OOC: we would like delegates from all nations who are on friendly relations with Mokastana, or if you have an embassy here...

Insides the Presidential palace Nicolas Villa rubbed his eyes...he had stayed up for the last 48 hours working constantly...the presidential desk was covered in papers and information from the Military, he wanted to reinstates the MPA, but until then the Imperial Army would serve him to keep "the empire Unified," many commanders believed he was responsible for the death of the Hogh Chancellor...as he was....and wanted to kill him because of his coup, but that would spark civil war, and detroy the empire, so they let him be.

Besides worrying about assassination by the military he had many other things to take care of; A new government, the incedent with Greal in Sur, not going to war with the regions assumed into Mokastana, like Mejico, the islands or Sur, and keep Mokastana from being invaded..

he walked out of the building, while the bullet holes from that battle over a month ago were no longer there, but the marks of puddy and other cheap filling showed where they were....little marks reminding him of the brutal past of Mokastana, and what he was destined to prevent...

Outside MPA militia escorted him to the embassy complex, once inside they were quickly brought to the central building...inside was a main room similar to the UN main hall, but on a smaller scale...the delegates from around Mokastana and the world would arrive soon

The Greal delegate arrived to talk.

Nicolas rose up to meet him....

"I am Nicolas Villa, and on behalf of Mokastana i apologize for the incident that cost your men thier lives, and once these talks are over i can assure you, even if it comes from my own pocket. we will find a way to make it up to their families"

"According to the Greal rescuers, we found 2 surivoirs, but 1 died on his way to the hosiptal."

"before I say anymore, my name is Raul Grum. And the total number of lives lost was 72, we had a quite of number of troops on board."said Raul

nice to meet you sorry it couldn't of been under better circumstances"

Raul looked at his watch,"well I have alot of things to do today, meeting the delegates from SOl, meeting the president, meeting with the foreign minister. I think the famillies of the dead are going to demand money or somthing else."

Nicolas was still talking with Grum when the rest arrived...

"welcome to the conference. Please take a seat, now if you'll excuse me i must finish with Mr. Grum.

(to Mr. Grum) "if you must leave then by all means do, and whatever the families want then we will let them have it"

"Brothers and sisters of the world"

Nicolas Began...

"We are thankful for you coming here, as you all know the empire of Mokastana is no more. we are currently an Anarchist state with the military and police continuing their duties and keeping the anarchist law set up and running. (the anarchist laws were proposed by King Juarez in 1903, during the 3 month monarchy in Mokastana, the only one ever, basically it says that in a state of anarchy, the police and military will keep civil infrastructure and basic human rights observed and protected) And now the Nation is ready for peace. we have had tons of fighting, and it is time it all ended. To be honest the rebellious territories such as Mejico hate us, i do not condemn them for it, but as Hispanics and neighborers i beg for peace. If it is under one flag or many. I want peace. i invited the foriegn delegates hoping they could help us achieve internal peace as many of thier nations have achieved years ago..it is time Mokastana and the rest of us joined them in peace.

the debates were getting heated, many wanted to leave the Mokan "empire" others, like Montana didn't care as long as their industries weren't bothered. The Mejico Army wanted to form their own nation, and the Imerial Gaurd were willing to destroy them, Luckaly the Air force managed to talk them out of going to war with Mokastana. Because they had targets, bombs, and enough to destroy all of the mejico region that was under their army's control...

Nicolas got up,

"i have an idea, how about a confederacy?"

after much debate a confederate state of Mokastana had been achieved. The federal government would be have the national Military and defense. Each region would have their own military that can be used for offense or defense. Only after the States agreed to the war by a 4/5 vote. Of the five regions alll had to have a republic or democratic system set up where the people could give the parliament direct orders if they needed. The five regions would be Mokastana Islands, Northern Mejico, Central Mejico, Sur, and Tierra Nuevo (northern Mokastana).


Nicolas Sat down at the main chair, exaushted. Thank god that is over he thought. he passed out after all the delegates signed the treaty.
