The CIS representatives to the GFFA had returned two days ago bringing the news that the Emperor Masaki requested aid from fellow GFFA members. The enemys in which he wished for aid agianst were more then just Sith but the forces of chaos. With such a powerful foe whos leaders have great power the CIS goverment itself could not give aid without the permission of the Gotei 13 or 13 Division Imperial Guards.
A meeting would be held where the Commander-General and captians could review their choices. Even if they picked not to act the CIS could still send aid but without the leaders of chaos and sith would destroy the droid armys without the shinigami backing them. Commander-General Shigekuni Yamamoto wanted to hear the threat of chaos and the sith from those who knew them better then any in the CIS. Those from the Coreworlds,Abh Empire,New Dornalia and other GFFA members so a brief message was sent to fellow GFFA members
To all Galactic Federation Of Free Alliances members we the Gotei 13 ask for your presence in a meeting in which we vote on aiding or not aiding those in the GFFA who will soon be engaged agianst the forces of chaos. We will be holding this meeting in two days on the planet Rukongai in the city of Seireitei The transmission ended now all there was to do was to ready for the meeting.

The message didn't go unnoticed, and quietly, a shuttle from the Commissariat of Foreign Affairs warped into the vicinity of Rukongai. The shuttle itself was nothing special, just an ordinary Gagarin II shuttle with two bodyguards and Ambassador Jack Guildenstern inside. Jack himself thought of how this meeting was going to go. New Dornalia had sent him to see what the plans of these "Gotei 13"--very unusual name for an outfit--were, and whether they would indeed help out.
As it entered the vincity of the planet, the pilot hailed the CIS authorities, saying, "CIS Command, this is Shuttle Xfhew3-2222, of the New Dornalian People's Navy. We have an ambassador onboard for the conference?"
The Xanthalian Federation will not be represented at the hearing.
We strongly object to the policy-making power of the Gotei 13, an elite, secretive organization that is beholden to neither the government nor the populace. This organization works for its own ends, enforcing its own justice and ideals with fear and violence under the pretense of upholding law and keeping the peace.
We firmly believe that an enforcer should serve at the pleasure of democratic government; such organizations should never be allowed to subordinate the will of the people to their own special interests. To participate in this meeting would demonstrate support for the power and influence the Gotei 13 exercises over the ligitimate government of the Reformed CIS and its people. This we will not do.

Shuttle Xfhew3-222 you are confirmed to land at pad B-142 and welcome to Seireitei Unlike most CIS communcations this was done by a young girl who didnt look any older then sixteen wearing a black kimono. Yes those who would come to the planet Rukongai will find it very diffrent from the rest of the CIS.

The pilot acknowledged the message, and landed at the designated pad. Guildenstern exited the shuttle along with his bodyguards, and stepped out, breathing in the fresh air of Seireitei around him. He then looked around; the city seemed oddly Oriental in its design. Kinda like Little Tokyo back home. He then shook his head, and went to meet his contacts.
OOC: Apologies for the assumption, but I assume the planet is Japanese in character, no?

"Welcome to Seireitei please follow us to the garden area where you can wait untell the other delegations arive."

The Abh held no respect for ground worlds. Let's be honest, someone who confines themselves to gravity infested little balls of rock and atmosphere are not viewed with much credit. Those who relish life in the vastness of the universe, have touched the stars, and know what it means to be kin of the stars can only truly appreciate a war among the stars. Wherever there was war, it was in their backyard because the entirity of space was their home.
That was probably one of the main reasons why they could care less what sort of governmental structure was in place. Whether they agreed with it or not was of a different matter. Regardless, an unarmed shuttle materialized from Hyperspace in CIS space carrying a lone passenger.

Guildenstern acknowledged the men in black robes with a nod, and followed them to the garden along with his guards. The whole place seemed rather well manicured, and being a Japanese garden, was again strangely familiar. He stood along with his bodyguards, taking in the sights. These sights included the men in black robes, which did seem a little suspicious to him but then again, not every psyker, Force user or group with special abilities dressed in brown robes or the East German-style uniform of the People's Acolytes. They seemed businesslike enough. No lightsabers though, just an ordinary sword....
