Manifesto
Due to the rising forces of Socialism, Communism and other forces of economic tyranny the Senate of Droskianishk has authorized Consul Nikako Jones to form the Economic Liberty Pact (ELP) in order to aid nations which are home to economic liberals in the defense of their ideals.
Laws of Association
In order to join the ELP a nation must be both democratic politically as well as subscribe to some level of economic liberty (freemarket).
Nations joining the Pact will not be expected to lower tarriffs between fellow nations (although this would be ideal, we believe in national sovereignty), they will however not be allowed to lower tarriffs against Socialist/Communist nations unless those nations are deemed to be making progress towards economic freedom.
Militarily nations will be expected to defend one another in times of defensive wars, all offensive wars will be left up to individual nations to decide whether or not they want to aid a fellow member. The Pact may have an international force of up to 20 million which may only be deployed in case of a majority of vote of the General Council (All member nations) and a coinciding unanimous vote of the nations in the Committee of Security.
The Pact may also have a General International Fund (GIF) which cannot exceed $10 Trillion USD, member nations will not be required to donate any money to the GIF.
Bodies of Regulation within the ELP
The General Council (All member nations) will have votes based on population:
1 Million-300 Million: 1 Vote
301 Million-600 Million: 2 Votes
601 Million-900 Million: 3 Votes
901 Million-1.3 Billion: 4 Votes
1.301 Billion-1.6 Billion: 5 Votes
1.601 Billion-1.9 Billion: 6 Votes
1.901 Billion- 2.3 Billion: 7 Votes
2.301 Billion- 2.6 Billion: 8 Votes
2.601 Billion- 2.9 Billion :9 votes
2.901 Billion- 3.3 Billion : 10 Votes
3.601 Billion- 3.9 Billion : 11 Votes

The General Council will vote on all issues, they may vote to defer issues to the secondary committees. A simple majority will be enough to pass any motion.
Secondary Committees:
Committee of Treasury (COT)- Members will be voted in by General Council once membership of the Pact hits 15 nations. Candidates will provide all economic Stats on their nations. The Committee will have 6 members, 5 regular members and 1 Chairman (the nation which recieves the most votes). Each general council member will vote for 2 candidates to be part of the COT. In case of Treasury votes the Chairman will only vote when there is a tie.
Committee of Security (COS)- Members will be voted in by General Council once membership of the Pact hits 10 nations. Candidates will provide all military records of their nations. The Committee will have 6 members, 5 regular members and 1 Chairman (the LGS). Each general council member will vote for a candidate to be part of the COS. In case of Security votes, the Chairman will only vote when there is a tie.
Other committees may be added should the General Council (GC) feel it is necessary and 2/3rds of the GC vote for a new committee. All committee's will have elections every 6 years.
Executive Branch
The General Secretary (GS) must be a nation having 7 votes or more. The General Secretary will have veto powers on all Committee Votes, however the veto'd motion must then go to the GC for a vote. The GC may put forward motions but these motions must be submitted to the GC and the GC may then vote to submit that motion to a committee. The GS may also place nations on prohbation pending a dismisal vote (nations on prohbation can not recieve any aid from the Pact, although individual Pact nations can still provide aid to those nations). Droskianishk will act as General Secretary until pact membership reaches 15 nations, at that time the GC will vote on a GS. The GS post shall be elected every 5 years, the term limit for GS is 3 terms or until all nations have had 3 terms.
The Lt. General Secretary (LGS) must be a nation having 6 votes or less. The LGS be the only Executive able to put motions directly before committees instead of before the GC. The LGS will also be the chairman for the Committee of Security. There will be no LGS position until Pact membership hits 10 nations. The LGS post will be elected every 4 years.
At any time the GC may vote to change any portion of this document, although the GC must have 2/3rds of the vote in order to make a change to this document.
This document also acts as an invitation to any nation in the world which meets the thereabove mentioned requirements. Droskianishk will have full power to admitt or dismiss Pact nations until Pact membership hits 10 nations, then the GC will vote on admitting new members (simple majority) or dismissing member nations (2/3rds vote).
