A contraversial decree was lifted from the Casa Militar today to the senate floor by Praetor Virgaelo. To paraphrase what was said today that which stunned a large portion of the Secretariat, who openly spoke against it, is as follows:
New policy pertaining to all wars outside of Dian Imperial Territories, That is the Patria, and Marchelunds, shall be implace on all Prisoners of War. As soon as decree is secured from the Emperor the Casa's policy as was agreed by a majority of the Casa is that all Prisoners of War who are taken alive shall henceforth be drafted into the Casa Militar's Service. In this regard refusal of service shall result in prisoner status and since ICCD lacks prisons other than POW facilities they shall be transported to a POW facility. Where there is no capacity for POW at the POW facility they shall be moved to a yet non public location, where they will be emposed to exile. The choice of exile shall be any noted POW, and shall not be prescribed to exile status on a chronological basis.
The determination of death sentence shall also be increased to any attack against an agent of the state or state property, where evidence exists of the attack or it is reasonable to beleive that the attack took place. In instance where it was an act of self defence against an unwarrented offensive it shall be remitted as an offence unless seen as an over zealous defence which used unreasonable force.
Likewise where the would be POW renounces their former citizenship and agrees to assist the Militar they shall be commuted to servile status rather than POW. The period of the service shall be no fewer than the standard 3 years. During this time they must take and obey all orders of their officer in charge. Failure to comply will be seen as williness to forfit that status and revert to POW status.
After the 3 years if they are eligible for citizenship they shall be able to start the process of citizenship but placed on probationary status until they obtain an ESSI security clearance.

Since it was raised in the Imperial Senate with a Narrow majority backed largely by the Casa members, and to a lesser degree the Judicature, it remains to be seen if the Emperor will pass this decree to give it official sanction.
While ICCD has essentially no history of keeping Prisoners of War, this new law potentially will establish a type of optional labour system that may be akin to some type of servitude at the end of a gun. - or SLAVERY, something that hasn't existed in ICCD for well over 500 years.
