(OOC: As a preemptive Out of Context, I am by no means a noob. Several years on nationstates and I am allowed a new nation, am I not? Even if you're all like "well why would I want to be the protectorate of a nation this small?" I like to think it'd be fun. Who knows.)

THE ASSEMBLED COUNCIL OF THE UNIFIED TRIBES OF TREMARENDAKIA, representing the peoples of the nation as a whole, noting the prosperous state of Tremarendakia as a whole, do hereby establish on the international stage their collective will to attain protectorate-status agreements with foreign nations. This Council is of the collective opinion that both Tremarendakia and any agreeing foreign nation would stand to benefit from such arrangements.
NOTING that such arrangements are not to be entered into lightly, the Council wishes to make clear it's intentions as to any agreement entered into by the Tribes and any foreign nation.
Any nation becoming a Protectorate of the Unified Tribes of Tremarendakia shall have the following benefits:
Shall be guaranteed protection from all foreign aggression as any Tribal Land would be guaranteed protection.
Shall be granted the same status as any Ally of the Tribes, and as such be exempt from all trade tariffs, etc.
Shall be granted a position in Dwelmant Ah Tyran, the capital city of Tremarendakia, from which an assigned diplomat(s) may conduct the day to day business of upkeeping the any agreements between the Tribe and said nation, as well as negotiating more.
In return for these benefits, any nation becoming a Protectorate of the Unified Tribes of Tremarendakia:
Shall impose a nominal income taxation (no less than 1%, no more than 3%) annually to be paid to the Tribes in order to compensate for possible losses on the part of the Tribes.
Shall agree to impose no trade tariffs, etc. upon the Unified Tribes, and shall grant the Tribes a status as Ally.
Shall grant a position in the capital city of their nation from which a Tremarendakian diplomat(s) may conduct day to day upkeep of relations.

The nation of Reicha would like to extend its warmest welcomes to this fledgling nation, we hope that your rise from the realms of lawlessness and barbarism were much more peaceful than ours.
We would like to offer our support to your fledgling nation, and whilst we would not wish to be a protectorate, we would instead like to offer a diplomatic hand as a potential ally in this relatively lawless land we live in.
We would like to not only offer you the benefits you mention in your own release, but would like to further offer the following to you.
1. A serious military capability in the form of the following :
- Enough equipment to field a motorised division, and three infantry divisions worth of troops, at a capability similar to that of a HRMSA (High Reichan Military Services Army) regular fighting unit.
- Further options on equipment acquisition, and the necessary logistics, expertise and training required for all units up to the level of a HRMSA special operations combat unit. Further negotiations on this issue could lead to the ability for your nation to acquire HRMSAF and HRMSN equipment as well.
Note: This facility is intended to eventually replace the annual taxation tariff.
2. A valuable protection source for your nation, to protect it from external aggressors until such time as your forces have a decent capability to fend for themselves. We still suffer continuous problems from our own dissidents - the New Dawn terrorist movement and the remnants of the empire we beat back so long ago, to know that your country would be better off without having to face such issues itself.
3. A powerful ally willing to engage your opponents as needed.

My name is Maren Kalo. For nearly 17 years now I have lead the Tribes of Tremarendakia as Chieftain, ever since the Unification. At that time, as I lead my tribe to victory over the lesser chieftains of the divided tribes, I learned the value of allies and of superior equipment. It is remembering such lessons, along with the support of the Council, that I declare my nation willing to ally itself with yours, the first nation we have done so with post-Unification.
I thank you personally for your generous offers of equipment and training, these will doubtless be invaluable on the world stage. I also pledge to you that the Unified Tribes will guarantee our support for you militarily as you have guaranteed your own. Lord Minister Nathan Carroner - Supreme Ruler of all of The Black Reich, was ecstatic. For the first time since his inaugural call for open relations, a foreign power, albiet a small one, had taken up the Reichan offer of friendship and security.
However, amongst all the fanfare that the Lord Minister had, his security advisor was conversly having kittens, "sir, please, for the good of us all reconsider going personally!" Commander Militant Morris Schumann said, "the last thing we need is for you to be injured, or worse, killed out in the lands of the barbarians!"
Carroner looked at his old friend and cocked his eyebrow in wry amusement, "are you suggesting that this trip could be dangerous? Please Morris, think about it. It's their very own leader, the Chieftan Maren Kalo, who is coming to conduct these meetings, they'll have their own security tighter than any of our border fortresses. We don't want to come across as going imperial on them, they are a welcome friend as far as I am concerned.
The aircraft I'm flying in one is one of our most survivable designs, and if I am to be targeted by anyone for some grisly end, I'll have HRMSAGE bodyguards with me," Carroner gave Schumann a slightly questioning glance, "or am I to assume that the training's getting a bit softer these days?"
Schumann grunted, "doesn't it always?" he said sarcastically, his sarcasm was more than acceptable, the man himself walked with a distinctive rolling gait after a rather unfortunate accident with a rocket parajump pack had ended his operational career, and the lower half of his right leg - not that it had since stopped him from 'appearing' on ops every once in a while...
"No... I guess you're fine sir, with the HRMSAGE Ministerial Guard you'll be safe..."
"Good, do what you feel is necessary, but I will be meeting their leader, it's not only the best thing to do diplomatically, but in this case it's generally polite - he shouldn't have to speak to some foreign liason officer, I know I don't like it anyway."
"As your will commands, so it will be done Lord Minister" Schumann said as Carroner left.

The Martini-Davison transport, a modified version of the Heavy Close Support Bomber, rolled into the makeshift runway that had greeted the aircrew. Even before the aircraft had come to a halt the first HRMSAGE Ministerial Guard troops had dismounted from the aircraft and begun marching in place along the doorway the Lord Minister would be leaving the aircraft from. Their brightly polished Banner Technologies Model 5 automatic rifles shone in the sunlight, as did their parade boots.
The Lord Minister left the aircraft with little fanfare, wearing little more than a simple uniform with the Imperial Crest of Reicha adorning his tunic. Carroner was not one for gala parades like his Dynastic counterpart back home, he believed actions spoke louder than any boisterous uniforms and parades, and today, he hoped to act in such a way that would see the first alliance in what could become a great empire, be brought to life.
As the Lord Minister and his attending bodyguard moved towards the gathered crowd, Carroner flicked through the points he wished to discuss with Chieftan Kalo once again:

Offer to train new Tremarendakien forces in 'real life' situations against New Dawn terror units and Dynastic forces in Upper Reicha

Kalo's brown eyes flitted across the tarmac at Dwelmant Ah Tyran International Airport as the Reichan transport, bearing the man that his aides informed him was the Lord Minister of the Black Reich, touched down. Around him, tensions rose as armed men approached from the plane, but Maren's hands were raised and demanded relaxation.
As an unarmed man who doubtlessly was the Lord Minister stepped off, Kalo was impressed by the lack of showy extravagance generally displayed by men of stature. Several yards from the aircraft, Kalo took in the scene. The guards were obviously well trained, most likely the equivalent of a royal guard. Their equipment was flawlessly maintained, and betrayed severe discipline on the part of their owners.
Behind the chieftain stood several reporters, intermingled with his own guards, who were not so obvious in their adornment, although just as capable, Maren was sure. Most of them had been soldiers in his military during the Unification War, and he trusted them with his life.
Kalo moved forward finally, meeting the Lord Minister ahead of the crowd. Bowing slightly, he spoke.
"Good evening, Lord Minister, welcome to Dwelmant Ah Tyran. I trust you will find our city hospitable. My name is Maren Kalo, and I am Chieftain of these Unified Tribes, ruler of these lands. I know of your stature, but not your name, so if I may be so bold..."
He held out his hand in a gracious gesture of friendship, never breaking eye contact with the foreign ruler. Kalo knew as well as anyone the power of first impressions. Lucky for the Lord Minister, he had made his.

Carroner looked at the gentleman before him, he seemed like everything he had imagined of a fledgling leader, as a matter of fact, he struck Nathan as being somewhat similar in style as his grandfather Julian Harmond, the founder of The Black Reich - the same 'soldier diplomat' look; confident in his abilities, and a sharp, witty look to his eyes that seemed to be taking in what needed to be seen, and reading the hidden meaning behind it.
Carroner, himself having only his diplomatic upbringing and his limited time in HRMSA junior service behind him, couldn't fully comprehend the stance he was seeing, his own boyish looks of his 20-something frame just wouldn't be able to show such a rustic elegance until much later. For now, he admired the man for what he had been through, and grasped the proffered hand and shook.
"Chieftan Kalo, my subjects call me Lord Minister, but for you and your people, Nathan Carroner will do just fine... it will do just fine indeed..."
The flashbulbs of photographers cameras popped and sizzled like a fireworks party as the two palms pressed together, the veteran combat leader turned diplomat, and the fresh boyish charm of the leader of a nation that was almost 4 billion strong... it was a unique mix, and in some ways it felt as though the two leaders should be swapped into the others shoes, but nonetheless, they were here, and the diplomatic process had begun in earnest.
OOC: You want to do the whole diplomatic talks? Or just cut to the chase and sign a deal? There's plenty of New Dawn and Dynasty affiliated 'barbarian warlords', and whatever you're facing internally, that'd be needing removal (read :sniper: )from the trade routes after all.

Alliance To Be Finalized!
DWELMANT AH TYRAN - The political and military future of the Tribes looks brighter now, thanks to the efforts of Chieftain Maren Kalo, who has worked tirelessly for nearly three days alongside Reichan Lord Minister Nathan Carroner to secure an agreement for alliance between the two nations. The Council has been overseeing the proceedings and several high ranking Councillors today announced that they believe the negotiations to be nearing a "successful conclusion."
This news comes as a breath of fresh air to Tremarendakia, which for nearly two decades has sat in relative international isolation. The Black Reich is a large nation of nearly 4 billion citizens, and guarantees the Unified Tribes their first friendship.

OOC: Not trying to push anything, but Isa, make those AK-107's -47's instead and I'd have no qualms, it's just that my guys with their bolt-action rifles, SMG's and limited numbers of auto rifles would seem distinctly rustic in comparison! I don't want to look that backward just yet :p
As for MSN, not really worth it just yet, I have military classes later today, so I'd rather see how things go after then, if it's still kicking after those few hours then most likely sure.

THREE WEEKS LATER
"OKAY YOU LOUSY MAGGOTS! FORM UP IN FILES! FILES I SAID GOD-DAMMIT! SORT IT OUT CADETS!" the drill sergeant bellowed. Sergeant Grossman's face was a mixture of varying shades of red today, the cherry red from the burning sun that his pale skin absolutely despised, and the deeper, darker red of annoyance and anger at the cadets seemingly inherent stupidity today. Already they'd fumbled the obstacle course, and they just didn't seem to be switched on...
The last way one wanted untrained cadets when they would be handling weapons for the first time in your presence...
"Okay nutmunchers, now that you finally have yourselves and all your crap sorted out, how about we all shut up and look this way." The recruits stopped talking and looked across to Grossman, in his hands was a piece of equipment that made every soldier eye the Sergeant a little warily...

"This," he remarked, "is a Model 1 combat rifle, standard issue Reichan service rifle at the moment. It fires a 8.5 millimetre round, and uses a Bolt Action reloading system. It comes with a ten round magazine, although it will accomodate the 15 round magazine of a Mark 7 automatic rifle like the one I will show you once we complete the examination of this weapon... WILKINS! WHAT'S SO BLOODY INTERESTING THAT YOU CAN TALK TO MISS HARRISON AT THE MOMENT!"
After suitably berating the two cadets, he continued on, "this rifle is not the only standard issue rifle at the moment. Each of the five seperate city-states within The Black Reich maintains its own independant munitions production and development ability. Whilst this can make logistics difficult when armies are merged in the field, the High Reichan forces are immune to these problems thanks to the standardisation decree, in which a sole weapon of each type is provided to each specific arm of the High Reichan forces..."
Training as always moved on, the mixture of yelling and veiled threats to "rifle butt you if you don't shut your mouth" helping to emphasise the importance of paying attention when being introduced to the weapons.

It is with great pleasure that I write to inform you that I, Peter Thomas Black, will be your personal contact to the Lord Minister himself, your alliance with us is valued greatly within our nation, as the possibilities for further growth are enormous.
On the subject of growth, the Lord Minister himself has personally authorised me to offer you the following equipment for a fledgling Tremarendakian Air Arm, namely the basis for any force - Fighters, Bombers, Transport Aircraft, and the nessecary support and logistics equipment. Training for your personnel is also authorised, and if you so wish to acquire any of the materials provided here, our nation will send instructors with the aircraft to instruct your new pilots.
The Lord Minister will discuss this more with you should you wish, as he also wishes to meet you in due time to discuss the campaign to clear the lands for Tradeline One - the new trade route between our nations through the Barbaric lands.

Bairon Technologies BT-3 Heavy Transport
Utilising the newfound technologies of the turboprop engine, Bairon Technologies have developed a new heavy transporter carrying even the heaviest Reichan combat vehicles. This aircraft is an absolute monster, and can easily accommodate close to one-hundred infantry, or up to sixty fully equipped paratroops. It’s performance rivals most older style fighter aircraft for speed, and it carries enough self-defence to make attacking it a significant challenge even when flying alone.

Martini – Davison MD-17 Close Support Aircraft
The ultimate in Martini – Davison close support aircraft, the MD-17 ‘Steel Rain’ Close Support Aircraft is the most capable weapon, pound for pound, in the Reichan ground attack arsenal. Its massive ability to sustain significant battle damage, its ponderous payload capacity, and its remarkable handling characteristics, make it a ground attack aircraft of excellence par none.
The reason for the MD-17’s astounding success lies within its engines – two Bergess Whitnen BW-70 supercharged radial engines provide a phenomenal amount of power to such a small frame and it is these power plants that are the reason why this aircraft can accommodate such large amounts of armour and payload.
The original version of the MD-17 was designed to compliment the MD-15. Any targets that could not be destroyed by the saturation bombing of the cluster bomblets launched from MD-15 canisters would be struck with the heavy explosives carried by the MD-17. Eventually, it was found that for certain missions the MD-17 was much more suitable. One such mission was the infamous ‘trench broom’ raids, attacks by aircraft against entrenched enemies and their accompanying anti-aircraft resources. Using a combination of napalm weapons and bombs was often not enough to move troops, as the high explosive weapons did not do enough damage to compliment the napalm.
Eventually, the answer was found by modifying the aircraft to accommodate a battery of three 30mm cannons within an underbelly carriage. With the option of being brought to face forward or to be angled down at 45 degrees, these heavy cannons have proved to be the perfect trench clearers.
A further modification of the load-out has come with the accelerated adoption of heavy rocket weaponry, the current 150mm rockets used for attack can be carried on two triple banks under each wing of the MD-17, allowing for a very effective rocket bombardment should forces require it.
Another little known modification was the MD-17A ‘Hanging Rain’, a modified number of MD-17’s built to act as the ground attack/light bomber wing on the Hydra class aircraft carrying Super-airships. The number built is minimal, as the arrester gear was found to degrade performance of the aircraft quite considerably due to its required weight and bulk, nevertheless, the design remains ‘on the books’ at Martini - Davison as it was still an effective platform, and losses from combat require constant replacements.

“The F-21 Sparrowclaw is essentially an aircraft built for the sole purpose of getting an engine into the air” – Those were the words of Sparrowclaw designer Jeremy Targen when the first Sparrowhawk was launched into service. Essentially a point defence aircraft, the sparrowhawk has a phenomenal agility and speed, but this comes at a cost. The Sparrowhawk has little in the way of armoured protection, and is prone to catching alight with only a few hits on its fuel tanks. The armament of the Sparrowhawk is also relatively light, at only two 13mm and four 8.5mm machine guns, the Sparrowhawk lacks a significant punch against heavy aircraft. Nonetheless, it is the preferred steed of many a point defence pilot and has proven its worth time and again in engaging enemy fighters whilst the better equipped fighters engage enemy bomber streams.

Once again your nation is too kind in it's offers of aid for the Tribes. While we are sure that at some point in the future we will necessarily need to upgrade past these particular planes, these aircraft will serve far better than the current paper airplanes we have guarding our skies.
Please tell my good friend Lord Minister Carroner that an audience with me needn't be doubted, for he will always find court with friends in the Tribes. I pledge on behalf of my nation that we will do the best within our ability to aid in clearing the necessary trade route between our nations.

The aircraft carrying the Lord Minister touched down on Dwelmant Ah Tyran International Airport, around the airport that had been more glorified dirt strip before was the makings of a true International Airport - Tremarendakien workers were busy shovelling asphalt mixture, and a Reichan man driving a huge steam roller was busy pressing the foundations for the end of the strip.
Further along stood some more workers and their scaffolding, here was the makings of the new International Airport hub, equipped with hangars, technical sheds and everything else a first-rate airport needed for success.
The sound of two higher-pitched engines pierced the throbbing roar of the Lord Minister's aircraft's own engine noise as the two escorting F21 Sparrowhawks, members of the Reichan 'Tremar corps' training Tremarendakien crews, screamed over the transport and peeled apart in salute before entering their own landing patterns.
The Lord Minister was pleased with what The Black Reich was doing for its newfound island freind... but now was time to expand, the trade lane was beckoning... all that stood between the two nations and their success as a fully fledged alliance was thousands of kilometres of land mass... and one of the greatest barbarian empires in the region.
Today, the Lord Minister had come to expressly offer something to his counterpart, he would allow something that no other nation had ever had before...
He was going to offer Chieftan Kolo a chance to visit Reicharia - the Black Reich throne capital...

OOC: Hmmm, sorry mate, but those weapons seem too advanced in a time where my own forces are using Bolt Action weapons and water-cooled MG's - My nation is based on a world war II tech context, hence the reason my advanced fighter aircraft have prop engines still, and I myself am assuming that, all things considered, any nation in this RP is acting WW2 techish. I'm assuming this, but it would seem logical anyway. So sorry mate, no awesome real-life weapons for me :D

Whilst we appreciate your generous offer, the Reichan government feels it would be counter-productive of our nation to acquire these arms for our nation - a glut of automatic weaponry in our nation would be devastating to our armaments manufacturers and ruin many years research and development of advanced rifle technology. Furthermore, the specifications of these weapons, having examine them, are found to be either not required for Reichan use, or the technology required to develop elements of these weapons seems out of our grasp to understand with our current military science.
Also, the idea of acquiring weapons from a nation we know nothing about is tantamount to strategic suicide - we would have a foreign design, and become dependant on your support for our weapons. It simply does not make strategic sense to acquire these arms either.
We once again thank you for your generous offer, but must decline.

Pro-Dynastic lands, the city of Remembrance, Upper Reicha
The city of Remembrance could be said to be many things… industrialised, militaristic, a city who’s sole purpose was to furnish the rebuilding Dynastic Empire with the weapons of warfare required to begin the ‘Great reclamation’, and where your health was measured by exactly how often you coughed up the black sludgy phlemgh that seemed to coat one's throat after spending a few weeks here, and how much pain and blood was involved in doing so.
But only one person knew it as beautiful… Prime Minister Hubert Rockmann walked outside of the Minister’s chambers window, sucked in a lungful of air, and promptly began to hack and cough madly as the chemical cocktail of heavy industrial fumes rolled around inside his chest. Walking back inside, one would think the man was a ghost, his sickly pale appearance making him almost white in skin tone, and his thin frame making him look emancipated even though he was eating well.
“So, the Reichan dogs are loosening the leash a bit are they?” said Rockmann as he read the latest intel report from the New Dawn agent in Recharia, “they’ve developed an alliance with an external power hmmm… well… if they intend to expand this war, then I intend to do the same.” Rockmanns skeletal fingers snapped into action quickly as he began writing. A few moments later, he buzzed his secretary, “Jenette, could you be so kind as to take a note I have written here and have it sent to Chief of Services Gregor Hrimsar, tell the porter if it doesn’t get to Hrimsar he doesn’t get home ever again.”

It seems that our opponents have begun to finally expand outwards and make alliances. Talk to our friends in their ‘Barbarian lands’ as they call it, it’s about time we instigated plan ‘Locust’. Our friends in the realms outside will come in handy for this.
Notify our New Dawn representative as well, have him see about sending some agents to this Tremarendekia… it’s about time they saw that we will not be any pushover.
A few hours later, and a simple reply came back
Acknowledged sir, I have ordered New Dawn to mobilise some of their best infiltrators to move out. We will provide for them a submarine-insertion off the coast of this land. I will provide you with more details when I speak with you this afternoon sir.

OOC: Hmmm, sorry mate, but those weapons seem too advanced in a time where my own forces are using Bolt Action weapons and water-cooled MG's - My nation is based on a world war II tech context, hence the reason my advanced fighter aircraft have prop engines still, and I myself am assuming that, all things considered, any nation in this RP is acting WW2 techish. I'm assuming this, but it would seem logical anyway. So sorry mate, no awesome real-life weapons for me :D

we do have one weapon that you armaments manufacturers can make and improved for themself and it the STG 44 AR which the blueprints to the weapon and Machinery been laying around for years now
