The Kiravian Empire, a group of countries where 99.99% of the population adheres to some form of spiritual belief, yet where the government is operated in a fully secular manner, has issued communiqués to every contactable nation:

Nations of the world, the Kiravian Empire is considering the creation of a Secriat of Spirituality to protect the rights and manage the affairs of the religious people in our Empire, which is nearly the entire populus(99.99%). It will not seek to control religious institutions, but rather to fund and encourage their practices, study and record their statistics, and protect the benefits entitled to the by the Seperation of Church and State. It will also function as an instrument to catalyze religious tradition and honour the beleifs and rituals of foreign faiths.

We ask your opinoin: Should we have this Secriat or not, and why?

A Secriat of Spirituality, will not wiolate the seperation of church and state, only if it does not pressure one into religious belief, or display favouritism based on religious doctrine. It also must not infringe on the rights of the non-religious.
