The Consular Promenade (Open, MT)
British Londinium

OOC: Rather than going through the lengthy and somewhat boring process of RSVPing, just have your nation's representatives show up. I highly recommend you read the "Guide to Londinian Business Etiquette" in my factbook. This is a white tie affair. No assassinations or the like.
Kensington Palace
Kensington, British Londinium
Today was a day of celebration, for today, Flavia Davidson, daughter of Sir Alistair Davidson, had finally been officially appointed to the office of Consul, the highest within the People's Sovereign Republic. It was a dream of hers, to be the consul, since she was a girl in primary school. It was only natural that she would celebrate her triumph with the people of British Londinium...and with the world.
Her domestic guests, including her cabinet, President Ann St Croix, and leading members of the Socialist Party had all assembled, casually sipping vintage 1745 champagne from sparkling diamond flutes, mingling amongst themselves. In the background of the lush, virulescent central courtyard, the Filarmonico Camera Kensingtii softly tuned their polished instruments.
Hands clasped behind her back, with her Order of the Londinian Commonwealth medal (an ornate platinium, pearl, and rhodochrosite decoration) hanging from the lapel of her Le Smoking tuxedo, in addition to the orange-and-purple sash of office, Consul Dame Flavia Davidson awaited the arrival of her guests with anticipation.
The orchestra began to play the national anthem vigorously.

Lord Sumguy
11-09-2007, 03:30
Lord Sumguy stepped out of the car he had arrived in, dressed in a black suit. He had made sure to wait for the driver to open the door, as such was Londinian custom. He paused for a moment to straighten his jacket and tie, and to slightly loosen the white collar that marked him as an anglican clergyman. I hate formal occasions, all this unneeded finery.. He grumbled inwardly. The man who had lived on a farm his entire chldhood and spent his yound adulthood attending college and instigating a revolution was used to such things from his decade in office and 12 years as a preist, but liked them no more than he had as a youth.
IDC High command, Yarkai
Ingram sat bored in his office, his cat sleeping on his desk, and his dog sleeping on the floor. About a minute later, James Hogart entered the room "Hey 'Gram, The Londinians are having a Promenade, you wanna go?" he asked "If it's something to do, I'm in. Get me on a plane as soon as possible. Who's hosting it?" Ingram replied "Your old classmate turned Consul, Flavia Davidson" Horgart said quickly, as Ingram jaw dropped "My old Classmate?! Aw shit, I haven't seen her since I was 16!" at that, he ran out of the room, and drove his motorbike to the airport...
Ingram bolted towards the Promenade, not noticing the rock directly in front of him. His left leg, which was mechanical, hit the rock, breaking his leg in two and throwing Ingram to the ground "OW! SHIT!" he roared, dragging himself all the way to the event

John stepped out of the Afterburner Guardian that he had taken along with him on his A-380/VC-380 jumbo jet, that he used for big enough airports, to make an impression on the people. He stepped out, wearing his best tuxedo for the job, and inside his jacket was tucked a Walther PPK 9mm for his self protection.
Waldenburg 2
11-09-2007, 03:40
The engine turned of with the scream of metal that signified Waldenburger craftsmanship. The whole car shook with the exertions of even a tiny drive, whether this was from the age of the car or simply the underpaid hands of the laborer the Cenobiarch would never know. When his 1921 CWMG touring car clanked to a halt he heard the music wafting upon the breeze, vigorously but he was still to far away to really pick up the flavor of the tune. It was no doubt though that it would be of a military nature and probably involve crushing someone.
His driver opened the door, his friend really, the old man was considerably more elderly then the car, and the conversations that took place within in amounted to “New Cobbler Avenue,” with response ranging from the coherent to “Great metal toes!” The passenger always thought the old man was a fixture of life, something so common and reliable as to always be there for the Cardinal and the Empire.
“Thank you Epson, I call when I’m done feel free to go as you choose, and use the money under the glove box.” Harold the Cardinal Thousis patted the old man who had drifted off, probably something on the foreign wind had brought back some senile memory of his youth. As the Cardinal walked to towards the music he was vaguely concerned that the man would collapse and die if left alone. He didn’t worry all that much as heads of government mustn’t, it would always be about the greater good.
When the Cardinal had unfolded himself from the car he had come to his full impressive height. Just shy of seven feet, pale and lean from decades under the roves of St. Michael’s Cathedral. He often spoke of being around sixty-five though often attributed to be around forty by the more appeasing members of the clergy. Still he was a sight, his hair was a massive explosion of white frizz, jutting out of his head at every angle, at least until he put his miter on, where it automatically flattened.
His staff clicked on the street, the music was getting louder the tune more familiar, like his driver it rekindled something inside him, something that hadn’t been seen since he was a boy at a party and there were strawberries… Thousis pushed the thought out of his head, he had been in the Church since the age of twenty and all he had heard since then was hymns, military marches, and the national anthem. Even this song. Military in bearing brought back a whole range of emotions of long summer nights when God was as far away, as if he did not watch every move, every thought, when piety was the last thing on his mind.
Still he steeled himself for the moment, a party, a ball a Godless gathering of heathens to practice… He waved his hand around in the night even though no one was listening, or he even speaking aloud. A word did not come. “Still Absoultum Dominium.” He stepped through flashing identification to a guard and entered the enclosure of the party.
Any man who at least pretends to have a direct link to the almighty has a few tricks for these moments, and as he walked his cape, red embroidered with gold flapped in an imaginary breeze. The rest of the cardinal was also impressive, his miter trimmed with silver and set with sapphire depicting the trials of St. Flavius. His cassock colored in green and gold and set with rubies in the Stations of the Cross. Down to his pointy shoes he was a cardinal. Even his eyes had suddenly turned grey, another trick only but an impressive one when the color was flaming gold.
Advancing the Cardinal bowed once, from the neck to the first British flag he could find, then to what he believed was the Consul. Thousis approached occasionally giving nods to those he deemed worth of a slight inclination of the neck, before finally holding out his hand to the best-dressed man amongst the Consul’s group.
“I am honored to meet you your Excellency.” The group had turned to give him a strange look, which the Cardinal paid no attention to. “I am His Imminence Harold the Cardinal Thousis Cenobiarch of the Holy Waldenburger Church Head of the Council of Bishops and Head of Government of the Most Divine and Illustrious Empire of Waldenburgers. Everything looks beautiful, I must comment on your apparel. I am glad to see it lacks many of the fripperies and decadence of my own, it grows so tiresome to wear half a sheep on your person even as head of state. Perhaps this trend shall catch on in Waldenburg?”

"Cardinal, I'm honoured," a young, red-haired woman replied cordially, taking Thousis's hand and shaking it warmly. "Dame Flavia Zoé Davidson, OLC, PhD, Consul of the People's Sovereign Republic of British Londinium and Her Colonies and Overseas Territories. I personally have always preferred a minimalist approach to my dress - even this cincture and medal, in my opinion, are vaguely excessive. I do hope, though, that you enjoy the evening's...frivolities."
Meanwhile, a Consular Guardsman, clad in the traditional deep purple dress uniforms of the organization, stopped Ingram Hasley at the gates of the Palace, asking, "Sir, do you require medical assistance?" as he curiously looked at the mechanical leg.
Shortly after the arrival of Lord Sumguy and Ingram Hasley, several large, black ZiV-111 limousines approached the Palace gates, each with small Vetalian flags mounted on the front of the vehicles. This marked them as property of the Vetalian Embassy in Kensington, where the Praetor was overseeing construction of a new Praetorial office for future use during state visits to the country. They came to a smooth stop in the front of the palace, and out stepped Praetor Kosyachenko, having assumed his duties as Praetor prior to inauguration. He was alone this time, the Vice Praetorial office still left unfilled until his official inauguration at which point his choice would be announced. He was dressed primly in his finest white tie apparel, which had been personally tailored only a week before by the government's official Praetorial tailor, one of the most skilled in his craft in the world.
In his hand, he carried a gift wrapped in an elaborate golden ribbon and rich burgundy paper. As per Vetalian custom, gifts were always given on important occasions or during meetings with friends, and this was no different. However, the gift was significantly more extravagant than those reserved for more common occasions. Within the package was a centuries-old brooch that had once belonged to the Golden Emperess Nina Kazlova, wife of the Golden Emperor Pyotr Kazlov and one of the few revered figures, along with her husband, that had survived the Revolutionary disdain for the Empire wholly intact. The rare, even priceless brooch had been recently discovered during a new archaeological find in the center of Vetalia City, and he personally paid to have it restored to its former glory for the Promenade.
Gift in hand, he approached the palace guards to gain entry in to the Promenade. Ideally, it would prove to be a fruitful event prior to his own inauguration and a good time to determine the exact nature of the new government in British Londinium.

OOC: Is it okay to assume Prazsac and Flavia are childhood friends? I'm assuming Flavia's somewhere in her twenties, Prazsac's is sixteen and a half.
IC:
Slowly, the two made their way towards Flavia in a processional manor. Both were dressed in the same style of dress, a white dress. The dress was low cut, embroidered with golden string. They wore a beautiful plant, something like a cherry blossom, but genetically modified, in their hair. They both had slippers shaped like a feather, and just as soft and supportive, made of what appeared to be pearl. They were Empress Prazsac and Prime Ministress Erika Redmark.
Empress Prazsac was one, walking with rough elegance, comparably younger then the Prime Minister. She had shoulder length jet black hair, shining in the light. Her fingernails were manicured with an intricate yet identifiable design on them. She had a beautiful tiara on her head, a large emerald in the center while the other gems were of varyings sizes and colors, one from each of the provinces and colonies in the Free Empire. She smiled, showing off dazzling pearly teeth, which seemed to amplify her oceanic blue eyes. She walked over to Flavia and greeted her, handing over a gift in classic green and red. Inside of which, one could find an old tome, several original journals of famous people, such as Leonardo Da Vinci.
Prime Ministress Erika Redmark was comparably beautiful. Though she was in her fifties, she went to great lengths to maintain her beauty. She too had manicured fingernails, and beautiful teeth. Her face was not as young, showing signs of being in her mid-thirties. Her hair was long, curly, and red. She had a luxorious tan, even over all parts of her body. She quickly greeted Flavia before going to meet with Lord Sumguy.
Bazalonia
11-09-2007, 04:19
A Taxi pulled up, the taxi driver opened the door and someone got out, then a second person got out from the middle. They were both dressed in what would be a traditional Bazalonian dinner suit, the shoes where buffed and shiny, tailored black trousers, white bow tie and black jacket. As the second person got out assembled media started taking photos and asking questions.
"When are we going to get the results?" "What about the Women's World Cup?" "Why didn't you go to your relatives first match in the U-21 Di Brandini?"
The second man was James Gaines president of the World Cup Commitee, the organisation responsible for running the World Cup and associated events. British Londinium had participated and it was time to rub noses with others.
The 2 of them entered the building.
Meanwhile, a Consular Guardsman, clad in the traditional deep purple dress uniforms of the organization, stopped Ingram Hasley at the gates of the Palace, asking, "Sir, do you require medical assistance?" as he curiously looked at the mechanical leg.
"Does this city have a good prosthetics/auto mail mechanic?" he asked "If so, please direct me to his facility so I will not be late for the event"
The Fordockian President himself was here to attend the event. He was dressed appropriately with the latest shoes polished to a shine and in a somber suit with a dull red and green patterned tie. He stepped out from his limousine after the driver opened the door for him remembering to observe that custom. Such were the problems of Foreign policy. You always had to remember little customs that meant nothing to you and everything to the people who host you and in Fordock's case could easily eliminate you. However the president thought he had remembered all of them. He had printed business cards to hand to the people which had been painstakingly inscribed with Volscian on the back.
President Kichler was on time or slightly early which was appropriate. He mingled around the crowd enjoying the wine and making small talk with several delegates. He was in fact delighted that socialists had won as he himself was a devoted socialist. As he finally met the new Consul Flavia Davidson he was as polite as could be. He first gave her a handshake and then congratulated her on her win. His voice remained strong but inside he was trembling hoping he did not make a mistake that would haunt his government as a deadly faux-pas forever.
Skgorria
11-09-2007, 07:27
A large black limo pulled up outside the event, one of many such vehicles that would be attending this event. The driver quickly opened his door, exited the vehicle and opened the passenger door, taking care to take a step back whilst still holding the door. Out stepped a man that appeared to have stepped off the runway at a major fashion show. His jet black suit was ironed with perfect creases, his shoes shone like two ebony mirrors and his brown hair was cut short and crisply.
"Thankyou driver," he offered to the driver as he strode into the event, meeting the eyes of everyone who was looking at him and offering them a smile and nod of his head in return whilst he searched for the new Consul. From time to time he would pat his breast pocket to make sure that his cards were there as well as his mobile phone and wallet. How dreadfully embarassing it would be to be without money or any way of talking to my staff he mused, allowing himself a slight chuckle at the thought of him being rendered helpless by simply losing the contents of his pockets.
Eventually he caught sight of the Consul and strode towards her, skillfully avoiding any contact with foodstuffs or drink that could stain his clothes. When a suitable hiatus had been reached in the conversation, he approached the Consul and extended his right hand.
"Good evening Consul. Sergei Ivanovich, Emperor and God-Wolf of the Empire of the Wolf, former head of the Committee For Skgorrian Security and Doctor of Political Studies. Many congratulations on your appointment."
"Nevermind" Said Ingram, dragging himself over to what was left of his Mk4 Auto-mail and re-attaching his rather harmlessly "I'm lucky this thing his easily repairable" Ingram got up and walked into the event, noticing The Praetor of Vetalia, The Skgorrian Emperor, and his former classmate turned Consul, Flavia Davidson. Ingram was about five feet away from Flavia when a loose bolt in his auto-mail broke, sending him to the ground for the second time in five minutes "Lousy Navy mechanic, cant fix anything" He muttered to himself, getting back up
Waldenburg 2

The Cardinal had read the invitation, was aware of the situation but hoped for the best despite the overwhelming evidence. Carefully as if handling live scorpions he shook the hand of the female consul. "Yes your Excellency I can certainly see. An admirable quality." His voice hardly shook as the consul went through her lines, 'A women? The world thought they were weak before but....' Thousis' faint smile revealed nothing of his true thoughts, and when the women had finished he detached himself with slight bow and hurried off.
Eventually he found a plate of something unfamiliar, In Waldenburg most of the food was a gray slush, so nearly everything here looked new, and a bite into a small pastry confirmed his previously held convictions of foreigners.

Mer des Ennuis
11-09-2007, 19:08
While most of the visitors to the ball were driven, the Ennuisian delegation briskly walked the two miles from the helipad their V-22 was stationed at. As the shadow of war loomed over Ennuisia, none higher than a Major General was available. The party of five was a mixed bag; a Major General, gray about the edges was flanked by a pair of colonels, an intelligence stiff who bore the rank of captain, and a mere specialist who bore more medals; five featured a crosshair over four stars, a cross hair over four stars overlaid with an anchor, and another two featuring spades. One other feature set these men apart: a small, silver skull defaced every beret, centered slightly above the rank insignia. These men were Death’s Head.
They entered the Palace in lockstep, and the four officers departed for the bar. That’s how things were done in Ennuisia: get good and plastered before the backslapping began. The specialist, whose nametag was conspicuously blank, save for rank, approached the new Consul. The jagged scar that crossed his left eye gave him a slightly menacing look, and his cold voice had a particular grating quality. He saluted stiffly, before speaking, and the room seemed to grow quieter.
“I greet you consul as a friend, and I offer you this, as a gift.”
He produced from a small wooden box a trench spike, made of titanium and inlaid with bronze. The tip was a dull, streaked red.
“This particular spike was pulled from the hands of a general, found dead after the Kraven wars. It’s point was removed from a Capitol Police helmet. Remember consul, the way of the world is war. Use it well. If you find you need to take your own life, this will do the job. May we never meet again. Pray that we don’t.”
He saluted again, turned on his heel, and walked towards a corner table.

Snefaldia
11-09-2007, 20:29
"Remember, Tallis, we are here as ambassadors of Snefaldia, paying our respects to a newly-appointed leader." Jang Dalian, Bel-Ha'ad, whispered to his comrade, Tallissa Neeri, an up and coming archivist in the ranks of Aatem Nal, and thus the Snefaldia government.
"Jangu, give me some credit! Would I have even been selected to go if I were not mindful of our customs and the customs of others?"
Dalian smiled. Tallissa was almost his daughter- the old man was nearing sixty and he still felt the need to give her advice. He adjusted his tall fur cap and shurgged his shoulders. He disliked wearing the heavy brocade phelonion, but didn't complain to heavily; understanding that traditional dress was important. He chose to eschew the commonly worn tall fur cap, instead wearing a black chaperon over his grey hair. His younger female companion was dressed in a long dress, with a tailored cope over her shoulders, her dark brown hair pulled up into an immaculate bun. Court dress in Snefaldia was extremely important- in a country where modern "western style" dress was almost unknown, national costume and ritual clothing was an important facet of life.
Dalian adjusted his chaperon, nodding to the four attendants they had with them, each dressed in a black redingcote and white breech-socks. Proceeding together, the two officials of the Centralized Mountain States of Snefaldia walked a few metres looking completely formal and austere, before Tallis broke into a smile and her older friend was forced to laugh.
"Oh my, what a sight we must make!" Tallis chuckled.
"I'm afraid the new Consul will think us cold and hard..." Dalian laughed, then gestured in mock fashion. "Come, let's be cordial and make our introduction."

"Praetor Kosyachenko, how good to meet you at last," the Consul said warmly, waving the Guardsmen away. "I have been anxious to do so since your appointment to office."
She gingerly took the paper-wrapped item from the prætor, cautiously unwrapping it. Despite her veneer of cold calculations, it was difficult for her to hide her anticipation.
Upon viewing the brooch, Flavia gasped slightly, though she quickly compensated for the frowned upon show of intense emotion.
"Why, Mr Kosyachenko, it's gorgeous," she said in awe. "I cannot appropriately express my thanks, except, of course, to repay you in kind." She snapped her fingers, and a Consular Guardsman immediately presented himself, holding a medium-sized polished, chestnut box. It contained a golden crown, surmounted with the beaks of ships in style of a Roman trieme, inlaid with opal and aquamarine. It, of course, was the crown of Tiberius Aemilius Cunobarrus, the last emperor to rule pre-colonial British Londinium. "I meant to confer this upon you at your formal, but I cannot imagine why to hold it back."
John walked up and greeted Flavia saying "I congratulate you on being the new Consul, Flavia."

Whilst rockets and battleships have their place, language is far more influential. "Greetings, you must be Consul Flavia Davidson. I'm Scott Oron, my dad is a bit busy right now with the situation in Vetaka and he couldn't come. I'd like to give you this, its a ceremonial dagger crafted by the most gifted Aurum Doman artisans."
"Your gift is most appreciated, Mr Oron," Flavia replied. "I'm glad you could arrive. Kindly tell your father, when you see him next, that I look forward to meeting him - perhaps as fellow UFAN members, even."

"It's a pity that so much of the area must be converted to wartime use," Flavia lamented. "Monterey is so very beautiful, but I'm afraid too many will see the base and not the land."
John smiled and said "Tis a shame isn't it Dr.Davidson?, I am sure though that it'll be of some use to both of us. I however, think that the northern shore of the Oahu province is very beautiful too. Of course, I am biased, seeing as how I live there. Yep, I'll have been in the military 15-25 some odd years this month, my father's been in the military for almost 45 years, then he became president."

"Indeed, Political Sciences from the University of Kent. I was formerly a professor there before my appointment as Undersecretary. And as of a month ago, I rule the whole country now."

"Thank you, sir," Flavia whispered quietly. "But I hope I never have to."
She slowly rotated the spike, beholding it from every angle.
"Might I ask your name?" she asked the retreating figure.

"The first shots haven't been fired yet Consul but when they are this war will be total hell. I have confidence in our victory but I foresee many dieing. The Ennusians will stop at nothing to destroy Vetaka, its going to be a do or die situation."
A vibrating noise came from Scotts pocket.
"Please excuse me Consul, I have a message from home."
Scott pulled out his PDA and read the short message.
PLEASE OBSERVE ENUSSIAN DELEGATION, POSSIBLE DEATHS HEAD MEMBERS.
With the message was a small color picture of the Deaths Head insignia that matched the ones on the jackets of the Ennusians. He would have to keep a close watch on them.

President Kichler replied "Indeed I am. I have been a big proponent of socialist action in Fordock. The socialist party in Fordock is dominating holding 70 % of all seats in the Consul, which is our form of parliament. He was dressed in the blue and gold uniform of the Prestonian Navy, where he had been an admiral. Attached to his right hip was a ceremonial saber. "I do hope the Londinians don't mind my saber. It is part of the uniform after all. 'Tis a shame I hardly get to wear the thing anymore. I guess now is as good a time of any to take it out of mothballs for once." No denomination was mentioned but that hardly mattered, here at least he was on stable ground.
Within a few strides he was at the man’s side, his staff drooping against the Cardinal’s shoulder, “I do apologize, but I could not help overhearing that you have been ordained. As he walked up the steps, he stopped in front of the Consular Guard, expecting to have his weapon seized.
A lean, muscular Guardsman stood rigidly near the main entrance to Kensington Palace, looking at the approaching man through the powerful OLED eyepiece integrated into his SPECTRA helmet, which, allowed the Guardsman to know the identity of the Prestonian president and to access the Ministry of Intelligence's files regarding the man, one of which stated that the man was prone to wearing a naval dress uniform to formal functions.
"President Gannon, for Central Prestonia," the soldier said, waving the Prestonian through. "Enjoy your evening."
"Praetor Kosyachenko, how good to meet you at last," the Consul said warmly, waving the Guardsmen away. "I have been anxious to do so since your appointment to office."
"Yes, it is good to meet you as well, Consul Davidson...I'd like to congratulate you on your own rise to Consulship."
"In regard to my own appointment, it has been difficult...this is the first transfer of power in 12 years, so we've been forced to improvise many things to ensure that the country is prepared for the change. However, the former Praetor has been active in guiding the transition, so things are going well."
The Praetor's eyes widened with surprise at the sheer beauty of the gift presented him and he lapsed in to Russian briefly before restating his words in English.
"Moj Bog, my God, Consul, this is a truly wonderful gift. I am flattered to receive such a precious treasure and I am truly appreciative from the bottom of my heart...this is a masterpiece worthy of the Praetorial Museum, indeed of the greatest museums of this planet. I will have it displayed in a place of honor in my personal office at the Palace to ensure it is kept in the best condition. I will have guards dispatched from the Embassy for safe storage before it is returned to Vetalia. Thank you again, Consul...this is quite a moving gift."
Changing the topic, he said simply "As you likely know, thanks to the endless inquiries our embassy has received and likely forwarded to your government offices, many in our country are curious about events in your country. If I may ask so plainly, how are things in British Londinium?"

"Quite well, Prætor, quite well," Flavia said. "Never before has this country been so...tranquil. The warships remain in port, the missiles have yet to fly, and the guns remain quiet. It's rather curious, in a way. For the past fourteen years, we've been at war. Either with ourselves, or with the Sovereign League, or with Automagfreek, or with scores of faceless, vaguely unimportant nations. It reminds me of the ancient emperor Pertinax - I certainly hope I don't end up like him...a dead, deposed ruler whose nation is sold to the highest bidder by the rebellious military." She chuckled slightly as she sipped her champagne. "Of course, I've taken numerous steps to prevent a rebellion. You see, Prætor, I hold a doctorate in linguistics, and naturally feel that the word is immensely powerful. My doctoral thesis focused on subjugation via language itself. I feel that there is a systematic relationship between the grammatical categories of the language a person speaks and how that person both understands the world and behaves in it. In tests in isolated communities in Oickoidia that I adminstered, for instance, the local language was altered in such a way that it had no words for seriousness - even the tone of the words was altered so that they sounded light and bubbly. And, as a result, very few, if any, of the residents were capable of doing any work. Curious, but effective. Now that I have finally obtained the consulship, I hope to expand that programme throughout Londinian colonial possessions; at the very least, it means overseas garrisons could be truncated by thirty percent or more, freeing up much needed forces. Ah, but I'm afraid I've begun to rant a tad. How is Vetalia?"

"Well, I must say that's...worrisome at best," Flavia replied, taken aback by the somewhat bizarre nature of the Prime Minister's proposals. "But Londinian politics teach one to quell insurrections with extreme prejudice. If you ask me, language is your ally, and you must utilize it to your advantage. The easiest way to do this would be propaganda, or, rather, a smear campaign to discredit her and have her elected out of office."
"Things are quite good in Vetalia as well. The economy is in excellent shape, and we've been able to cut taxes for the first time in 10 years thanks to the budget surplus. That's likely due to the fact that we haven't embarked on any real military exercises since the incident with the Freeks, although we did secure a generous concession from the Zintharians for our role in ending their civil conflict. We've successfully built a new enclave there...it will be quite large by the time it has been fully developed, likely in the millions of people. Of course, there are bigger plans for these enclaves than simple flags on the map, but that's a plan that has only started to develop."
Listening to her story of the country's constant wars, he continued. "Yes, it would be terrible to have you end up like the Emperor...although I would prefer his fate to that of our own last emperor. He was stripped of his citizenship and exiled, never to see Vetalia City or the rest of our country again... for any of our citizens, that is a fate worse than death.
Upon hearing of her education, he added. "Really? A doctorate in linguistics... that's uncanny, really. Praetor Ryzhkov had a doctorate in the field as well. Come to think of it, that was over 30 years ago, back when I was only an assistant to the Proconsul of State, in our ranks a Consul. Of course, our titles and our ranks our significantly different from your own, due primarily to the shift from a Latin culture to our present Russian."
"You might be interested to know both I and Praetor Ryzhkov have degrees in economics, which may explain our own policies in Yarkai and the numerous territories we've developed in recent years. Rather than try to accommodate the occupied peoples, we simply outgrow them and eventually drive out their culture. In the event of a war, the invader will face Vetalian citizens fighting for a piece of land indistinguishable from our native land. It saves us a significant amount of money on troops, although the naval expenditures can be significant."

"If their was such a simple explanation, I would have already done it. As part of the National Propaganda Act, we've had propaganda going for quite a time. There's been propaganda against Erika ever since she hit Parliament, along with all of the other prominent liberals. Really, all it's done has furthered the divide. The humid Londinian air collided with the face of Alacean President Gordon Barkove as he climbed out of his brand new '07 Cormaris Vexi. Wearing his Imperial Garments, which resembled a hybrid of a tuxedo and something most ship admirals would wear, he nodded as he and a body guard stopped and waited to be searched by the Palace Guard.
"It's amazing to me that Flavia, the cute little foreign girl who used to ask for my help on her Geometry homework back in Lorica, is now the Londinian Consul! It will be almost awkward that we will probably discuss international agreements in the near future."
The guard, who he'd been addressing, simply nodded.

The specialist didn't hear the young, bewildered Consul ask the question as he walked towards the table. The other Ennuisians sat at the bar, trading covert glances at him. They feared him, just as most did. He was a nameless terror, an anathema of mankind. So many men had breathed their last at the end of his barrel; and he was growing tired. He took a cigarette out of its casing, and lit it, alone at his table. He snapped his fingers, and quietly whispered to the waiter
“Vodka, fourty proof, five shots.”
As soon as the glass was placed in front of him, he drank deep and long, downing most of it in one fell swoop. It quieted his nerves. The specialist had become somewhat of an alcoholic, even by Ennuisian standards in recent months, and some of the higher ups were worried, for more reasons than one. He pointed at a Eurasian soldier, and pointed at his table. The soldier, somewhat confused, came over.
“Please bring this to the consul” he said, his voice barely audible above the din and the music.
It was a framed certificate, Global Tetrahedron Inc. commercial paper indicating a certificate of deposit, with a face value of five-hundred million standard dollars. The note merely read
“I was not pleased with Global Tetrahedron Inc.’s actions during your civil war. Please accept this as a gift.

Sensing a brief lull in the Consul's parade of diplomats, ambassadors, tin-pot dictators and overbearing military personnel, the elderly Dalian took a quick step forward and crossed his hands over his chest in the traditional Snefaldian greeting.

With the hardened listening of the Cardinal, yet another trick installed by the Dark Guard had picked out of the air that Sumguy was a priest. No denomination was mentioned but that hardly mattered, here at least he was on stable ground.
Within a few strides he was at the man’s side, his staff drooping against the Cardinal’s shoulder, “I do apologize, but I could not help overhearing that you have been ordained. This is of natural interest to me, obviously, and I should very much like to hear in which order you have received your cloth? In that manner I am His Imminence Harold the Cardinal Thousis, Cenobiarch of the Holy Church...”
"A pleasure to meet you sir." Lord Sumguy said, flashing a polite smile. "I am a preist of the Anglican faith, ordained by the Episcopal Church of my nation. I have been the rector at our National Cathedral for the past ten years. Could I enquire though, as to what the title of Cenobiarch means?"

Thousis was delighted, though not of the Holy Church this man was a close to it as possible. The very fact that he had come without his vestments and apparently was more then happy to shake a women's hand ruined the moment slightly. But adaptation was for the strong, the the Cenobiarch smiled genuinely.
"Ah this would be something to do with the Hegemony? We have heard vague rumors about it, news does not travel fast in Waldenburg, most of it is heretical anyway. What is your position within this illustrious league, again I only have rudimentary information? As for myself, Cenobiarch is an old phrase stemming from Greek once given to Abbots, meaning something like 'leader in common.' More recently it has come to mean 'Blood Leader' coming from the Cenophites who were brutally slaughtered by our Divine Legion some centuries ago. More to the point it means I am head of Government, the Council of Bishops, and the head of the Inquisitorial Guard. In a unique state also the head of the judiciary, enforced of course by the blessed actions of the Inquisition." The Cardinal took a sip of something he had been offered a time ago. "What are the hegemonies policies on internal strife?"

"My position as a clergyman has no bearing on the Hegemony, as it is a purely secular organization. The Hegmony is mainly a humanitarian alliance, but may intervene in cases of genocide or blatant tyranny if we can do so withotoo much danger to our existence." Lord Sumguy responded, slightly repulsed by the mention of an inquisition. And people think I'm a fanatic for starting the Abrahamic League*... "I am the founder of the Hegemony and am the current Hegemon, an elected position that grants a great deal of executive power. We are not nearly as strong as aliances such as the New Prusian Empire or the despicable Corporate Alliance, but we are steadily growing, despite the repeated attempts of the new Londinian Consul's predecesors to destroy the Hegemony and my nation."
*OOC: the Abrahamic League is a paramilitary organization of Christian, Muslim, and Jewish clerics and their followers. It currently numbers at clos to 2.5 milion, and most of the poerful officials within the Sumguaian government are members.

"I feel safe enough in a crowd such as this, and I don't much concern for my own safety anyway. I am here because I beleive that British Londinium could be a truly great nation if only they weren't so comfortable with harming other countries for their own benifit and didn't so readily use force to acheive their goals, and this is part of my attempt to bring them out of their primitive and overly aggresive ways. Besides, as our saviour has taught us, one should always 'turn the other cheek'. I am concerned by this news of the Maldorians, yet I do not yet have the power to openly oppose them. Perhaps you should ask the Abrahamic League for aid, it is a paramilitary religious organization that I founded and is based in my nation. I can send a message to them if you wish, for even though I am no longer a member, I still remain in contact with the AL leadership."

"The AL has about 2.8 million troops, who, while not quite as well organized as our official military, are mostly veterans and actually equipped to a better standard than my army, as many of the wealthiest individuals in the Empire are members. I will ask what they would want in compensation, although I predict that they would refuse any sort of payment. Against a force such as the Maldorians they would not be able to fight directly, but that is no real setback, as the League's real expertise is in guerrila warfare. They have no navy or air force to speak of, but I would prefer to have AL troops holding a battle line more than i would my own soldiers."

"Most Impressive, they seem to be a group after our hearts. Their support, however indirectly would be most appreciated, and even should they forgo payment perhaps I could lay a few options out, that would benefit our mutual goals? As head of government I can offer many things to them that would not spoil their integrity, items of usefulness not pride or greed. Firstly chapter houses could be opened inside Waldenburg, It is common for our citizens to wish to leave the country, I haven't the faintest idea why, to see the world most likely. I could almost ensure sixty regiments within the year. Or of course we could offer them a navy, an air force as small tokens of our gratitude should they join us, but of course it is possibly unwise to arm private armies so. At any rate please do put through the word, it's time the world woke up. Though they may indeed decline payment we are prepared to hammer out a plan, and await a response most fervently." As I see it, i would be handing power from a dictator to a monarch, and the only difference would be a bloodline and your claim that you would be benevolent. Furthermore, I will never consent to rule any country other than my own, and even then only if my people demand it. Such power corrupts even the best of men, and I will not risk such temptation."

"You would not support a Free Vantania, even if you were at the helm of this Van-Sumguaian Empire? As for the military, they are spread thin protecting the colonies, and with enough speed the rebellion could be seamless. Also, I will warn you only once, do not try to persuade me through seduction again. I am a married man, and find it somewhat offensive."
Shortly after Lord Sumguy's response, another soft, refined voice with the slightest Russian accent whispered quietly to Erika. The Praetor had overheard the whole conversation, carefully stepping in at the right moment.
"If the Hegemony or the Sumgaians will not step in, we will. Our country would gladly support such a venture, if it meant a Vonatanas-Vetalia Empire with myself as Emperor and you as Empress, ruling for life over a just and prosperous empire! For fear of going too deeply in to the matter, my family was once one of the Noble Houses of the Empire of Vetalia and it would be interesting to see House Kosyachenko" he paused, savoring its sound, "...restored to its previous position as a ruling family. The fools thought our family had been exiled with the rest..."
"Our family possesses great wealth and the loyalty of our armed forces. The people long for powerful leaders to take the helm once again. Quite frankly, they wouldn't care if we restored the Empire if we make several key concessions to our citizens that my ancestors failed to make."

The elderly Dalian bowed his head. "Of course, of course, silly me. The Centralized Mountain States of Snefaldia is a small mountain-ringed country, with limited access to the sea. We have only recently opened our borders to the outside. As to your other question- the Tuhran Bel is the highest governing body of the Snefaldian government; which is as you might say quasi-theocratic."
He paused, fearing he would bore the man, but drove on anyway. He made a mental note of the man's changing eyes (such small details were always noticed by an Arsathae of his age) and would have to remind himself to write it down later for archive.
"I say theocratic in the loosest sense. The only truly organized religion in my country is Aatem Nal, of which I am a part. We venerate education and accumulation of knowledge, as outlined in our holy book. The Tuhran Bel administers both the country and Aatem Nal, but is nominally open to all religions- as far as I know, there is only one Muslim on the entire Bel."

"Things are going quite well in Vetalia, especially in recent months. We just passed the first tax cut in a decade thanks to the budget surplus, and the economy is doing really well. We might see 4% growth this year, which is very, very good for our citizens...and my approval ratings.
Of course, there's the challenges of us dealing with cleaning up Melnikov's mess, but that's a story in and of itself..."

"Ah, quite well, Mr Gannon," Flavia replied, handing the Prestonian a champagne-filled glass. "I foresee a new age of prosperity for British Londinium, in part due to a radical change in our colonial governance, which I feel will help the country immensely."

"Easily done. In fact, the Workers would most likely prefer it, if they knew what it was. It will take a few months, but the Rebellion will be soon. Have your forces ready, tyranny will be cast down." She turned away from him, disappointed that Sumguy would not take her hand.
She turned to the Vetalian, mouthing a single word, YES. She quickly scribbled down a note and handed it to him, then scurried back into the party. The note said: I know without a doubt the workers will vote for monarchy. God bless the Van-Vetalian Empire, the economic juggernaught.

"I'd, er, rather not," Flavia said, blushing slightly. "That seems far to personal. Mr Arnold will have to suffice."
The Praetor read the note and smiled briefly at Erika. Behind his eyes swam visions of power, visions of a new order for his country and a future built by the Van-Vetalian Empire. However, with those visions rose wisps of fear, fear that he would suffer the same fate as his father years and years ago...shrugging them off, he pocketed the note and rejoined the Promenade. There would be time for planning the specifics soon enough.

"My economy is doing well, or should I say it was until all this commerce raiding business started. I would suspect terrorists, but no terrorist has the necessary supplies to sink three tankers at sea. But, I'm confident that things will be back to normal shortly. CPIA's making great strides in the case. So as you were saying Ms. Davidson, your nation has decided to overhaul it's colonial policy? A necessary step in my opinion, and crucial to keeping British Londinium's colonies happy. If I may suggest something, perhaps you could have your soldiers learn some helpful phrases in the native language before deploying. We found that the Cazelians responded to us quite favorably when addressed in their native tongue. Perhaps it may work elsewhere as well."
"So sorry to ignore you for that minute Praetor, but I don't believe I heard your name. I must say that while Vetalia was a member of UFAN I was on civil terms with your predecessor, but that the man struck me as extremely cold. I once made eye contact with him in UFAN Headquarters and I swear by the gods my body temperature dropped by ten degrees. I think you'll be an effective ruler, though as you mentioned cleaning up the mess of one's predecessor can be a grueling job. While President Preston was an effective ruler at home, in the international arena he made us look like spineless warmongers who made empty threats. I'm still trying to clean that image up."
"Ah, yes, my name is Valerian Kosyachenko. I served under several of our Praetors, including the great Vladimir Chernomyrdin who was responsible for our entry in to the UFAN in the first place...only to have my predecessor, Praetor Melnikov remove us from it several months ago. One of my first action was to rejoin the alliance because I knew personally what good it did for our nation; in fact, I was the Proconsul of State at the time when we negotiated our membership."
Listening to his description of Praetor Melnikov, he smiled knowingly and said "Yes, Ivan certainly had a reputation for being cold...yet he also had a very warm side to him that came through in private. However, that coldness only grew worse following the death of his close friend Sir Alistair Davidson... he also had some marital problems that he never spoke particularly about."
"It was disturbing, really...I knew he was in pain, and I believe that's why he decided to retire. However, his marriage has apparently held up, which has done wonders for his mood; in fact, last time I saw him he looked twenty years younger...of course, it could be anti-aging treatments but he really did look happier and healthier."
"I think he will have considerable atonement to do in coming years...."

"Very well, I shall have the Abrahamic League set up positions in your nation to assist once the revolution begins." Lord Sumguy stated, turning to go back inside. He paused and looked back at her for a moment. "My wife and child are very important to me Prime Ministress, please do not presume to test my loyalty to them again." With that, he walked back in to speak with the other guests. Speaking of my wife, i wonder if she is coming or not?

"Pleased to formally meet you, Mr. Kosyachenko. I do agree that Praetor Melnikov will have a lot of atonement to do in his final years. Whether he actually does it is another thing entirely. So, I was wondering, how exactly do Vetalian politics work? It seems, at first glance, similar to the system used by the Londinian government. As you may or may not know, Prestonia runs on a federal republic system. Our nation is broken into five states, each having a governor and senators. The Senate is distributed based on population, one senator per one million people. Overseas colonies also have governors and nonvoting representatives to the Senate. All public offices are voted in by the people."

"That's a quite interesting question, actually. Our system is similar to the Londinians, save for the use of the Praetor as the head of state and government, which is reflective of the position's original role as the head of the Imperial Military. You see, the Praetor is the most powerful person in government, originally elected directly but now appointed by their predecessor. We in turn appoint the Proconsuls of the Ministries, who are responsible for building the administrative staff from the top to the bottom."
"There is also a Senate, but it is generally weak and limited, save for its sole power to appoint the Promagistrates of the Supreme Court. They in turn appoint the magistrates, who appoint the various levels of judges below them until the very bottom of the legal chain, which is the district magistrate."
"Obviously, this top-down system has its flaws, especially patronage and bureaucratization, but it's balanced by our culture's strong meritocratic tradition, so it does work out fairly well."

"Well, my personal theory is if a form of government works for the nation and the people like it, so be it. When Prestonia was founded, the people wanted no term limits on the Presidency, but my predecessor wouldn't hear it. He was very big on putting power into the hands of the people, and concerned that such a scheme could lend itself to oppression. So, our current system has been set up. Term limits were set at three terms of four years though, so it works out well. I say, I must come visit Vetalia at some point during my career. Might have to brush up on the Russian though. Strange, my nation's 35% Russian and yet I only know how to say "comrade" in the language. And before you ask, we're not communists. The word is often used in the same manner "friend" is elsewhere. Don't ask me why, just one of our cultural quirks. I speak excellent Volscian though, or so I'm told. Guess I owe that to Preston. He wouldn't let me keep my job unless I learned it, and taught me personally. He always admired the language, and the people for that matter."

But we must begin somewhere." Despite all the heathens, the corpulent heresy of this entire place he was rather enjoying himself.

So far he had only observed, this was a new, strange environment for him. True, he had received training for situations like these, but practicing and witnessing the real thing were two entirely different things.
The promenade was indeed, as diplomats assigned at similar events hosted in The Principality and friendly nations described, an imposing event. This is why he took his time and analyzed his surroundings. The subtle gestures of the various delegates, the proper behavior of his host, he took them all in and studied them.
Finally he decided to introduce himself to the consul, after all the reason why he was here was for him to establish good relations with other nations. Truth be told, he was wary about some of the actions undertook by British Londinium lately and by other issues relating to the individuals in the room, but the Londinium society, in its tolerance, much reminded him of his home. If only the rumours about a curse hanging over the leaders of British Londinium didn’t have so much proof.
“Your Excellency, It is a honour to meet you,” the young man started, “I am Andrew Wallenstein, councillor on foreign affairs in The Principality of Damirez and currently assuming the responsibilities of foreign minister,” he finished his introduction and waited for the consul to reply.

Dalian frowned. "The Tuhran Bel is rather confusing. There are conservative and progressive factions, those supporting isolationism and those opposing it. I personally believe more information can be gleaned from open borders, but some in Aatem Nal would only perform their rituals and be content with that. Anti-culturalism is dogmatically opposed to everything Aatem Nal stands for, but that doesn't stop some from decrying "foreign heathens." I myself don't put much stock in that thinking."
At the offer of foreign abbeys being opened, Dalian winced.
"I am afraid that I cannot give you any answer. Though religious freedom is important, the Bel has historically been very isolationist when it comes to religions. Non-Snefaldian faiths are very sparse... the government prefers to support our 'Three Native Faiths'- Aatem Nal, Endiri, and Draghadatha. I could put the question to the assembled congress, however, and I'm sure diplomatic relations would be welcome."
