The Panama Canal is currently the object of aggression between small warring factions in the isthmus - traffic through the Canal is all but non-existent since the destruction of an independent trading barge La Rosa Amarilla. The ship, from the former Mexico bound for the east coast of North America, was caught in the civil war over control of the locks and waterways, attacked by one or both sides (no one is certain), and boarded by mercenaries. The crew was ransomed, the cargo stolen, and the Amarilla herself was scrapped for her hull metal.
The Strait of Gibraltar and the Suez Canal are now under the control of foreign nations, and a need for an open and regulated route to the Pacific is required for the advancement of trade to and from the Atlantic. With this in mind, the destroyer HMS Endeavour has been ordered to sail for the former Panama and support a reconnaissance mission to be carried out by units of Ravens, elite ground troops from the Army.
Standing off the coast and over the horizon, Endeavour will maintain a picket utilizing her helicopter in aerial patrols in order to watch for any approaching local forces. Should any be found, an assessment will be made as to its threat value and a decision implemented then.
Two platoons of Ravens - 100 soldiers - will head ashore in inflatable landing boats in sections and execute a covert scouting mission on the Panamanian isthmus. Objectives include the assessment of military assets and strength, gathering information on local leadership, and daily operations in and around the Canal.
One section, codename Amigo, will be composed entirely of soldiers of Hispanic origin who are also fluent in Spanish. Attention will be paid to cultural variations on slang and social habits, to best conform to local customs. Their mission is to make contact with and gain the confidence of top leaders in the area; gather information on the conflict pertaining to causes, aggravations, and mitigations; and attempt to establish a cordial relationship on behalf of the Crown.
All ground elements will first accomplish their assigned missions, then assist with other teams requiring additional resources, then pull out on a reciprocal plan back to Endeavour. If possible, ground elements may return by more overt methods should an appropriate level of accord be reached.
