The President of the Arcadian Federation stood on the landing pad looking up at the sky. Next to him stood the vice president and a squad of fully armed and equipped republic legionnaires. The republic soldiers were newly freed from Arcadian detention centers, as was part of the agreement with the republic, their commander -whatever his name was- stood arms length away with a satisfied look on his face.
Arcadia’s rebellion had been initially successful but as predicted by military strategists, it had floundered when outside help had failed to come. The republic had a blockaded the Federation from the beginning and had refused to relent. Cut off from the outside universe, the federation’s moral had slowly eroded. Now the House of Representatives demanded that the republic be contacted and reconciled with immediately. The president had been forced to oblige and had discussed terms with the republic via subspace. Now some kind of diplomatic ship was descending from the atmosphere to sign the document that would reinstate Arcadia as a member of the republic.
“Wonder who they’re gonna be sending.” Renn Sal said casually to the vice president

The sleek shuttle craft emerged from the fluffy white clouds, coming in on the spaceport at an angular trajectory, moving at a quick pace, but not a menacing one. As it neared its destination, it slowed to a crawl and came over head of the Arcadians, preferring to land behind them instead of infront of the delegation. Steam shot out of exhaust ports as the engines cooled down, and the ramp that sat on the crafts belly began to lower. At first, two legionaries descended, their silver armor gleaming in the sunlight. They took up positions at each side of the ramp, and stood still as statues thereafter. The diplomat descended next, his giant frame adorned in a light blue toga that was wrapped around a yellow tunic. On his feet were leather court sandals with silver buckles.
As he moved towards the awaiting group, the Republican soldiers that had just received their freedom once again pushed past their tormentors, dispelling the personalities of defiant prisoners to once again take on the look of proud and victorious men. They saluted as the ambassador approached, whom they guessed was apart of the Senate as he wore the correct garments. "Centurion Tavin Olmani, sir, at your service."
Nodding, the Senator signalled for the men to go take up positions with the two other legionaries guarding the ship, the proceeded the next few steps to the Arcadians. Stopping, he looked down upon them, but said nothing, waiting instead for them to speak what words of surrender they had, another humiliation he had planned.

Renn Sal just stood there looking at the senator for a moment until he realized that the man was obviously waiting for him to speak first. "Uh yeah, Glad you could make it Mr. senator" Renn said with a nod and looked over at the vice president to give her greeting as well.
"Nice to meet you." She said in traditional republican Latin. Renn raised his eyebrow at the use of the strange language but he quickly recovered.
"I'm sure you want to get down to business though. What needs to be done to get Arcadia back in the republic." Renn said, keeping his hands at his sides.

"I am Torsabjorn Kundder, a junior member of the Senate. You are correct, Arcadian, I wish to get right into it. We Himmelsk do not like small talk." The imposing figure pushed past the Arcadians this time, making his way to the transport that was awaiting to take them all to where the final papers would be signed.

The Arcadians shot a look at one another and shrugged before turning to follow the senator.
The transport ride was uneventful aside from odd security stop. Eventually the vehicle came to rest in front of the republic government building, which had been the target of much vandalism and was only recently recovering.
Renn helped the vice president out of the car and began to walk towards the building. He had been inside the structure many times, but not since the insurrection had he returned. He assumed the senator had called ahead to his comrades to prepare the necessary documents. Renn hoped this day wouldn’t get any worse.

Torsabjorn had never been to the Republican building on Aeo, infact he had never set foot in Arcadian space, but he moved as if he knew the building by heart, for he did, as a building standard was maintained for government buildings and military installations, so no matter where someone was they would always know where to go. He looked on with stoic indifference at the graffiti and holes in the walls, knowing that the building would soon be made the most magnificent within the city once again. Opening a battered door, he entered the diplomatic chamber, the room made for greeting officials and diplomats. He moved to the head of the large table and took a seat, staring hard at the Arcadians that came after him, his eyes beckoning them to sit.

"Well Torsabjorn, what needs to be done?" Renn said as he and the vice president sat down.

The junior looked stoically but hard at the Arcadian leader. "Official documents will need to be signed. These will state, with one-hundred percent certainty in all matters, that your government and people accept and will comply unconditionally to these terms: Sovereingty shall be abdicated to the control of the Senate and People of the Republic. The armies, including all military equipment, personel, and any civilian persons operating within the military, shall be handed over to the control of the Senate of the Republic. The governing infrastructure of the Arcadian Federation shall be abolished, and all those related to such will be laid off. In its place shall be a new Republican government that will house selected individuals from Arcadia, chosen by the Senate, to govern the new province under an appointed Republican Pro-Consul not of Arcadian birth."
He paused briefly, letting it all sink in. "Furthermore, Republican legions shall be stationed on your planets, and Republican fleets in your space. These shall keep the peace and ensure loyalty to the Republic, as we all know the famous reputation Arcadians have for loyalty. In otherwords, the province of Arcadia shall be under martial law, subject to the will of the appointed Pro-Consul and only subverted by the direct intervention of the Senate and People of the Republic, until such a time that the Senate deems your people worthy to regain the status of citizen province, with all rights and priviledges attached to such a title."
He looked over to the side of the room, where a previous attendant of the building(who had just been freed no doubt) stood with a stack of papers. The woman brought them over and handed them to the Senator, who briefly looked them over to see the official seal of the Senate and People, and the area designated for both his signature, and that of the two Arcadians in attendance. Sliding the papers across the table to Renn, "Do you accept, Arcadian?"

"Assumeing this is only until the federation "proves itself" to be a loyal member state. I'll sign it." Renn said looking down at the paper.

"Very well then, lets get through it." Renn said as he began to sign the papers.

Retrieving the documents from Renn, the Republican signed in turn where indicated. Satisfied with another job done, he patted the papers against the table to level them into a neat pile, then handed them back to the aid. He then stood.
"Our business is concluded for now. I shall return to Taledon and present these documents to the Senate, at which time a pro-consul shall be selected and sent here. Good day, gentlemen."
With that he began making his way to the door, knowing where to go to get off the planet and back into proper Republican territory.
