The Kiravian Administrate of the Penguin Islands is opening up our nature reserves to foreign scientists. These nature reserves cover 26 out of our 36 countyships, and are the Province's chief natural rescource(for ecological value, not harvesting). These have long been closed to all but P.I. management personnel, and Imperial science teams, but now, scientists, and a maximum of 70 tourusts per year, will be permitted to enter them.

The reserves are home to a vast, diverse ecosystem of our eponymous penguins, brown algae, various types of fish and seals, and a few seasonal whale groups. The sparse plant life and insects of the are are also of much scientific interest.

We will allow 12 research teams to set up small stations or camps in the reserve, should they wish, and an indefinate number to visit.

We would like to build a station on these isalnds in the interests of our national symbol. I believe this comes under our policy of protecting national interests. This interest is very much national.

We are willing to send to the Kirav Penguin islands the science vessel
"Sunfish" to examine the penguin colonies in Kirav.

We will set up a small, 20 man permanent base there, if permitted.

The Sunfish flew the ensign of the Alfegos navy as it entered the waters of the islands.

The map they had of the area showed the best site was a small plateau near the largest penguin nesting ground.

The ship moved thorught the water, silent, powered by a nuclear reactor. It was also used as an icebreaker, in the rare occasions the Alfegos navy had needed to penetrate ice sheets.

The research team had finished putting up the prefabbed domes for 30 people total, including stores and a small diesel generator for emergancys.

On the roof, 8 small wind turbines spun quickly in the breeze.

"Its cramped in here!"

"It will be even more once the equipment's arrived."

"Well..."

The head of the expedition sat in his small office, on the edge of dome 3.

"Lets start examining the penguins once the equipments here. Some of them look to be varients of the Emperor penguin: much larger"

"First, sir, the equipment."

"You go get it..."

A small Kiravian boat landed near the dome-roofed Alfegosian research base.

Their grey-green unoforms stood out against the brown, lichened rock as they moved forward.

"Hello!" yelled one of the Kiravians to an Alfegosian walking to get something from the Sunfish, "Welcome to the Penguin Islands. We've come to register your base, and just do a routine inspection for enviornmental reasons. Thank you for coming here."

One of the men hurried inside, and came out with the leader.
"I see you have to inspect our premises. I'll show you around. We'll start in Dome 1: Living quarters."

"Excellent. An honour to meet you, sir. Shall we proceed?"

" Good. What we use, as learnt from previous experiences, is an advanced sewage processor that allows no waste to leak."

He wlaked round to the part of the dome facing sheer rock.

"This is it. It uses various filters to break down the seage, and water is drained from the top. Pure water. The rest of the waste is diverted to the fermentor and steriliser, that turns this back into nutritious energy bars. You may not find that most tasteful..."

He coughed.

"All non-biological waste goes into that cube there. It is air-tight, and will be emptied every 3 months by the Sunfish."

"Our energy is clean, as you can see from the small turbines, but we have a small diesel back-up."

"Finally, the whole structure of the three domes are bolted into the rock: the basalt underneath us. The bolts go down to a depth of about 20 feet."

"Any questions?"

The expedition head signed the form.

"We will begin studies tomorrow. For now, we need some kip. And that sun...well, we're not getting much sleep tonight"

"Oh yes. You'll get used to it after a while. The first Kiravian settlers were quite afflicted by insomnia at first, but eventually, most recovered.

Once they had the equipment loaded into dome 2, they turned in for the night, their windows covered over by tin foil.
