The Autocratic Federated Empire hereby requests the presence of yourself and anyone else you care to bring in our capitol of Kent. We wish to discuss the possibility and terms of confederation between our two glorious nations.

Dame Flavia Davidson peered out a window of the spacious, specially-designed Boeing 747-8 airliner, the red and black jet used by the Londinian heads of government since the days of Sinclair, who, despite his incompetence, had a rather nice flair for style. The outside of the jet was painted in the style of the Londinian flag, which made for a very distinctive aircraft; but the inside was the truly enjoyable part of the aircraft.

She sat on a plush, though simple, black egg chair in the main lounge, absentmindedly listening to the latest LBG Global Service report - something to do with a Kuronan princess giving birth to triplets. Flavia sighed; the sordid affairs of royalty never appealed to her. Republicanism was in her veins - how could it not be, considering her father introduced the concept to modern British Londinium?

"Would you like anything to drink, Madam Consul?" a young stewardness said timidly.

"A mojito, and make it quick," Flavia replied brusquely, and the flight attendant scurried off to prepare the beverage.

The latest communiquƩ from Akimonad was curious at best to Her Majesty's Government. After many discussions between the Consul and Empress Cecilia II Wellington, it was decided that the Akimonadi genuinely wanted to advance both their interests and as well as Commonwealth interests. Still, though, one always had to suspect their motives. As Sir Alistair Davidson once said, "Kindness should be treated like an armed nuclear warhead: very carefully and with a hazmat suit." Of course, Flavia never did understand what the hazmat suit actually meant, though she suspected it really didn't mean anything: her father had a nasty habit of saying nonsensical things when drunk, and that particular comment was said at a tour of the Vernaccia Basin vineyards. Figures.

The stewardess came back with a small glass on a silver platter. She placed it gently on a nearby tray, curtseyed, and promptly left. Flavia swirled the glass in her hand before quickly downing it as a calm, deep voice over the intercom said, "We have begun our final descent into Kent. Heh. That rhymed. Regardless, we will have reached our final destination within the next few moments."

As the aircraft taxied to a halt on the tarmac, the main door near the cockpit swung open, and a collapsible staircase unfurled itself. The consul gingerly walked down the stairs, rapidly flattening out imaginary wrinkles in her tuxedo-reminiscent pantsuit and adjusting her black top hat, which was becoming all the rage in the Commonwealth. She now awaited the appearance of her contact.

Dr. Hodz appeared out of a B1 Tartarus sitting on the tarmac.

"Greetings, Dame Davidson." he said, ushering her towards the car. "We'll proceed directly to the capitol."

"Excellent, excellent," the consul replied warmly as she stepped into the car, one of the flagship vehicles of the Commonwealth's finest automotive companies. The interior was sleek, modern, and spacious. "I trust that you are doing well, Dr Hodz?"

"Indeed. The Empire has been generally well as well." Hodz said.

The vehicle moved slowly forward and eventually took of towards the sprawling skyline ahead of them.

Once the B1 got on the freeway, two motorcycles joined in front and behind of the vehicle and turned on their blue lights. The small motorcade accelerated forward, every car on the highway yielding.

After fifteen minutes or so, the vehicle slowed in front of a gate checkpoint. Something beeped and the gate rose, allowing the vehicle to move forward.

After navigating a few streets, the B1 stopped in the sprawling shadow of One Government Plaza (http://upload.wikimedia.org/wikipedia/en/thumb/4/43/Ifc2.jpg/200px-Ifc2.jpg), the chief government building in Akimonad. Dr. Hodz stepped out, and held out his hand to help Davidson out of the car.

"Thank you," Flavia replied, brushing her auburn curls out of her face. She took Dr Hodz's hand, and joined him as they walked into the massive building. "So, if I may ask, what do you hold your doctorate in? I can't seem to find any data regarding you in our government files, besides, of course, your status as head of Akimonadi government."

"That would be Political Science. Fitting, don't you think?"

Hodz walked through a door that opened automatically and walked up to the receptionist.

"You know who I am, and you should know who this is." he said, motioning to Davidson.

The receptionist nodded and handed Hodz a small oval-shaped device.

"Here, you'll need this," he said to Davidson, handing her the device. "Just place it anywhere on your person; it needn't be visible."

Dr. Hodz began walking towards an elevator.

Flavia affixed the RFID tag to the inside pocket of her silk jacket, making sure it was perfectly straight - she had inherited her father's obsessive-compulsive disorder, which, while it allowed to her to notice even the smallest details, frequently derailed progress when it manifested itself in vaguely irrational fears, such as the fear of soccer riots.

"And, may I ask what your doctoral thesis was on?" Flavia inquired. "Excuse me, of course, if I pry too much."

"Oh, it was, um..." Dr. Hodz scratched his head. "The Counterrevolutionary Activities in Monad. It nearly got me put in jail; they thought I was advocating counterrevolution."

Dr. Hodz ushered Davidson into the elevator and pressed a button, the elevator slowly moving upwards.

The background music was Stars and Stripes Forever, which had recently been named the new national anthem.

"I'm sure I would. At any rate, let's continue." Hodz said, stepping out of the elevator into a conference room.

"Here we are," he said, pulling a chair out for Davidson. On the table was a few papers which contained the draft agreement. It read:

Charter of the Confederation of British Londinium and Akimonad

1) The Confederation of British Londinium and Akimonad (CBLA) is hereby created.

2) The CBLA shall have supranational confederal power over British Londinium and Akimonad.

3) The CBLA shall not infringe the self-determination of British Londinium or Akimonad.

4) The CBLA shall have a council, made up of thirty representatives from British Londinium, and thirty representatives from Akimonad.
a) The CBLA Council shall mediate disputes between British Londinium and Akimonad and clear up any governmental discontinuities.

5) The CBLA shall recognize an attack on Akimonad or British Londinium as an attack on both, and respond accordingly.

6) All citizens in British Londinium or Akimonad will be able to travel freely throughout both countries with an appropriate CBLA-issued passport.

7) British Londinium and Akimonad shall share a common currency
a) This currency will be referred to by its present name in both British Londinium and Akimonad, however it will be the same unit and remain on parity.

8) The CBLA shall enhance and further free trade between British Londinium and Akimonad
a) The CBLA shall mediate international trade to and/or from British Londinium and Akimonad to and/or from any other state.

9) British Londinium and Akimonad shall respect the laws and statues of both nations. Any conflicts between any laws should be mediated by the CBLA Council.

10) Volscian shall be recognized as an official language of Akimonad.

After a few moments, she responded, "Dr Hodz, I believe this charter is in order, and, barring further discussion, hereby ratify this treaty with the powers vested in me by the Londinian Commonwealth."

"Very well, but I have one addition. Akimonad will recognize Volscian as an official language."

He wrote it down.

"Alright, I ratify this as well."

Lord Sumguy laughed to himself as he read the story in the paper. So they think to make themselves powerful once more through unification? Little do they know that this action of theirs will soon be dwarfed by one far greater than a mere two nations and their little empire, that their banding together will be a mere shadow of what is to come.
