After the Second World War, and Occupation by the allies, Japan was forced into becoming an economic force rather than a military one. Fuelled with American money, Japan blazed ahead in economics. It had no need for an army.

Then, disaster struck. As America and Russia smashed headlong into each other, investors began to withdraw money from Japan. When America was completely destroyed, Japan's economy practically collapsed. Lack of raw materials caused by the collapse of major trading partners only pulled Japan further into debt.

Facing complete collapse of the country, a number of generals lead a coup to return Japan to its pre-war status, and started to remilitarise the country. Today, Japan has huge difficulties, mainly with feeding its large population, and restarting its economy, most probably by expanding.

1 Bomber (1st TYI: $8m)

(OOC: Yes, it's a lot - 29% of the first TYI to be exact. But remember that Japan needs to start taking places that have more raw resources, and needs a large military to also keep its own people in check, should they revolt. Also, here's a way to double check my bookkeeping. (http://i233.photobucket.com/albums/ee269/sladt/Bookkeeping.png))

Your Imperial Majesty Hirohito, and your Government:

On behalf of Her Majesty Rhiannon o Corvidae Regina, Queen of Cascadia, I am proud to express the desire for the development of diplomatic ties between the Kingdom of Cascadia and the Second Empire of Japan. We are honoured to offer the following:

- An exchange of embassies; we propose a site in your capital of Tokyo and offer a choice of site in exchange.

- A Free Trade Agreement with free and open access to Cascadian ports for Japanese merchants, and reciprocal access to Japanese ports for Cascadian merchants.

It is our hope that this proposal will meet with your approval and that this will be the first step in a long journey of peace, prosperity, and friendship between our two realms.

Ever in service,

Right Honourable Meredith Aurelia Rhys-Jones,
Praetor Extraterritorialis,
Royal Cascadian Senate,
for Her Majesty the Queen.

To the Right Honourable Meredith Aurelia Rhys-Jones

Your offer is most intriguing. My government urges me to accept this proposal, and I shall.

From His Majesty Emperor Hirohito.

(OOC: I've got some stuff I need to talk to you about on IM. When can you get on? I've bugged you plenty of times about it, yes, but it always seems to be at the wrong moment.)

Your Imperial Majesty Hirohito, and your Government:

On behalf of Her Majesty Rhiannon o Corvidae Regina, Queen of Cascadia, I am pleased to announce my imminent arrival with Cascadia's very first diplomatic assignment to Tokyo, assigned as Cascadian Ambassador to Japan.

We eagerly await the arrival of your embassy and look forward to preparing a suitable venue for your chosen representatives.

We are pleased to begin directing our corporate ships toward Japanese ports and you have Her Majesty's solemn word that contraband items will not be among their lawful cargo. All Cascadian ships are required by Royal Law to submit and cooperate with any foreign customs; please be advised that the same holds true for foreign vessels in Cascadian ports. Her Majesty does not tolerate piracy and smuggling, nor will Cascadia allow it to be perpetrated by our ships in friendly ports.

Ever in service,

His Excellency Rhys Harrington,
Legatus Extraterritorialis to the Second Empire of Japan,
for Her Majesty the Queen.
