense

In order to enforce the blockade against the nation of Lord Sumguy, a total of 2,424 ships have been dispatched to the area. These ships are broken down as follows:

24 Feathermore Class Dreadnoughts
100 Kensington Class Heavy Battleships
300 Vendetta Class Heavy Cruiser
400 Indomitable Class Light Cruisers
400 Sovremenny Class Missile Destroyers
500 Neustrashimy Class ASW Frigates
500 Overlord Class Anti-Aircraft Friagtes

These ships will not all be deployed at once due to the logistical challenges such a blockade would impose on our forces. Rather, they will be rotated on regular tours from the Vetalian naval base in Tornus in shifts of 400 each. In the event that additional firepower is required, heavier ships will be called in to service.

The Proconsul stared out of his office window, watching the ships out in the distance being prepared for dispatch to the blockade. Things were going well, very well in fact.

600 miles off the coast of Lord Sumguy.

2 Greal; Container ships along with 2 Greal destoryers were moving toward Lord Sumguy, they ships were going to Lord Sumguy with mail and camera chips. the destoryers hwere Dragon Class destoryers recently purchased by the Greal navy, theeir job was to defend the ships from any foreign pirates or anyother attacks.

Greal cargo planes were increased to Lord Sumguy after the blockade was set.

5 Greal oil ships were heading out of the port back to Greal, hopefully they could make it back before the blockade was set on them, they were escorted by 4 Dragon Class Destoryers.

Ministry of State

In order to ensure this blockade is enforced in a fair fashion, we will temporarily allow exports from Sumgaian ports to pass through unimpeded for one additional week. This will allow all foreign nations to withdraw their personnel in a timely fashion and allow remaining accounts with Sumguaian exporters to be terminated.

Imports are not impeded, but attempts at smuggling out exports will be punished.

Unknown to the whole world, a Greal contacner ship, holding goods from Lord Sumguy, came out of port, the ship's radio was broken, and the destoryer escorting it also suffered communications problems.

"Preliminary estimates suggest that the Sumguaians export $5 trillion per year to their various trading partners, a colossal sum even if we capture only a fraction of their commerce. Profits due to resale will increase that amount, based upon current market prices, by no less than twenty-five percent..."

The Procurator rummaged through files, calculating out the various sources of revenue that would be factored in to the preliminary analysis of the blockade.

"...if we assume that an average of 50% of their trade is interdicted, and after subtracting payments to Vontanas and adjusting for resale, we earn $1.563 trillion per year off of this blockade."

"Even after subtracting blockade costs and compensation to our firms operating in the country, this is a significant net gain for our government. Mind you, this will likely change over time, but still...Proconsul, we will earn a fortune."

Official Sumguaian Response:

The government of the Holy Empire wishes to make clear what we thought was an obvious fact, the ship that attacked this trading vessel was not acting with the permission of the Sumguaian government, nor was it a ship from the Sumguaian military.

Firstly, the Sumguaian navy is not controlled by the Empire, as it is entirely a part of the Hegemony defense force. Secondly, the act of privateering has been outlawed for more than one-hundred years within the empire. Futhermore, no official within the government, not even Lord Sumguy himself, has the power to authorize an attack upon foreign ships without an official decleration of war. We implore the good citizens of Vetalia and their leaders to cease their "retribution", for the true enemy of Vetalia is not the Holy Empire, but whoever would seek to cause war between our nations by impersonating, badly, Sumguaian sailors. We ask that if the nation of Vetalia should capture said pirating ships, that any Sumguaian citizens on board be returned to the Empire, where they may be tried for treason and piracy. We are also willing to pay the expense of the cargo of the lost Vetalian ship as gesture of goodwill.

Commonwealth of Victoria

A wartime Commonwealth was she. On the beaches, teenagers hauled supplies to and fro for money, the men who would normally do this to busy fortifying the cities. The teenagers first started by digging holes, and placing mines in them, designed to destroy not men but vehicles, tanks, humvees, and other such things. They then covered the mines, before placing wire over the beaches. Heavy earthmoving machines quickly made the dunes vanish, pre-fabbed pill boxes being placed in before the earth was returned, creating deadly defences in the hills. Lastly, treenches and walls of spikes pointing outwards were created, places to defend from invaders, the spikes for impaling charging foe, giving the defenders that much more time to fight.

Meanwhile, at sea, the fleet of this Commonwealth state patrolled it's waters carefully, the frigates and destroyers more of an impedment then a full foe. Unactive mines littered the waters, gently bumping against the ships holding nervous sailors. Seaforts on the nautical borders with Lord Sumguy, and the gateway into the international waters, established using money from the greater Commonwealth.

Finally, inland, explosives had been placed on major roads and bridges, to slow and kill any invading forces. Barrage balloons were placed in cities, along with AA guns and SAM sites established. Similarily, AA guns and SAM sites were also hidden in the countryside to catch aerial attackers off guard. The Commonwealth was indeed prepared for war.

Vetalian Ships:

The fleet had arrived, joining their Vetalian counterparts in the blockade, waiting for the week to pass so the profitable fun may begin. Meanwhile, the Buy & Sell ships started to escort the CoC's ships to their destinations, defense against further piracy.

OOC: Just a heads up, Vet, the telegram was just offering the Chamber of Commerce protection against pirates by Buy & Sell, Inc. following their standard mercenary policies. The blockade will not cost you a bit.

"We find your points interesting, Lord Sumguy, but there is no proof to exonerate you at this time. We act solely on the reports we have received from the attacked ship, and they suggest you are responsible. However, as we are not keen on rushing in to conflict at a moment's notice, and our country knows full well that you have little history of actions such as this, we will consider your arguments.

However, we cannot accept compensation for the lost cargo. This was a symbolic attack, one meant to hit one of the central values of our culture and to insult our honor.

We are fully open to launch an inquiry to ascertain the truth of this situation. In addition, all captured ships will have their crews repatriated to your country as per your request."

"2,424 ships!? Dreadnoughts! 500 missile friggates!" a human consular spoke out after reading his data pad.

"The incident is currently being investigated. We musn't worry about numbers." a human female consular stated calmly.

A lizasaurian consular entered the chamber, slightly out of breath, "The people are still voting."

"What is troubling you, Consular Maltht?" asked the older protoss.

"They are strongly suggestion a nuclear strike be made upon the blockade... if we are to become involved in this conflict." The lizasaur replied.

"Nuclear retaliation!? Do they know the long term affects of such a thing could do to international waters, let alone the Sumguians?!"

"Not to mention that most likely the nukes will get shot down before they even reach the blockade." another broke in.

"I forbid the idea of a nuclear strike! There are other weapons in our arsenal as destructive as those, and don't have nearly as much long term devistating affects! We must be patient! We must allow the investigation to complete before we take any further action! Continue to extract our units from the theaters abroad!" said a high consular.

Lord Sumguy sat in his office poring over papers and reports, his economic advisor in the chair on the other end of his desk. He looked up after a moment.

"How long will we be able to withstand this blockade?"

"If we are lucky, three years until inflation becomes so huge that our currency is worthless. If the Vetalians do not try and interfere with ground and air exports, then we could last quite a bit longer."

"And how much will our economy suffer after one year?"

"It will be seriously damaged, though not entirely crippled. Most of the major exporting companies would go out of business, and it would be a long recovery process to get our exports back up after such a time."

"Unnaceptable, we need to convince the Vetalians of their mistake within the next three months, especially if we are to effectively aid them against whoever was really behind those attacks. I shall look over these reports and inform you of any further questions I may have. Cease all nautical exports immediately, i will not have the Vetalians or.." He paused for a moment and a tone of utmost disgust and revulsion had entered his voice when he continued, "that vile harpy Erika Redmark* profiting off of our people's loss."

"Yes sir." The advisor said, as he stood up and left. Lord Sumguy turned to his PC and began to type a message:

Official Diplomatic Telegram to The Empire of Vetalia:

The Holy Empire wishes to arrange a meeting between Lord Sumguy and a representative of the Vetalian government as soon as possible to discuss the Vetalian blockade of the Holy Empire, and the future actions that both nations will take in regard to the incedent of alleged Sumguaian piracy. The Empire of Vetalia may choose a location for this meeting should they accept.

Ministry of State

The central conference room of the Ministry was a stark contrast to the more lavish personal offices and public areas of the facility. It was sleek, modern, and furnished elegantly with black leather chairs surrounding a polished steel table. In the center of the table was a map of Greater Vetalia, made of inlaid black onyx with cities marked with pearl and trade routes drawn in filaments of platinum.

Along the walls were rows of LCD screens, around which a small group of officials were clustered. As evidenced by the lavender stripe along the tops of the ID badges, they were from the Ministry of Trade, and were carefully sifting through displayed economic reports to determine the effects of the blockade. As expected, a steep decline in the measured indicators was visible with each passing day, the visible sign of a declining Sumguian economy.

"We have received a message from the Hegemon himself, Proconsul Alabayev."
"Bring it here."

Pausing, he read it quickly and gave it back to the Procurator.

"Very well, if they wish to meet with us, we would be happy to oblige. We will hold the meeting in Sumguaia, on their territory. This will allow us to see the effects of our blockade firsthand and for them to be fully cognizant of what they stand to lose if they fail to exculpate themselves from this crime."

"I've contacted the Praetor and he will be here in a few minutes. He told me any delegation to the Sumguaians would consist of himself, Proconsul Trepov, and you."
"Good. I will send a response to the Sumguaians so that they know we will meet with them in Sumguaia to discuss the matter further."

Lord Sumguy stood outside of the building in which his office was contained, dressed in a simple and practical suit. Lining the courtyard leading from the entrance the Praetor and Proconsuls would be proceeding through were forty Royal Guard, standing at attention. The Hegemon waited patuently for the Vetalian delegation to arrive.

The Vetalian delegation entered, literally emanating an air of wealth and greed that was either enamoring or utterly repulsive to those that encountered them. Dressed impeccably in finely tailored suits that likely cost an untold fortune to produce, and boasting cufflinks, ties, and tie clasps that were furnished from the finest materials in the world, they were the embodiment of Vetalian culture and a clear sign to those that saw them. Like most wealthy Vetalian citizens, they were sallow and slender, the product of both years lived in the decadent extravagance of their mansions as well as thousands invested in the wide variety of cosmetic bioenhancements available to those that could afford them. It was this combination of the decadent and the aesthetic that was carefully cultivated for maximum effect, especially when travelling abroad.

Extending a perfectly manicured hand, the Praetor addressed Lord Sumguy, his voice carefully chosen to convey an impartial tone, one that concealed the distaste behind it. Vetalians did not respect those who interfered with their trade, especially on such lucrative routes as the Vetalia-Sumguy trade corridor.

"My Lord, it is an honor to meet you in person. As you know, the Emperor has sent the most elite officials in the government to meet with you and ascertain the truth of this dreadful situation...to my right is the Proconsul of Trade, Vladimir Trepov, and to my right is the Proconsul of State, Eveginy Alabayev. And I, of course, am Praetor Viktor Kosygin, head of government for the Vetalian state."

"Now, if you are prepared to discuss this matter, we will begin immediately. Every day that passes, should you ultimately prove to be innocent of this crime, is another day of unjust economic damages, and we would prefer this situation to be resolved as quickly as possible. It is bad for business, you know..."

"I am afraid I know only to well the truth of that statement, Praetor. If you would folow me inside..." He led them into the building, passing a burnt out area under construction. "That was the work of some lunatic a few months ago, apparently I was a threat to his organization's goals of chaos and destruction."

They continued into a conference room, simply furnished so as to provide an air of efficiency and industry rather than opulence or wealth. Lord Sumguy took a seat at the head of the table, motioning for the other three to sit as well. He conccealed a face of disgust as he saw the clothes they were wearing, it was highly frowned upon in Sumguaian culture to show any overt display of opulence or to use wealth as a symbol of status, the society being based entirely upon merit for rank.

"We won't impose a blockade on Lord Sumguy. He is a Hegemony member, and a fellow nation. I do not see why this act of piracy occured, but in my eyes I think is a matter for Vetalia and Lord Sumguy to battle it out together.

We agree with with the Maldorians on the fact that this is a inexcusable act of piracy on a economicly powerful nation. But who is to say that Lord Sumguy is directly behind this attack. Buy the way that it was suggested, the The Mandalore wants to invade just because of an attack that doesn't have full proof of Lord Sumguy being behind it. Instead of attacking without proof, first an investigation must prove that the attack was indeed caused by Lord Sumguy. The talks should go as planned, and the full side of the story should be given. War is an option, but lets not start a war without full information.

"That was the work of some lunatic a few months ago, apparently I was a threat to his organization's goals of chaos and destruction."

"That's horrendous...the thought of anyone being able to get so close to the center of government is concerning. Perhaps we will have to look at this organization ourselves as a precaution."

The three men took their seats, neatly removing various documents and files from their briefcases and organizing them in front of their seats. The Praetor sat in the middle, as the highest ranking official and primary delegate to the Sumguaians. Noticing the sparseness of the room, he knew that they had made exactly the kind of impression he wanted. This was not a friendly meeting, and he preferred to have his opponents off before any negotiations would begin.

Lord Sumguy cleared his throaght and began speaking.

"Well, first of all, neither i nor any other official within my government has the authority to order an attack upon any foreign vessel without a declaration of war having been made by congress. Secondly, All Sumguaian military ships are within the Hegemony International Defense force, and all are either stationed in ports within the Empire or in ports within other nations. Thirdly, attack upon civilian targets is forbidden within the Sumguaian military, and soldiers who do so are executed. Furthermore, privateering as an action is illegal and has been for more than a hundred years within the Empire. Aside from those arguments and ones that have already been stated, i can only suggest that you look at my past actions as ruler and the culture of my nation.

We value above all things within this empire the ideals of liberty, honor, honesty, and the moral laws of christianity. An act such as you have accused us of commiting goes against all of these, and no true Sumguaian would ever think of commiting any act of piracy. As for myself, you will find that never have i pursued any sort of action for the sake of revenge. Indeed, I am responsible for stopping the coalition invasion of British Londinium after the North Calaveras nuclear tragedy and negotiating a peace treaty, as well as offering the Londinian government the entirety of the Sumguaian food surplus after Automagfreek forced them to cede many of their colonies."

He paused again and looked the Praetor directly in the eye.

"I hold no ill will towards the great nation of Vetalia, and hope to have no cause to in the future. Truly, if there were any nation that we would wish to be avenged upon, it would be British Londinium, but we do not. I realize that in the last unfortunate invasion attempt Vetalia was only honoring it's alliance to the nation of British Londinium, and would be a fool to hold such an action against the Vetalian Empire. I pray that you come to the right decision and that we may put this whole misunderstanding behind us."

I suggest a neutral party be allowed to investigate the incident. As we have cordial relations with both Lord Sumguy and Vetalia (we're still ashamed at you, however, for blundering in on this!), I nominate our Council for Defence and Warfare to investigate this disturbing incident.
