The Mekugian Commonwealth
Background-
Formed shortly after the beginning of the War of Golden Succession the Mekugian Commonwealth later to become known as 'Mekwealth' was means of which aligned nations could mutually improve themselves. Forgoing many of the sovereignty issues raised by other commonwealths Mekwealth flourished with nations sometimes many times larger than Mekugi seeing the international and domestic advantages that such an alliance brought.
Today the Commonwealth continues to grow with Nations such as Juumanistra,The Silver Sky, and Izistan, showing their strength, and that Mekwealth has helped them earn over the years.
What follows is the primary charter, edited and reprinted over the years to suit the members needs, every affirmed nation has signed this document ratifying its statement that rings in the armed Republics Moot Esse Quam Videri; To Be, Rather than Seem.

From the Desk of His Imperial Majesty, the elected Praetor of the Armed Democratic Republic
Founding & Charter-
By the legal authorization of the rightly elected Praetor of the Armed Democratic Republic of Mekugi. Praetor Jonathan William Keiso hereby extends the Republics courtesies and benefits to those aligned nations that see it fit to swear under our banner and receive our gifts that they shall freely choose.
The Commonwealth here unto created by these affirmations shall be one of mutual gain, not oppression. To receive benefits equal to ones gifts, and to freely choose the benefits and obligations that they find favorable.
Article I-
All Affirming nations must swear to the Mekugian Republic that they will be true to themselves and seek paths which will benefit not only themselves but their fellow affirming nations so that no one country will strike down another such bound nation without attempting to negotiate a proper reparation. The Commonwealth will therefore expel any such nation that, having bypassed negotiations or attempts to defuse national tension makes war against another Commonwealth state.
Article II-
Nations which shall be deemed Parasitic (that is reaping the benefits of the group with no true return to said group), or incapable of providing for themselves internationally without the aid of said group. Shall be expelled to better redistribute the common wealth of this affirmed group. Nations found belligerent and/or parasitic shall be absorbed into the affirmed nations by force or expelled, and sanctioned at the discretion of the affirmed nations.
Article III-
The Obligations of the Founding nation are to be held and bound as such;
-A. Registration: The Armed Republic is solely responsible for the recording, affirming, advertising, and enforcing the obligations of its affirmed commonwealth members.
-B. Protection: The Armed Republic will assist, either financially, technologically or physically at its discretion due to resources available should an affirmed nations be assaulted, or attacked by a belligerent nation. This obligation is only loosened on the Issue of an affirmed nation attacking an outside nation, at which point the Republic will deliberate and determine if they agree with the action, should Republic agree with the attack we will ask for support from all commonwealth members but will not obligate them to assist in the action pending their own justifications.
-C. Distribution: The Armed Republic will freely distribute technological gains made within the Armed Republic at either the cost of transport, or at a significantly reduced rate. Gains given to the Armed Republic by other affirmed nations shall also be thusly distributed pending the releasing nations approval.
Article IV-
The Armed Democratic Republic shall make no infringement on the affirming nations sovereignty unless it violates the above articles. Furthermore The Armed Democratic Republic has no time and or budget to attempt to govern a foreign power which it has already deemed an exceptionally well adjusted state.
Article V-
The benefits given to an affirmed nation (beyond those already covered in the above articles) are weighted with the obligations of the nation providing mutual benefit to the not only the Armed Republic but the commonwealth as a whole. To reflect this more benefits are given for obligations offered to the group instead of just to the Armed Republic A comprehensive list of Benefits and Obligations, and their weight (in points) can be found below.

-Removal of non-tariff barriers to entry to the manufacturing sector. [2 pts.]

-Discounted Natural resource exporting (minimum of 10% discount) [4/8 pts]
-Participation in intelligence sharing and cooperation with Commonwealth members, with tiered access(Tier I being the lowest and Tier V being the highest, corresponding with weight of obligation(1 point being the least and 5 points being the most). [1-5 pts.]
-Participation in military cooperation and information sharing with Commonwealth members, with tiered levels of military ties(Tier I being the lowest and Tier V being the highest, corresponding with weight of obligation(1 point being the least and 5 points being the most). [1-5 pts.]
-Tech Re-Distribution (as per Article III.C) [5/10 pts]
-1/3% GPD Donation [5/10 pts] (3% being divided amongst all affirmed nations)
-Military Basing rights in Owned or acquired territory [6/12 pts]
An affirmed nations should choose at least one point from each category, and must balance their benefits with their obligations. A member may choose to take on additional Obligations in order to provide temporary aid to the commonwealth. Benefits and Obligations can be changed or adjusted at the Affirmed nations choice, however their benefits cannot exceed their obligations unless another member is will to temporarily take on an obligation for them. This can only be temporary and both parties must agree and contact the Armed republic before such benefits can be paid out.
Article VI-
A nation may leave the Commonwealth at anytime, with the obvious revocation of benefits, by either denying to follow ones obligations (Article V), attacking another commonwealth state (in accordance with Article I), or violating Article II. Unless said action was belligerent there will be no such military or political response. Notice will be given to any nation that lapses in fulfilling its obligations, and pending further discussions may be suspended or removed from the commonwealth to avoid conflict with Article II.
Article VII-
Giving or donating aid to a nation (financially, technologically, or physically) seeking to invade a member of this commonwealth shall be weighted according to existing alliance obligations and or Article 1 compliance. should the act be found to be in violation of the first Article the Member in question will expelled, and military action may follow depending on the severity/belligerence of the action.
Article VIII-
Prospective nations may petition for entry into the commonwealth however they must meet several somewhat strict criteria.
-A. The petitioning nation must be over 3 billion citizens strong (though exceptions have been made at times.)
-B. The nation must not be communist or be known to follow a bloodlust.
-C. All Affirmed nations are free to put their votes in on the matter, however the final decision for entry lies solely in the hands of the Armed Republic.
-D. Be on good standing with the Armed Republic, and its allies.
If these conditions are met, the most endearing quality is patience, such a major merger, and transferring of billions of dollars of technology and or currency can take time, as can the approval process. As with all government processes Patience is a virtue.
Article IX-
All articles being agreed to and ratified by the following signatures, the Armed Republic Affirms that it will enforce and protect the articles of this treaty ad infinitum as of the year of our lord MMXVI. May the lord make a valley with which we may all prosper.
