Somewhere in Haven, the Kahanistani Republic was fighting for its life.

Somewhere in Haven, the Kahanistani looked in hope to the North, where Allied armies fought for every inch of land in Questers itself, edging nearer and nearer to London.

But the Allaneans have found a different solution for them.

Somewhere in the Pacific ocean, they have found a large, and surprisingly undeveloped patch of land. It was decided that this would become the new homeland of the Kahanistani.

And so it was there that the giant refugee craft went.

The Ouroborii landed near it’s shores, carrying millions of refugees to its coasts. They allowed the Kahanistani to set up on the shore – not yet as a city or permanent settlement, but as a tent town open to the elements. Five battalions of Allanean infantry were left, too, to protect against wild animals – tigers, hyenas, and so forth. The next shipments were to bring a variety of hunting rifles to ensure that the Kahanistani would be able to establish themselves in the struggle against the elements. But first, the Allaneans needed to get them all here.

The plan was simple so far – the Ouroborii would get ten million men here in their first two cruises, and it remained to be seen if they could get more out. Of course, they would do their best.

In the meanwhile, the Allaneans unpacked their Strategic National Reserve – giant underground bunkers, packed with canned food, emergency supplies, pre-made homes – everything needed to survive a nuclear war or a series of major of earthquakes. Now, it was used for humanitarian aid for the Kahanistani.

Ships, cargo aircraft, even barges were now making their way towards the new continent. And a message went in to leaders of the Kahanistani community –religious, civil, political, corporate – encouraging them to travel to Liberty-City.

Why exactly?

That remained secret.

Exiled President Khalid bin Abdullah al-Omari, Foreign Minister Rachel Levitt, Samizdat Corporation CEO Abdul-Rahman ibn Abdul-Wahid al-Sisroti, Metzuda Archbishop Kevin Harren, and several militia members boarded a plane for Liberty-City, Allanea. It was escorted by a flight of GLI-76's, in case their Satanic Doomani foes decided to take a shot at them in the sky.

They were most eager to hear what the Allaneans had to discuss with them. The militias were more heavily armed than usual - carrying Hali-53's, full NBRC protection, and heavy body armour; they had learned a lesson from walking into a Transylvanian trap and having many officials handed to the Doomani to be murdered on national television.

The Allaneans diverted the delegate traffic to a comfortable hall somewhere on the grounds of the Liberty-City Convention Complex– the same place where the annual giant gaming and fandom conventions what Allanea was so proud of are normally held. The hall was tiny compared to the giant complex that housed it, but it had a place for all of the Kahanistani. They were given coffee, tea, and Pink Bunny Cola.

Around the convention hall, ancient Doomani-made tanks painted with LCPD markings were parked, mixed with Border Patrol Stutzer tanks and Army UGAVs.

After they were all seated, a young lady came out to the podium.

“President Goldwasser will be here shortly. Please make yourself comfortable.”

President al-Omari found it offensive that the Allaneans would buy Doomani armour. He had vetoed suggestions by Kahanistanian military commanders before the war to purchase Doomani arms, an action he considered grossly unpatriotic. The suggestion had been billed to him as one that would undermine Doomani faith in Absolute Capitalism by letting Doomani corporations, as it was put, "line their wallets in the blood of their own sons, husbands and fathers."

However, he said nothing. Foreign Minister Levitt, never knowing when to keep her mouth shut, asked outright as to the origin of the Doomani tanks. If they had not been seized in battle, the meeting might get off on a bad note before it started.

Sisroti and Harren spent most of the time until the President arrived talking to their militia guards and waiting for the Allanean President. They hoped that the situation on the homefront was improving, and were somewhat sore with the Allaneans removing troops from the engagement.

One of the police officers answered:

“Aye, ma’am, these are Doomani tanks. But they ain’t from Doomingsland. Y’all know that before the Doomani became silly fascist, they were dumass communists, an’ spammed these tanks to every nation in Karain and elsewhere – so even today, you can buy a Doomie tank in one a them third-world nations for mebbe like ten grand, so we buy them, paint them in police colors, and here they are.”

The meeting was conducted in a rather strange way. Allanean clerks and advisors first passed through the crowd, delivering leaflets describing the new continent, it’s resources – in which it was rich – and its climate. While the Kahanistani perued their copies, Goldwasser made his way onto the podium.

“Greetings, ladies and gentlemen.”

"Greetings, Mr. President," said President al-Omari. "This island does seem to be rich in natural resources, possess strategically useful terrain, and appears capable of supporting a population of several billion people indefinitely. I am personally in favour of relocation, or at least establishing a major colony there."

Foreign Minister Levitt nodded. "I concur. But the Nationalists... they will not agree to leave their land. They refuse to accept that they cannot make war with superpowers and come out on top. They will fight for every micron of land. Once long-dormant religious lunatic cults are spreading throughout the military, spreading fanatical resistance. And with the Nationalists in control of the military, there won't be any widespread acceptance of defeat, not at the hands of the Doomani."

Cardinal Harren spoke next. "Us Catholics have been persecuted in our country ever since the first Doomani invasion. Very few Catholics actually have pro-Doomani sympathies; the majority are as loyal as any Muslim, Jew, atheist, what have you. The government, to its credit, is not behind the persecutions, but we have a major social problem that requires fixing, a serious public relations effort to rebuild the image of the average Catholic in our society."

Dr. Sisroti, CEO of Samizdat Corporation, agreed. While his firm had published some of the most vile anti-Catholic propaganda on the face of the earth, including the claim that Communion wine was made with blood and that to become a priest one had to rape boys, he himself did not hold such beliefs - his corporation published that which nobody else wanted to be associated with.

"Should we fall here, our corporation will be destroyed. I wish to use some corporate assets to build a Samizdat Corporation facility on this island, and one in Allanea. We will need corporate support to rebuild any semblance of an economy."

”Peace.” – said the Allanean – “Your corporation has not been destroyed yet, and there’s no reason to see why it shall be. The Doomani have not yet won. As such, I do not yet advocate mandatory evacuation of all Kahanistani. Only those who wish to leave should do so. As for Samizdat Corporation, I plan to award it a large Allanean government contract.”

“But Sir” – an Allanean interjected – “What about the catholics?”

“I realize the necessity of the effort to restore their image, but given the situation, I feel long-term propaganda efforts are not now the first of our concerns.”

"I would not stake the interests of the corporation on the ability of our soldiers to resist the Doomani indefinitely," said Sisroti. "The Doomani are not stupid. When their force of 200,000 is on the verge of defeat, they will simply send in more troops. And we will be the first to be targeted."

"Propaganda would indeed take too long," said President al-Omari. "We simply cannot wait for a propaganda campaign to run its course, not when there are witch hunts for collaborators. I do advocate that people be encouraged to evacuate, but not forced to. Perhaps even encouraged in very strong terms, as long as the choice is theirs to make."
