History
After the fall of the government in July of 1964, chaos consumed the Arabian Peninsula. The only way to get food was by making monthly raids against the people of the Fertile Crecent. During this time, anarchy consumed the region. Oil corporations survived and made obscene profit. They often hired mercenaries to raid competors oil fields. Then, some of these powerful oil companies took over whole provinces and began selling oil to power the world. However, there were nearly two dozens of these states all competing with one another. This drove oil prices down. In January of 1965, Muhammad al-Malik, a wealthy oil tycoon, gathered other prominent landowners and businessmen in Kuwait City to discuss the possible reunion of the Arab states. By the end of the month, they had succeeded. In the name of profit, not the prophet, did the Arab state forge ahead. Elections were fixed and the wealthiest citizens were put in power, al-Malik at the head of the new government. al-Malik created the country's first parliament and set up the "Welfare Council." The Welfare Council is an appointed body devoted to the greater good of the nation's profits. It is comprised of of large landowners who have renters do much of their farming, oil tycoons, military heads, investors, and market researches to help maximize revenue. Although the nation has become fabulously wealthy from it's oil, it often goes through whole periods where just over half the population can be fed. The government has expressed an interest in expanding into more fertile regions, currently most of the nation's food supply comes from the Nile Delta. The UAS also profits from heavy taxation on all ships weighing more than a ton who use the Suez Canal. Prices are lower depending on the ship's purpose and nationality (for instance, an Israeli oil tanker would be taxed much higher than a small Arab grain ship), the average cost is $600 per ton.

Important Laws

Concerning the Suez Canal

All ships weighing more than one ton that desire to use the Suez Canal must pay a tax to do so. Although prices vary (especially for foriegn commericial and war ships), the average tax is $600 per ton. The Arab government retains the right to refuse canal access to ships without stated reason if it so chooses.

Orphan Program

For centuries the Arabian Peninsula has had a relatively small population. The majority of citizens living in the United Arab States, aren't even Arab. In this post-war world, few Arab families can afford to support one child (the average number of children per household), though the average married couple have three to four children during there time together. This means 2/3 to 3/4 of all Arab children are cast out of their homes at some point during their childhood (usually between birth and age eight). On their own, the average orphan lasts fewer than six weeks. Many have formed orphan gangs that survive off of pick pocketing honest citizens in the streets. To help fight this horrible practice of abandoment, youth related crime, and to boast the Arab population, the glorious government has opened the first of many orphanages in Riyadh. Also, it it intended that many more will follow in the coming months in all major cities of the UAS (see above). These orphanges can house between two hundred and seven hundred children, from newborn infants to twelve year old children, and are completely free. Orphans are given love, care, education, and attention. Children over the age of nine will be expected to work on small tasks such as the making of wares and crafts which can be sold to raise money for the orphanage and will give them a trade. Additionally, to prevent these children from being abandon in the first place, for all Arab families supporting more than two children in urban areas, a small government grant will be given. Also, to all families who take in an orphan, a much larger sum of money will be awarded, especially if they already have children of their own. With these new programs and orphanges beginning to take off in Riyadh, there is no telling what we can accomplish for the children and our future.

Initiative to Lower Infant Mortality Rates

High infant mortality rates have plagued the more rural areas of the UAS since its conception. To help counter this, the government has started programs to fight diseases that kill newborn babies. Roughly 1/5 of children born in regions of the republic classed "rural", die within three years of birth. In a nation with a low population, it is important for not just ethical reasons but economic ones as well to ensure these children survive. Although urban dwellers have ready access to hospitals, some residents of farming communities have to travel hundreds of miles to get to the nearest certified hospital. Afraid to leave their respective communities and fields, many rural citizens prefer their local herbalists, pharmacists, doctors, and even midwifes. Now, the government is opening dozens of new hospitals in the republic's countryside, each of these new hospitals will have a children's wing dedicated to birthing, anti-viral injections, and other children's medicine. Also, the government is opening two new medical colleges to train more doctors and nurses to work these new institutes. The areas that did not recieve new hospitals will have regular shuttles bringing not just pregnant women, but all sickly citizens to the nearest hospital twice daily, free of charge. The government has forbid midwifes from performing births and has put more regulations on independent rural doctors. President al-Malik hopes these new institutions and reforms will help the republic's children and raise the Arab population.

Agriculture Equipment Fund

To help promote agricultural in the United Arab States, the benevolent government is paying to give every major farming community farm equipment. Tractors, fertilizer, and other necessities will be delivered to all major landowners of Arab descent. They will be given ownership of this equipment and will be expected to allow their tenants to use them. They are forbidden to charge their renters for use of this equipment. The government hopes to encourage agriculture and increase food output to help its starving population with these programs.

While we would be willing to allow a Cascadian embassy to open in Riyadh (in exchange for letting the UAS open one in Seattle), a Free Trade Agreement is not acceptable. Our ports remain closed and our borders, tarriffed.
