Government and Law:

The national government of France is divided into an executive, a legislative and a judicial branch. The President has a degree of direct executive power, but most executive power resides in his appointee, the Prime Minister. The cabinet globally, including the Prime Minister, can be revoked by the National Assembly, the lower house of Parliament, through a "censure motion"; this insures that the Prime Minister is always supported by a majority of the house.

Parliament comprises the National Assembly and the Senate. It passes statutes and votes on the budget; it controls the action of the executive through formal questioning on the floor of the houses of Parliament and by establishing commissions of enquiry. The constitutionality of the statutes is checked by the Constitutional Council, members of which are appointed by the President of the Republic, the President of the National Assembly, and the President of the Senate. Former Presidents of the Republic also are members of the Council.

The independent judiciary is based on a civil law system which evolved from the Napoleonic codes. It is divided into the judicial branch (dealing with civil law and criminal law) and the administrative branch (dealing with appeals against executive decisions), each with their own independent supreme court, the courts of cassation for the judicial branch and the Conseil d'Etat for the administrative branch. The French government includes various bodies that check abuses of power and independent agencies.

France is a unitary state. However, the various legal subdivisions—the régions, départements and communes—have various attributions, and the national government is prohibited from intruding into their normal legal operations.

Law

France uses a civil legal system; that is, law arises primarily from written statutes; judges are not to make law, but merely to interpret it (though the amount of judge interpretation in certain areas makes it equivalent to case law). Basic principles of the rule of law were laid in the Napoleonic Code. In agreement with the principles of the Declaration of the Rights of Man and of the Citizen law should only prohibit actions detrimental to society. As Guy Canivet, first president of the Court of Cassation, wrote about the management of prisons: [1]

Freedom is the rule, and its restriction is the exception; any restriction of Freedom must be provided for by Law and must follow the principles of necessity and proportionality.
That is, law may lay out prohibitions only if they are needed, and if the inconveniences caused by this restriction do not exceed the inconveniences that the prohibition is supposed to remedy.

French law is divided into two principal areas: private law and public law. Private law includes, in particular, civil law and criminal law. Public law includes, in particular, administrative law and constitutional law. However, in practical terms, French law comprises three principal areas of law: civil law; criminal law and administrative law.

Also Law in France is different than in most countries. Unlike English Law, which is a Law based upon a past decision made in court. Napoleanic Code is a set of Laws already written, however, if a different situation comes up, a new law may be issued.

Economy:

Cereals and sugar beets are the most important crops. Wheat is widely grown in the Paris Basin; other grains grown are barley, corn, and oats, which, with sugar beet factory residues, are used primarily for livestock feed; some rice is grown under irrigation in the Rhône delta. Wine is a major crop throughout the country, both the vin ordinaire, or everyday wine, of the region and the appellation contrôlée, or quality-controlled, wines of such regions as Burgundy, Champagne, Bordeaux, and Alsace. Flowers are grown for perfume at Grasse, and a wide variety of fruits and vegetables are raised in the warm Mediterranean region for shipment to northern and central Europe. Fishing is also a prime in agriculture, as well as livestock rasing.

Manufacturing has started to take full productivity in France, and is producing items such as arms, textiles, furniture, and chemicals such as purfumes. An establishment in Finance, Retail, Social Industries, and in Tourism has started to take root, and has started to form a middle to upper class society, away from a long history of agriculture.

Britannia as a nation is one that campaigns for peace and liberty throughout the world, and tries to maintain neutrality in most cases of fighting. We know however that war is an unstoppable curse of this world, and that sometimes even we, for whatever reason, must wage war on nations. We like to be seen as a sleeping power, who does not wish to be disturbed. However one thing that is very important to us, important enough for military action, is peace in Europe, especially the Western half of it where our land claims lie.

It is highly desired by us that we have the assurance that you will respect our nation enough not to threaten it, and the stability of Western Europe. We see little reason now while this would happen, though we wish to take precautions. Therefore, Britannia desires a non-aggression pact with our closest neighbor, France, in order to install relief in our government that the nation just across the water does not have Expansionist plans for Britain.
