The Federation of Caelapes has entered the halls of nuclear-capable nations today, after the successful Project DAWN underground nuclear test carried out at Belltoll Island, Caelapes. Officials from the Ministry of Energetics assert that Caelapes is years from designing and constructing effective nuclear weapon delivery system, but with an abundance of weapons-grade uranium recently purchased from an undisclosed source, Ministry of Defense and National Security engineers are more optimistic - claiming that the Federation will have a respectable nuclear armament by December. The Honourable Taylor Ellison, Mistress for Energetics, hailed the project as "a leap forward; an important step for the Federation of Caelapes in an international platform so marked by war and peace."

Inquiries or commentaries from foreign entities may be directed to the Ministry of Foreign Affairs, Caelapes.

Official Communiqué - Federation of Caelapes - Ministry of Foreign Affairs

To the Firekeeper Foreign Office:

Although the final disposition of all Caelapene armament is subject to our military, all current atomic tests are strictly for increased scientific knowledge and research. The Ministry of Defense and National Security has interests in current atomic testing, but all tests are strictly administered and controlled by the Ministry of Energetics without input from DNS.

While we appreciate your gracious offer to assist our nuclear program, we must decline. We admire your desire to assist a young nation in its exploration into atomic testing, but we cannot accept your help at this time. We hope you understand.

Finally, Project DAWN was not a nuclear weapon test -- the Ministry of Energetics is the sole ministry presiding over the Belltoll Atomic Testing Zone, and the Ministry of Defense and National Security has not had anything to do with Caelapene nuclear testing to date. As such, we again appreciate your gracious offer, but as we do not have a nuclear arsenal, we do not see the need for your offer at this time.

we are sorry for the misunderstanding. We are glad that another nation is still adhering to the nuclear no-profileration treaty. However, we suggest that in the future you use an atomic pile to carry out your scientific experiments rather than an uncontroled nuclear explosion. Such an explosion can be taken in the wrong way.
