Proposal to the Congress of Deputies by President-Kommissariat Maximillian Coltrane
The United Socialist States is undergoing a period of advancement and development of its warfighting capability, and the Socialist Vanguard Party under my administration is committed to further investment in the security of the revolution through an expansion of the Cynapsian Red Army.
To this end, my Government is announcing that it is planning to invest capital and finance into the development and stockpiling of unconventional weapons, placing the Cynapsian Red Army on the same level as the many other national military's that hold similar weapons and to truly give the USSC every availiable option in both defensive and offensive operations.
My Cabinet will be putting forth a budget proposal to the Congress of Deputies within the week to invest Ten Billion Dollars over the course of Five (NS) Years into the development of the following, with requests for further funding as required:
Biological Weapons
Anthrax
Smallpox
Chemical Weapons
Napalm
VX Nerve Agent
Soman Nerve Agent
Atomic Weapons
One Hundred Kiloton Tactical Warheads
Five Hundred Kiloton Tactical/Strategic Warheads
One Megaton Strategic Warheads
Electronic Weapons
Tactical/Strategic Command & Control Hacking System (TACHACK)
