Major Mikhail Lonieda, Marshal of the USSZ, sat impatiently at his desk, contemplating the current world scene. There was a war in Zhyolatska, radical economic reforms in his own nation, and the new alliance with Beddgellert. He was working hard every day and getting three hours of sleep a night. Now there was a faction calling itself "The Old Guard" that was attempting to undo his reworking of a classic communist system. They were made up of mostly old politicians who were angered over their sudden loss of power in the Economic Reform of 2E0005.

He sat back and rubbed his eyes. They hurt like hell. As he did so, a messenger arrived with a telegram. "Comrade Marshal? There is an urgent telegram here from the People's Army HQ."

He gave him the telegram, saluted, and left. Lonieda unfolded the piece of paper. It read

TO MARSHAL LONIEDA.STOP
URGENT NOTICE. STOP
EASTERN REGION OF USSZ HAS SECEDED, REPEAT, SECEDED.STOP
HAS FORMED NATION CALLED 'NEO ZINTHARIA'. STOP
DEMANDS IMMEDIATE ATTENTION.STOP

The sound of the highest ranked official in the USSZ yelling filled the offices of the USSZ Capitol Building.

The Alfegos Foreign Ministry

We have heard of the recent insurrection in our allies country of USSZ, and as such are willing to aid the current government re-take New Zintheria, it's rightful territory.

We will however prefer to use non-lethal weaponry at first to retake the province, so are sending the 1st Combat Resolution Regiment to help retake the area.

We are unwilling to use lethal force for now, unless the rebels show us lethal force.

Hopefully, this can be resolved quickly.

The USSZ thanks Alfegos for it's help, but we must insist that military action is the last element of national power that we want to use.

The Alfegos governemt will help support your nation in negotiations with this "New Zintheria", and will try and persuade it to become part of the USSZ again.

Soviet India, war-lust sated somewhat by the situation in Zholatskya, is not so quick to draw its formidable sword on the first hint of disquiet in Zintharia. The League of Communists, however, in line with the fact that Raipur is yet to extend any diplomatic recognition to Neo Zintharia, is forced to declare that capital aid and interest-free loans granted to Zintharia will not be honoured where they apply to projects in the seceded territory. That is, at least not until more is known about the situation.

Quietly, hardline Igovians hope that the loss of hundreds of millions of dollars in modern capital goods and start-up funds will induce ordinary Zintharians in the new state to seriously question the wisdom of their old-guard leadership.

In immediate response to the PSRBL's force build-up, Soviet Indian fleets assembled with the Zholatskyan crisis in mind are finally dispatched... towards Zintharia.

Raipur plainly states to the world that the Zintharian task force only exists in response to imperialistic gestures by British Londinium, and reassures Zintharians that Beddgelen forces do not even plan to land on Zintharian soil unless British forces attempt to do so.

Two flotillas comprise the task force at this time, being all that was assembled for the Zholatskyan situation. The Utopia Class battleships Communism and Anarchism are tasked with leading the flotillas, making a rare sortie beyond the Indian Ocean in which they were designed to operate. With them go some two-hundred frigates (inclusive of Gauntlet Class vessels that most nations would call destroyers), forty trimaran fleet aircraft carriers, almost two hundred SSGNs, several score SSKs, two dozen LPHs, perhaps forty missile cruisers, and innumerable support ships from submarine tenders to combat stores ships, plus further amphibious platforms and WIG vehicles.

True, the Indians are not fond of naval warfare, and so prefer to discourage enemies from contemplating engagement until ashore, where Geletian infantry give new meaning to terms like ferocity and fanaticism.

Holgert, NZ/USSZ border

The 18th Spetsnaz Airborne moved to the border today, intent on protecting the USSZ from the newly seceded region called 'Neo Zintharia'. Marshal Lonieda remains determined in his efforts to have the People's Republic of NZ absorbed into the USSZ. "These people are nothing but power hungry old men who are disgruntled over the Igovian reforms taking place in the USSZ. They were never anything more than corrupt cowards, and that is what they will always be."

Despite the outpouring of criticism of the PRNZ, many nations have stated support for them, including Cazelia, British Londinium, TWSP, and Vetalia. On the opposing side is Beddgellert and Alfegos, both critical allies of the USSZ. "The USSZ is grateful of Alfegos and Beddgellert, and is eternally thankful that they would aid us in this time of crisis."

Negotiations are expected to begin on the 15th or 16th.

The 8 th Division of the 2 nd army were armed and ready for what was coming ahead: holding the border in the USSZ, allies of the nation.

In total, 62 500 soldiers, with 40 000 support personnel, were ready to be shipped in super-transports to the airports of the USSZ.

Their vehicles were secured safely in the holds of 4 container ships, which were now moving towards the USSZ. They would arriver within a day.

Also, as non-lethal force was to be used, the 4th combat resolution squad were being air-dropped into NZ. They were all armed with non-lethal weapons: dart-bows, stun grenades, sticky foam bombs, and, if absolutely necessary, sleek, silenced 357 Diablos.

They would be dropped within 2 hours, their objective to capture the high command, or leader. The 10 highly trained men would pay off their 5 years of training with this mission.

All the time, they would be followed by the brains back at base, who would advise them via atellite link, beamed footage from the small cameras on the squad's headsets, with built in Infared vision.

They were untested, but hopefully a useful project.

It seems that the USSZ has been increasing it's troop size near the border. This means a possible strike may be in order, and we have mobilized elements of the 501st airborne division. We also have two teams of Ghost ops on standby

In the night, the 10 men dropped from their stealthy deployment plane, and tumbled into the night.

After 10 seconds, the commander, lieutenant Yuri Fegro'soi, pulled the cord, letting his black parachute billow into the sky. He was followed by the others, who jerked upwards as they deployed.

A few minutes later, the parachutes lay buried in a field outside the capital of New Zintheria. They had disappeared into the night, on their way to infiltrate the HQ building.

A call sounded on the police emergancy network in New Zintheria.

" Help, I need Police right now. I was just attacked by an armed thief. I need help ASAP!"

Suddenly, the line cut off. The 10 men smiled, and waiting near the phonebox for the police to arrive. It would be a matter of stunning them, tying them up somewhere quiet, and slipping into their uniforms, replacing their equipment into large sports bags.

We of the PRNZ thank all nations that show support for our nation. Together we can assert our place as a rightful nation. We have no want of an extended war in the USSZ or the PRNZ, but we appreciate your aid. Currently, we have 1 million armed soldiers (AN-94), but no tanks or planes. It is our wish to keep only our current borders, not to extend them.

A Cazelian air task force was being prepared for a landing in Neo Zintharia. The forces were being deployed in the increasing threat of a USSZ attack. The task force consisted of four C-130 transports, two AC-130 gunships, 400 airborne marines, one M7-A1 tank, and four OH-6A light helicopters. They were to be delivered within the week, and preperations were being made to land two teams of Ghost ops

Any and all nations involved in the escalating troop buildup are invited to attend and aid the two nations in attempting to reconciliate their differences.

The first few regiemtns of the 8th division were landing, along with their command crew, in the nearest airport to the NZ border. They would not be able yet to go into battle fully, with their vehicles still in transit.

So they made do with helping to construct a temporary command base and barracks, where all the men could sleep. It was like a small town, with many interconnecting domes, each one containing room for 20 men, connecting to storage rooms, command hubs, assembly halls and defence points, armed with Phoenix Miniguns.

The complex was easily put up, all prefabbed plastics, and could be taken down quickly too.

It was soon to be linked with many garages, to house the repair shops for the numerous Strykers, about 7000 of them, along with lorries for supply movement.

The Alfegos forces had also made do with UASVs to patrol the border for agressive movement and any infiltrators, as the satellite was currently refuelling with a cheaply-launchedfuel tank, launched using the fabled Deadland Railgun, designed for cheaper launch of military products.

EITS 8 would be back after 2 days. But by then, much would have changed.

He was an odd sight in a nation as committed to socialism as the Zintharians, with his entire person reflecting the products of Vetalia's capitalist economy and the massive wealth it produced for him and many other citizens. Raising a pale, slim hand reflective of a life distantly separated from physical labor, he began to address the assembled in Vetalian Russian, with a translator on hand to render it in English.

"We feel that denying the Neo Zintharians independence is a terrible ide, practically speaking... as you know, history has shown us many examples of secessionist movements cost huge quantities of manpower and resources, and it is often not worth it in the end. If the Neo Zintharian state is given independence, and its people open up their markets to foreign trade and investment, our country would pump billions of dollars in to the region with huge positive benefits for your country..."

"However, there is another option: grant us a piece of the land in Neo Zintharia for conversion to a sovereign Vetalian Enclave. Our people will move in, turning it in to an economic powerhouse that will generate the kinds of funds your government can use to enforce your order over the rest of the Neo Zintharian territory."

Iron heart APCs were rolling off of the Ilyushin Il-76 transport planes at a fast rate, even though peace talks were underway in New Leningrad the Mokastana Army wanted to be ready for anything. after all they were being loaned to the government of Zintharia, and ordered to act as such. Mokastana was not to get involved into the politics, however Generalissimo Manuel Durkin would attend the conference.

In all over 60,000 Mokan soldiers were to be stationed here until further notice.

"Ha!" laughs a PRNZ delegate. "Killing national character? hogwash! The states of Palift and S. Palift had been independent nations for thousands of years before the VIolekt Corporation took over, and we only became a member of the USSZ because of the wording in the constitution! We have every right to secede if we have a problem with your ideologies."

"The point remains the same: divided we fall. within the USSZ, Palift and S. Palift did better than they ever would have done independently, and for the first time in history the citizens experienced great social and economic equality, among other things."The USSZ delegate replied.

"The economic temptations offer good reason to agree, but this matter is more than a simple matter of money, it is a matter of national identity. The USSZ was formed to unite the 12 nations of the USSZ after the brutal dictatorship of the Violekt Corporation. To the others, especially Terra Zintareas, this secession is the same as the PRNZ saying 'we will have no part in rebuilding our nation for the better good', which is an insult to us. Therefore, while accepting the two propositions that you have put forth as notable suggestions, we will adhere to our original position, unless convinced otherwise."

IC: Officer Yuri had had a bad day. First, he had been shouted at by his boss, had been given more paperwork, and had been put with this idiot.

"So, when we get to shoot'em?"

"We wait till backup, yarrick, you idiot" replied Yuri.

Behind them, three more cars followed to where the call had been traced. A remote phonebox.

The cars stopped, and the officers got out. They had their hands drawing their guns as 4 were felled, black darts sticking out of their necks, away from the protection of their bulletproof vests.

The other four were quickly silenced by more darts. Each was tipped with Agent ZZ, a drug that would cause unconciousness within 5 seconds, at doses of 100 mg, easily fitted into the hypodermic darts. They would have a headache when they woke, after 8 hours of drugged sleep. Probably by then, they would have been untied and left back here, unaware of what had happened, as they had not had enough time to transfer short-term memeory ot long-term, once they exited their cars. It would seem like a dream.

The electrical expert of the squad, Engineer Sergeant Levi, was busy fiddling with the radios and tracking devices. He tore the GPS tracking system out from where he expected, and proceeded with the other cars. Having done that, he got changed into police uniform, and sat in the back of the front squad car.

The rest followed as they drove into the capital, the hidden men behind them. They were travelling towards the HQ for the NZ movement. There, they would set about espionage, sabotage, and then take hostage the dignitaries there, and drive them out of the city to a hidden Evac point on the border.

"In addition, our money means no foreign forces on your soil...I would not trust any nation with its 'peacekeepers' massed on the border to do what is best for Zintharia."

Nikolaus Gerhard of the PRNZ stood up in anger. "To my Vetalian friend I say this: you are negotiating the outcome of a nation, not calmly deciding where to place your stocks for the year! WHile this deal you bring up is enticing, we of the PRNZ will not agree to anything other than full autonomy!"

That seems more like greed than any honest motivation for independence. But again, should the Zintharians agree to autonomy, our nation can still aid both sides immensely."

The squad had seen that they could easily get into the capital in squad cars. But they would have to ditch them soon, and go into the buildings in another way.

They parked the cars in the police station, out of sight of CCTV, and walked casually with their bags towards the perimeter of the headquarters.

Once changed, their policemen uniform hidden in their bags inside a sewerage hatch, they fired pneumatic harpoons from under their crossbows, trailing a thin, black nylon cord.

They then held on as the motors built into the launchers dragged them tot he roof of an adjacent building.

The courtyard below was awash with lgiht and security. Yet they had neglected to watch the rooves nearby.

The men lept across the gap onto the HQ building roof, and began to stealthily pace towards a large cluster of ventilation units. That would be their way in.

Suddenly, the IF goggles they wore picked up a heat signature coming round from behind a generator: an armed guard. They quietly slipped into the vent before they were spotted by his flashlight, and began to slowly crawl through the ducts to the nearest exit point. There, they would enter the structure proper, and being a sweep for anything of use beofre abducting the high command.

@ TWSP: regions of the USSZ seceded in response to the Igovian reforms taking place (you'll support them, i can tell :)), and a massive troop buildup occurred between around 8 or 9 nations, which then led to a negotiation, in which, so far, Vetalia has done a lot of the work in working out a solution.

@Mokastana: don't get to bored yet, do you want to be like a peacekeeping force if we build a DMZ?

The squad dropped out of the vent into an empty storeroom, filled with bales of paper.

After they had all entered, they checked under the door for any movement. There was none in the corridor. Good.

They moved out, one member still using the Infared goggles to locate any people. One in the storeroom ahead.

The clerk was tired, and wanted a coffee. He had spent all day typing a report for the high command on the resources of the far south of NZ.

However, he was to be awakened as he was hit in the back by a dart. This one was grey, and was tipped with Sodium Penthenol, that would make him tell what they wanted.

He was pinned to the wall as he was interrogated by the negotiation specialist.

"Where are the high command? Tell me, or I'll make you wish you'd never been born!"

"Erm... They're in the conference, on the floor below. Why did I just..." he was jabbed with a sleep dart, and tied up, buried under stacks of books and stationary.

The squad left, and made for the stairwell they had seen. They would soon proceed to capture the high command.

An 80-year old member of the PRNZ stood up, relying heavily on his cane to stand. He had a beard that touched the ground and shook as he talked.

"I don't trust those damn USSZ folks. Knowing them, they'd probably just bully us around with their 'occupation forces'. Look at how they helped Mokastana conquer the Hispanic Regions! Those folks were fine on their own, but nooo, they're the USSZ! They just had to help conquer those helpless people!"

The main point of peacekeepers in the first place is to prevent extremists on either side from attempting to incite hostilities and reverse the progress made."

"Our government does not require a significant amount, perhaps no more than 300 square kilometers along the coast, 30km long and 10km wide. We will develop this land and turn it in to one of our enclaves, providing both of our peoples the opportunity to trade and experience each others' cultures firsthand."

"In addition, it will enable us to keep an eye on the area and intervene if anyone threatens the peace we have helped your nation build. Our government will pay whatever price you feel is appropriate for this purchase, and will adjust it if you feel it is too much."

Once the bodies had been dragged to hiding places, the men approached the door. The lieutenant called base:

"Shall we go ahead or what?"

Within days of the purchase of the enclave, the Vetalian government established its Enclave Tax Structure to encourage the rapid development of the region as an economic powerhouse. At first, taxes would be next to nothing, gradually rising to support the social infrastructure needed for a developed city. Citizens from Vetalia moved in by the thousands, building factories, stores, casinos, hotels, and all variety of condominiums and apartments in the rising cityscape. The enclave boomed at over 10-12% growth per year, its GDP pushing ever upward and generating abundant wealth for Vetalia and Zintharia. The Vetalian government was confident it would pay for itself in no more than a decade and generate pure profit after that point.

The enclave itself became increasingly distinctly Vetalian as it developed, with Cyrillic written on advertisements, bright neon signs, newspapers and business documents, and their dialect of Russian audible in the streets at all hours of the night. The architecture became increasingly distinctive, its darker stylings, gilding, abundant use of glass and organic shapes all combining to make the enclave a standout recognizable apart from the rest of Zintharia. It was Vetalian through and through, and was now another point abroad from which the country could trade and expand its influence in to the local community.

Hopefully, the enclave and the agreement it represented would be continually prosperous for all involved parties, but as always the future was murky and indeterminate. The Vetalians, along with their allies in the coalition of peacekeepers, would do what they could to uphold the agreement between the two regions of Zintharia, but they had no idea what could happen in the future.
