The Draconic Empire of his Majesty King Arthur the Great is officially announcing the opening of embassies within the nation. All requests are subject to equal reciprocal offerings of an embassy within the interested states in a manner deemed most equitable and suitable for conducting foreign relations with interested parties.
Embassy missions shall be protected under general U.N. accords, and, in the absence of any specific agreement between both parties, diplomatic immunity shall be granted pursuant to said accords. However, due to the high expectations of ambassadorial mission staff sent out by the Draconic Empire, any and all parties may waive their mission's prosecutorial priveleges, with his Majesty eager to reciprocate any such measure in hopes of ensuring proper conduct amongst his own officials. His Majesty, does, however, reserve the right to declare ambassadorial persons persona no grata for abuse of priveleges or acts of espionage in absence of any specified waiver of immunity, and respects the actions of any other head of state that would wish to do the same, provided that in all cases general amnesty and safe travel to one's home country is observed by all parties.
In the event of a serious breach of ambassadorial conduct, and a present status of reciprocated immunity, any claim for prosecution should be submitted to the Court of Foreign Services, for a waiver of immunity to be granted for prosecutorial actions to proceed against said official.
Again, general waiver of immunity priveleges should be requested by interested parties, with prompt reply to any request to be issued via private communications (TG).
Actual embassy construction shall be optioned to either construction by the interested party, or sub-contracting to licensed private industry members. Buildings may be erected in a manner reflective of the home nation's culture, as long as structural and appearance permits are secured through the Foreign Services Bureau of Embassy Maintenance.
All embassies shall be expected to limit staff size to no more than 100 persons, excluding immediate family members of the chief diplomat of the ambassadorial mission. In addition, security forces shall be limited to 50 sanctioned and authorized persons. Additional security may be requested through the Foreign Relations Service. Embassies shall have the right to request differing servicemen or release of duty at any time, without specifying reasons. Arms shall be limited to one, non-incendiary rifle per member of the security force, ina addition to one non-automatic sidearm per member of security force. Transportation shall construe of no more than two non-combat helicopters and five non-combat automobiles. Protective armoring on all craft is permissable, and any embassy may request a complying vehicle to be provided free of charge by his Majesty.
All communications to and from the embassy shall be given priority, priveleged handling, and pursuant to reciprocal agreements, all postage shall be waived for said parcels. Additionally, embassies will have the option of either installing entire systems for secure lines of communications, or having the hosting nation offer to supply hardware components for said purposes.
On your application form, please state the following:
Nation's name.
Head of State, and if applicable, Head of Government.
Name of official responsible for Foreign Relations.
Name of Head of Diplomatic Mission, with title (hereafter referred to as ambassador).
Name of Chief Deputy should ambassador be unavailable or incapacitated.
Chief of Security Personnel.
Chief members of the ambassadorial staff.
Governmental structure/U.N. classification.
Any requests regarding more open exchange, general waivers of immunity, or reciprocal agreements regarding members of embassy staff, security, or transportation.
His Majesty would like to state that the Draconic Empire is a neutral entity. As such, it adopts a foreign policy of general non-interference, and his Majesty offers an open invitation to act as a third party arbiter, mediator, and/or negotiator to any disputes or conflicts to which he feels capable of offering knowledgeable counsel. Requests for his Majesty to act in any manner or similar office should be conveyed to either one of his Majesty's embassies operating abroad, or to the Foreign Relations Service from an embassy directly. His Majesty promises prompt reply to said requests, and will explain his reasoning for any instance which he feels his presence would not serve the greatest general interests.
