After the collapse of the Pact of Iron following the One Day War which saw the destruction of Atopiana, and the subsequent creation of the Empire of the Wolf, military matters came very low down the scale for over a hundred years. However, with Megalopolis Primary now nearing its 150th year, and the economic impact of the One Day War having been brought under control; Atopiana's military has once again been at the heart of Province policy-making.
With the absorption of Grossetape into Atopiana and Megalopolis Primary, together with the incentivised immigration policies of the past two hundred years, Atopiana's population has once again climbed into the billions. The once-empty streets of the Megalopolis are thronged with people as their architects envisaged. State figures have recorded over-employment for the first time since the height of the Pact, while links with the Lunar and Martian colonies (of which more later) are bringing in exotic materials and, more importantly, allowing the Provincial Governor to once more send colonists to bolster the now proudly hardened Catastrophe Survivors.
And, in the wastelands of Atopiana, among the croplands of Grossetape - the breadbasket of the super-city - lurk the remnants of the Pact. Guerilla bands from the Seventh of July Movement, the Yoke and Arrows, and others such as the seperatist Lightning Brigade mingle amongst the workers and hide in the tractless wastes left by the orbital bombardment. Forests and underground bases hide robbers and lawless bands of people who pay alliegance to no lord.
It is to combat these threats, and to once more project Imperial and Atopian power across the globe, that the Imperial Governor, in concert with the Emperor's Court, the Star Chamber of the Wulfen Armed Forces, and the Paw of the God-Wolf, has replaced the Pact of Iron's most controversial policy.
The Hundred Million Soldier Programme has begun. With every citizen of the Megalopolis and most of those in the Outlands of Greater Atopiana being employed by the state, whole new classes of men and women have been called to the Wolf's howl. Just over three percent (3.3%) of the population of the Imperial Province is now under arms, providing crews and soldiers for the Wall, the Air and Space Forces, the Imperial Navy, and the Provincial Army. A futher 50 million (1.6%) of the population are employed on a part-time basis in the City Defence Force (Усилие Обороны Города - UOG) to aid the members of Army Group M, the Wall force which is tasked with protection of the Megalopolis against air and land assault.
A simplified breakdown of numbers follows:
Army Group M: 25 million
Imperial Space Force: 5 million
Imperial Air Force: 5 million
Imperial Navy: 5 million
Provincial Army: 60 million
The current military defence budget of the Empire runs to NS$65,659,397,215,052 of which some NS$32,829,698,607,526 is utilised by the Atopian Provincial Government for equipping and maintaining the majority of the Navy, all of the Space Force, Army Group M and the Provincial Army. When upkeep has been removed from the equation, the defence budget runs to 24.3 trillion dollars. Some 200 thousand dollars is spent annually on each man and woman in the Atopian Hundred Million Soldier Programme, whilst 4.3 trillion dollars is earmarked for the purchasing of new equipment and other such annual costs.
The completion of this new programme has put Atopiana and the Empire of the Wolf once more at the forefront of military power.
