The Line of emperors is always the head of the goverment and state, how ever he cannot make decisions without consent of the ministers. The ministers are a group of 59 men and women, who when a bill is posted, the 59 and the emperor vote on it, and debate it. The People can elect their own ministers, if one, leaves or dies, canidates are put forward, and are voted on, the ones with the most votes, and who are deemed worthy by the other ministers are given a seat in the ministry
Civil liberties
Since Africa alredy had bad times, Uaegoslavia is no different, however, Iyast has gone to great lengths to ensure people will co-operate, without useing violence. Slavery is currently allowed due to lack of money, and need for workers. Militery tactics though are questonable, including, suicide squads, land mines, torture, and sheer brutality. Anyone over 25 and with a decent understanding of english, french, and triditional launguages, and politics, can run for the ministry. Freedom of speech is allowed, but is mostly discouraged due to harsh time, and military is currently voluntry
History
When WW3 Started, africa went from bad to worse. A nation alredy troubled with civil rights problems, genocide and dictators, africa quickly hit the drain hard. Most of the white population, by the end of the war of Niger had either been killed by desperate villigers for supplies, died of diesease and starvation, from rapidly dropping food supplies, or made for a risky trip across to Tunisia, for a dangerous trip to spain for refuge. Only a recorded 63 made it. In the midst of the madness and chaos, self proclaimed "Leader" Iyast Ussuei started the "Democratic Salvation" (DS) which was like a rolling stone, rapidly gaining momentum, slowly but surely. Iyast Originally ran a small warehouse in former Tahoua, Using these as starting point, along with the 3000 strong members, and salvage from the city, they began to build up from the rubble and eventually formed a small town with a able fighting force of 50 Fighters, armed with AK-47's. But no re-building is without problems, food supplies where running out as the movement grew, despite donations from large groups who joined, and they were raided countinuesly by bandits, the number of raiders growing larger as they fought from the large number resources. Many died defending the community, as it expanded, and grew in size, most notibally, when a 115 strong force of well supplied pirates attack the 75 man defended settlement armed with low tech rifle, a helmet and Knuckle dusters. Sonder Kurz was a soldier with a poor grasp of offence, but had used spare time to research defence. Sonder organized the 75 with positioning, ambushes, and managed to fight off attackers. They never came back. Sonder was givin the honour of leading the squad, and is in modern day The nations CC. 2 Years on, New Niamey is no a thriving city, its main output being Weaponry and Iron, Iyast, now named, "The Emperor" by supporters, now had a thriving community, of 1.6 million, 10'000 in New Niamey alone, with many smaller settlements develop, the state of Uaegoslavia, was officly declared. However, despite with, large amounts of people were unconfortable, with a man they never heard of suddenly being declared ruler. Also food supplies were running out and are said to run out in 8 mounths, even with rationing. The goverment looked to the surrounding states, still in chaos
