Dawn had only begun to lighten the skies over the opulent, extravagant urban core of Vetalia City (http://ns.goobergunch.net/wiki/images/CityCenter.jpg), its glittering spires and bright lights still vibrant in the lightening morning sky. Within a few hours, the cool night would give way to another humid day in the tropics. It was against this pleasant backdrop that Proconsul Eveginy Alabayev arose, ready to begin the rounds of negotiations that would legally seal the Van-Vetalian empire in place. Mere seconds after his alarm went off, the computerized system managing his opulent apartment sprang to life, preparing everything he would need to get ready for the morning. One hour and fifty three minutes later, he was dressed and fully ready to begin negotiations.
At the Ministry of State
Several minutes later, 3-ruble coffee and newspaper in hand, he boarded the luxury subway trains running in to the Government District, using his Ministry of State boarding pass to gain access to the private government cars. They were deserted at this hour save for a few upper-level officials, nameless men and women who likely had no idea who he was despite being the head of the Ministry of State. Fifteen minutes passed, and he was in the subterranean metro station at the Ministry of State. Five minutes after that, and he was whisked up to his private conference room at the top of the building, surveying the bustling city in all its grandeur.
Several minutes after that, a secretary brought him the morning's documents. Setting them aside, he paused to drink his coffee and read the paper as he patiently waited for the arrival of the Vantanian delegates.
