Tel Amur is beginning the research into creating single celled organisms which have high explosive capabilities. They are unable to develop such weapons on their own so are initiating a program to collaborate with other nations. The results of this program will be shared equally and in full to all participating nations. Nations must be approved by Tel Amur. Gatesville region members and Tel Amur's allies only (or with special permission).

OOC-ish:so you're saying that you want to develop a single-celled organism that will burst, or explode?

I would think that this would be some new sort of biological warfare...I don't see why it would meet more criticism than a nuclear program.
