The Centralized Mountain States of Snefaldia have called on the aforementioned parties to attend a peace conference in Sargedain, Snefaldia, and discuss ways to end the current crisis developing between the Far Echoe Islands and the Autocratic Empire of Akimonad.

The conference will be held in the Chamber of Assembly (http://i11.photobucket.com/albums/a188/kuroutesshin/VaticanIIc.jpg), located in the Hall of the Tuhran Bel (http://i11.photobucket.com/albums/a188/kuroutesshin/paris24-1.jpg). Sitting in moderation will be the Central Council of Fifty, led by Councillor Herad as arbiter.

All the parties will have their chance to discuss and make their cases known.

OOC: Let's make this as IC as we can. You can RP a short arrival, flying into Sargedain International Airport, and then arriving at the Hall of the Tuhran Bel. Just have your delegates/aides take their seat in the Chamber and the Council will arrive and we'll begin.

Frederick Bremer entered the Hall of the Turhan Bel and sat down. He had a briefcase with him.

Viceroy Gennadiy Dorogoi walked in to the conference chamber of the Hall of the Tuhran Bel, dressed impeccably in a finely tailored business suit and carrying a handmade leather portfolio. Despite the fact that Vetalian Oceania was only a military camp at this point, he had no qualms about wearing the badges of office that identified him as Viceroy of the new territory.

He sat down, pausing briefly to straighten his tie and dust off his seat. Pulling some documents from his portfolio, he set them aside and then neatly folded his slim, pale, and neatly manicured hands on the desk.

Grand Marshall Velspar, the seemingly designated Minister of Foriegn Affairs sighed as he walked down the elaborately decorated halls of the magnificent building, exhausted from his previous travels. It was unlikely that he would compromise at all, Kroandons were not known for their sense of understanding. It was probable that they would continue their fight against Akimonad even if the Echoese Federation surrendered, simply due to the loss of respect it would entail for the Coalition should they back out without their objectives fulfilled. But nevertheless, he prepared himself for the deliberations ahead.

Tyler Lewix arrived via concord jet. He was dressed in a suit with pants and jacket the same color as the Federation's flag and a white shirt and black tie.

He entered. "I have a simple plan for what to do here" he said bluntly, and presented this map:

http://i201.photobucket.com/albums/aa293/The_Far_Echo_Islands/Other/cfeimapcut.png

"North of the red border is Akimonad Territory, the green is Vetalian. Any problems?" He asked, only half expecting a problematic answer.

Councillor Herad, the octogenarian head of the Snefaldian moderator group, frowned.

"I don't think I need to remind you, Mr. Lewix, that this is a negotiation and not a forum for demands."

Bremer frowned at the map.

"I'm pretty sure that constitutes an insult to us."

"Then make some better requests, Mr. Bremer." Herad snapped at the Akimonadi.

"Very well. I'm curious as to the reasons for this revolt, primarily."

(That includes the OOC reasons too.)

Jaster Mereel strode into the room, butting into the chat...

"And where is our land? I represent the Mandalorian Merc. service, which you hired and we would like a fair portion of your liberated land..."
Snefaldia
04-10-2007, 17:33
The fifty Snefaldian Councillors broke into hushed murmuring as the Maldorian mercenary leader entered the hallowed hall of the Tuhran Bel. Herad conferred with the Councillor directly next to him, then looked outward.

"This is a conference of peace between the rightly engaged powers. Mercenary forces under the employ of other powers do not have the right to make demands here! If the Maldorian mercenary service has an issue with the decisions made, and feel they should recieve land or some such thing, they are urged to take up negotiations with the nation that hired them."

Pages passed files containing the maps out to the Councillors.

"Very well. The Far Echoese have made an offer of partition. What are the terms of the partition- complete withdrawal of forces, staged withdrawal, joint admnistration? What will be the status of the conflicts between the Akimonadi, Toori, and Kroandoans?"
Maldorians
04-10-2007, 17:43
"You forgot us, you twit." the Mandalorian broke in. "We will make decisions are we please, like everyone has been doing. Unless you have some bias against us, we suggest that you stop making a fool of yourself."

"Now, regarding the division, we would be satisfied with any islands, most preferably New Canada Island and Hope Island. We have an upcoming operation so we would like this issue finished."
Kroando

"To make things simple enough...", Velspar butted in, not really in the mood to negoatiate with these squabbeling little diplomats, "You will have what The Federation gives you, or you will have nothing. If Akimonad is not satisfied with the generous lands being granted it, they will have absolutely nothing. If any nation decides to make unjust claims on our friends, they will be terribly sorry for such requests."

"Furthermore, we will not recognize any lands other than the Vetalian claims, and the Federation Claims... should third parties, such as Akimonad or the Maldorians unjustly colonize any portion of land, it will be swiftly leveled and made into a dirt farm."
Akimonad
04-10-2007, 19:54
"Look," Bremer said, holding a copy of the annexation agreement. "See this? The land legally belongs to us. I will not recognize arguments from pathetic mercenaries and the delegation from Kroando, both of which have no business being here."

"Nor does the so-called Federation have any power to partition, seeing as it's not their land."

Herad took the Mandalorian's insults with a stony face as did his colleagues.

"I suggest, sir." he said in a low, dark voice, "that you remember you are a guest of my country and were not even invited to this conference. If you insult me or my nation again, you will be arrested and ejected from the country. Be glad that your mercenary hide was not detained in the first place."

He raised his hands for silence.

"Please, please. Now, let's be calm. The Akimonadi government has a legal annexation agreement with the Far Echoese. This cannot be regarded lightly, as legally the actions of the Federation constitute rebellion. The Kroandoan military involvement has made things more difficult. We should first begin with the claims that the Federation is the legal authority in the Far Echoe Islands- has not the previous government been maintained as an Akimonadi satellite state, with limited sovereignty?"

"Will the Akimonadi government be willing to return to a system of limited sovereignty while maintaining the Far Echoe Islands as protectorate states? Furthermore, would amnesty be given to the Federation members if they agree to participate in the recognized government or return to private life?"

"Protectorate state, yes. I'm not so sure about amnesty, though. That would be a decision for my superiors. Likely only Delphin Hyit would be charged in some way. But even that's up in the air."

"Please Mr..., you have not heard of the freedom of speech? That is, unless your nation is one of those backwater places that revoke the essentials freedoms from their people. Your threats mean nothing, and I humbly ask you to shut up, we are in a peace meeting. Now...where were we?" The Mandalorian glanced at the Snefaldia men before attending to his paperwork.

"My comments concerning the land was directed towards The Far Echo Islands, not you. It generally gets annoying when someone butts into other people's affairs."

The Councillors stared, unmoved.

"The right to speak freely is a hallmark in our nation. Sometimes, however, it is best to keep one's mouth shut. You have entered into the sacred place of assembly of our nation, insulted us, and have refused to show the slightest deference that is owed by a guest to a host. Your presence as a mercenary in the employ of one of the present parties further compromises your ability to make legal demands. We, not you, have called this conference to negotiate the end of the conflict- not divide the Far Echo Islands up among the concerned parties. Those who represent the Federation will deal with your payment, you have no grounds to make demands in this forum.

Herad waved his hand. "Your presence taints these proceedings and harms the diplomatic process. You had been warned, and you refused to show deference. Your invitation is revoked."

Armed guards approached the Mandalorian, hands on their weapons, to escort him out of the building and then the country. As foreigners were not allowed to possess firearms while in government buildings, he would have been disarmed, and his non-essential effects would be confiscated.

OOC: This is a negotiation thread, meant to be done diplomatically. Not only have you personally insulted the most revered official in the country, you slandered the very nation which is hosting the conference and your representative. Consider your presence in this thread over. Any dealings you have with TFEI can be done somewhere else.

Another Councillor, Councillor Seefeikh, spoke up.

"Mr. Bremer- do you have plenipotentiary powers, to sign a final agreement between your nation and those present? We do not want these proceedings to be in vain- can you commit your nation to a specific course of action?"

Velspar responded in a somewhat displeased tone. "This so called 'legal' annexation was one conducted under the threat of invasion, destruction and annihalation... thus, under extreme diress. No legitimiate vote was taken from amongst the people, thus, the people did not truly hand over their soviergnty. For all we know the politicians of the Confederacy were bribed, blackmailed and threatened... this annexation holds no legal weight with Kroando, thus the argument is in our eyes, unfounded."

OOC: I'm aware. What do you expect a mercenary to be, nice? xD

"Keep yours hands off of me, you slime. I think I know how to walk out of a building...Heh..." The lowly diplomat of the major Mandalorian Mercenary company was actually smiling as he was forced out of the building. He knew that the people in there were going to be afraid of him, so he did as he pleased. Yet, the words said by the Snefaldian men *or man* would not go forgotten. If they were to try to destroy this company, they would have to invade the Mandalorian Empire which would be suicide. So, essentially, Mandalorian Merc. has immunity against foreign threats. All in all, it was a good day for Jaster Mereel.

All in all, it was a good day for Jaster Mereel.

Mr. Mereel was given a ticket out of the country, his passport, and an official letter indicating a visa revocation and a deportation order.

An official letter detailing the event will be sent to the appropriate Mandalorian office, explaining the injudicious conduct of the representative, and expressing apology for having to deal in such a harsh manner with their representative.

Velspar responded in a somewhat displeased tone. "This so called 'legal' annexation was one conducted under the threat of invasion, destruction and annihalation... thus, under extreme diress. Seefeikh nodded his head gravely. "If the Federation were to endorse the original annexation agreement, would the Kroandoan government accept it? Furthermore, would the Kroandoan government be willing to abide by any settlement that the Federation agrees to?"

OOC: Alright, just so we're clear on this- only parties directly related to the conflict- I.E., nation-states with germane militaries are to be party to these talks. Mercenary groups, since they aren't regular forces and are usually in the employ of a foreign government, aren't invited to the conference.

Now, let the negotiations continue!
Kroando
05-10-2007, 01:15
"We shall only accept the Federation's position if it is made from a stance of security and idealism. Should Federation forces be promptly overwhelmed before Kroandon reinforcements arrive, should a gun be held to the Presidents head, should any sort of pressure be upon the Federation when they accept an agreement, we shall declare their signatures invalid, and continue fighting untill a legitimate agreement is made.", Velspar continued, "We will accept a Federation peace agreement when we feel satisfied."

OOC: One small point. Mandalorian Merc. is NOT, I repeat, is not controlled by my government. They are a business organization with many strings in my corrupt, pro-business government. Just an FYI for future sake. I MIGHT reply with the Chairman of the company if I have enough time. Good luck in the negotiations!

"Listen, I'll have my people call (TG) your people and work this whole thing out." The Echo Islander said to the Maldorian, "Here is not the place to negotiate your payment."

He paused

"As for the peace agreement, we won't be accepting anything less than full sovereignty; to make us a protectorate defeats the purpose! This war was started because of dissatisfaction with Akimonadite bureaucracy, and the powerlessness we felt on the international stage, I admit, the Akimonadi helped us post the Bloody Sunday War, however, we had the problem that such a distant government did not fully understand our needs, as well as the problem of patriotism in our nation. We found it extremely insulting when we were addressed as Akimonadites, and that the Akimonadite flag flew above ours offended everyone. This Federation is an evolution of the Confederacy if it had not had an Akimonadite lobotomy done on it. Akimonad does not need the Far Echo Islands to stay economically powerful."

Herad stamped his heavy staff on the stone floor, the metal tip clanging loudly for silence.

"If we desire to get anything done we must stop the rhetoric and namecalling."

Yu Renzhie cleared his throat. "Honored Councillor, if I may. I believe I have a plan that will take steps toward resolving the issues. As Akimonad is, by definition, an Federated Empire, the implication is that states or provinces in the Empire are allowed some form of self-government and management of internal affairs while at the same time answering to a higher government. If I have got this correct- and the information (http://ns.goobergunch.net/wiki/index.php/Akimonad) on the subject is very vauge- it would be possible for the Far Echoese to exist as a semi-autonomous state within the Federation of Akimonad, managing their own internal affairs, levying taxes, militiae, etcetera."

He paused, looking over some papers. "The Akimonadi national flag would be flown equal to the Far Echoese, the far Echoese would have the ability to call themselve Echoese nationals with Akimonadi citizenship, have the right to send members to the Akimonadi Parliament, and the Federation would become a state within the Federated Empire."

"Now, this would maintain the original spirit of the annexation agreement, while ensuring the Far Echoese equity and the collective defense of Akimonad's armed forces, which they would be able to contribute to. This would end the fighting, but most importantly it would avoid a partition of the Islands themselves. I am sure that the Echoese representative does not want his citizens divided between Akimonadi lands and Far Echoese lands. This compromise will eliminate that issue."

The elderly Seefeikh spoke up. "If we do not reach an equitable agreement, it is sure that more death and destruction will occur. Please, remember this."

"Your refusal to try and seek peace speaks bounds about your nation's morals, sir." Councillor Seefeikh said gravely. "I will pray that the war ends, for your sake and the sake of your children." .

Herad turned to the remaining representatives. "You have the only chances to end this war. "Enough!" Herad boomed, silencing the foreigners. "It is clear now that neither of you are willing to compromise or swallow your prides. The refusal to negotiate at all is proof enough that this conference is a failure. Neither the Akimonadis nor the Far Echoese have offered any satisfactory solutions to the situation, and the withdrawal of Kroando from these proceedings makes it extremely unlikely that anything we agree here will be successful."

He paused, sweeping his gaze between the two officials. "This has been a travesty of diplomacy. We had hoped through discourse to end the fighting, but it seems that the Akimonadi government is either intent to continue the fighting or to refuse even the smallest concession. The Far Echoese, likewise, seem unwilling even to attempt an equitable end to the action. This conference has degenerated into bickering and namecalling- and we will not tolerate it."

The twenty councillor rose in unison. "This conference is over. May the gods that are have mercy on your people."

A man quietly walked into the room, handing the Vetalian representative a letter before walking out to do whatever he was supposed to do. The letter was crisp, a creamy looking paper with blue bordering, and the seal being the Great Seal of the Greater Empire of Van-Vetalia. Upon opening the letter, the following message written by Erika Redmark herself was revealed.

Dear Sir/Madam,

It has come to the attention of the Democratic Empire that the Nation of the Far Echo Isles is ceding lands to end conflict in their nation. As such, seeing as we have no actual stake in the conflict yet still wish to maximize our gains, we request that you, on behalf of the Democratic Empire, make an offer to purchase either the Small Isle or the Malta Isle for the sum of fifty billion Universal Standard Dollars for the Democratic Empire. The total fee will be forwarded to the Vetalian Empire, along with an additional fee to compensate for any work that may have to be done on your side. We would be more then willing to have free trade between the isle and TFEI, allow their citizens free travel between the isle and TFEI, etc.

Sincerely Yours,
-Erika Redmark; Empress of the Democratic Empire, Queen of Great Vantania, Empress of the Greater Empire, President of the Free Commonwealth, Liberator of the Workers, Lady of Redmark, Holder of Titles

OOC: Vontanas, please edit your post to eliminate the use of Snefaldians. I don't mind if a message is delivered, but it can't be by just using a Snefaldian person. Thank you.
