Greetings.

Our nation has a developed industrial sector, and is able to provide much of the equipment you are looking for. Specifically, we have the following from your list:

* The Iron and Steel Production Industry
* The Mechanical Industry
* The Valves Production Industry
* The Petroleum Refining Industry
* The Petrochemical Industry
* The Electronics Manufacturing Industry
* The Automotive Manufacturing Industry
* The Agricultural Products Industry
* The Shipbuilding Industry
* The Ceramics Industry
* The Construction Materials Industry
* The Arms Manufacturing Industry
* The Automobile Road Materials Industry
* The Iron Mining Industry
* The Coal Mining Industry
* The Uranium Mining Industry

While our government produces none of these things, corporations within our nation do. Assuming you are willing to pay a fair price, I'm sure you can arrange to buy whatever you wish. Be advised our nation does have an export ban on nuclear and biological weapons, and equipment used to make them.

Good luck finding what you are looking for.

Our nation is able to currently to provide you with machinery for the following that Dartia can't provide to you:
* The Aluminum Production Industry
* The Copper Production Industry
* The Silver Production Industry
* The Copper Mining Industry
* The Sliver Mining Industry
* The Aluminum Mining Industry

In exchange, we ask for you to provide to us 10% of profit made with these machines. Once you have confirmed this deal, we will ship in by air the machinery.

Dear Mr. Novetti,

We are willing to pay the fairest price possible to acquire the machinery necessary to industrialize our fair country. Seeing that our desire is great, is there any way that you could establish a line of communication between the Economic Development Board (EDBPACUN), the Foreign Affairs Board (FABPACUN) and the various corporations of your country that produce the machinery that we are requesting? If you can, then we will see where we can go from there.

Dear Officials of the Aflegian Ministry of Trade:

Before we proceed any further, the main issue that has to be resolved is the 10% of profit that will be made with the machines that you wish to provide us. Will this be indefinite or will this be on a limited time basis? If it is indefinite, then we may experience the thinking of second thoughts. If it is not indefinite, we are willing to provide you 10% of the profits made with the machinery that you wish to provide us, for a period of five and a half years.

Ministry of Economic Development

Our government would be willing to discuss sales of industrial machinery, but we first must know more about your nation's currency and its convertibility. We cannot risk sales of valuable machinery in the even that the currency we receive is not hard enough for a legitimate transaction, resulting in an effective loss for our nation with no return on our investment. However, we are willing to work out alternative payments and payment programs, as our primary interest is in the development of your economy and cordial relations between our states.

Our economy produces all of the machinery for each sector you have listed, with the following especially advanced and developed:

* The Mechanical Industry
* The Petroleum Refining Industry
* The Petrochemical Industry
* The Electronics Manufacturing Industry
* The Construction Materials Industry

Our country can also provide technical staff so that your workers can receive the training necessary to operate and maintain equipment at an optimal level, and we can also enlist the service of engineers and other skilled workers to establish educational programs to aid in your economic development. As our country has one of the youngest and most advanced capital stocks in the world, we can provide state-of-the-art equipment that will give you a major economic boost in competitive and productive terms.

Dear Mr. Tikonov,

The Currency of the Communal Union of Noveta, the Novetan Franc, has the present exchange rate of 10.4776 Novetan Francs to $1.00.

It is our belief that this current exchange rate is an exchange rate that we will have to deal with at the present time because we are an underdeveloped country of over 20,000,000 people that just became independent.

It is also our belief that this current exchange rate should provide you with enough information when it comes to convertibility. If the ability to convert our currency to yours is compromised, then we will attempt to continue the amount of negotiation that takes place between us and the Velatian Ministry of Economic Development.

Subject: Industrial Equipment

Greetings from the Principality of Damirez. It is with great pleasure that we announce the willingness of our nation's corporations to invest in your country .

While our industry is highly capable in almost all the domains you have listed, the following areas are the ones our companies are most interested in at the moment.

* The Mechanical Industry
* The Petroleum Refining Industry
* The Petrochemical Industry
* The Pharmaceutical Industry
* The Electronics Manufacturing Industry
* The Automotive Manufacturing Industry
* The Shipbuilding Industry
* The Port Materials Industry
* The Textiles Industry
* The Ceramics Industry
* The Construction Materials Industry
* The Arms Manufacturing Industry
* The Automobile Road Materials Industry

We do however realize that your country is a poor one, since it only recently became independent and as such we would rather invest than sell, since that would bring better chances for your economy to flourish.

We look forwards towards cooperating with your nation.

Dear Mr. Musat,

The Foreign Affairs Board of the Popular Assembly of the Communal Union of Noveta (FABPACUN) and the Economic Development Board of the Popular Assembly of the Communal Union of Noveta (EDBPACUN) would both like to state that any kind of investments that would be made into Novetan industrial development with the addition of industrial manufacturing machinery will have to be dealt with within a period of five and a half years.

The reason why we wish to have these investments subjected to a period of five and a half years is because we do not wish to be too dependent on the global economy for a long period of time through joint ventures. We want to have a place in the global economy, of course, but we want to be totally able to pursue an agenda that would eventually allow us to raise the standard of living through our own mechanisms.

We await what your response is.

While we typically wary of dealing with communists, we relize the potential for your nation to be a productive member of the global economy rather than as opposed to the abject failures that are most communist states.

To that end I am officially offering your nation a 1 billion Tolvanic Pound (the Tolvanic Pound is currently trading at $1.43 per Pound) Revolving Line of Credit (RLOC) for the purpose of funding your nation's industrial devleopment. We offer this credit at an extremely competitive rate of interest of 7.25%. In order to secure our interest the Bank will require sufficent collateral and assurances of said collateral's availability in order to officially extend this credit.

Of course we will require that you pledge the equipment in question as colalteral subject to repossession in the event of a default on your loan. In addition we will require that your nation establish deposit accounts with our bank and maintain an amount equal to at least 15% of the outstanding loan balance in said accounts at all times. The Praetor of Vetalia and his staff arrived at Leonov International Airport along with a small honor guard of Praetorial Guards, assuming their position near the expected arrival point of the Novetan delegation. The Emperor would not be attending this meeting, as it was the duty of the Praetor and his staff, but he had personally provided transportation and lodging for the visitors during their stay in the country.

LIA was chosen, of course, due to its location near the city's industrial core. The area was clustered with hundreds, even thousands of manufacturing plants producing any and all variety of goods for the Vetalian economy and for export, and in the distance rose the massive arms production complex used to produce much of the equipment for the Vetalian Armed Forces. The plants were clean, modern, and massive, and the large number of construction sites suggested many new ones were under construction and older ones expanded to meet the high demand for manufactured goods.

Already, industrial utilization was running at 85%, and companies worked feverishly to expand their facilities to take advantage of soaring demand. The economy was projected to grow 4% this year, a significant acceleration that was fairly high above trend for the nation's mature economy.

The Journey

The flight from Daniel-Louis Gauvin International Airport, located in the western end of the Commune-City of Port-de-Révolution, to Leonov International Airport, located in the City of Vetalia, in Vetalia, was both comfortable and, at the same time, difficult, for the officials of both the FABPACUN and the EDBPACUN.

The reason why it was difficult for these officials was because this was the first time that they were actually engaging on the interregional stage. The kind of atmosphere that they were used to was the atmosphere of struggle and hardship that was induced by the Novetan Revolution.

Now the Novetan Revolution had won and, because of the importance that these individuals had obtained, they now had to deal with a new atmosphere, the atmosphere of constant negotiations with willing and developed Capitalist countries and deal-making with these willing and developed Capitalist countries. It was the only way to help open the path that would lead to both the total and absolute Communization and Industrialization of the Communal Union of Noveta.

Towards the end of the flight, the 34 year-old Chief Diplomat of the FABPACUN, Maurice Dumont, was sitting with the most notable member of the EDBPACUN, the 26-year old Henri DeMort, using Maurice's six-year old laptop computer through a process that switched the laptop computer between both Henri and Maurice, to send and confirm communiques with Bredford and other, developed Capitalist countries that were willing to help Noveta lift itself out of the destitute state of poverty that its French masters left it in when the Revolution defeated them.

While Henri was using the laptop computer, he said to Maurice, "How do you feel about this trip Maurice? Are you nervous like I am? Like the others are?"

Maurice responded, "Yes. I can not believe this is happening at all. A year ago, I was fighting in the mountains of Southern Noveta Main, near our hometown of Moré, helping to destroy the French garrison, which greatly contributed to our victory on 1 July, after which their subsequent withdrawal allowed us to consolidate our victory and declare our land's independence on 10 July. Now, I am on a plane that is taking us to a place that will greatly determine the destiny of our land."

"Hmm," said Henri. "Yes. When you spoke of the battle, it actually brought back memories for me. My 10,000-man group was the group of fighters that determined the outcome, because we raided the garrison station from behind, using a road that came from the west end of Moré, and we used the equipment that we had to enter the station and destroy the main weapons cache, upon which we seized they weapons that they were going to most definitely use to wipe out the group that you were a part of, and turned it upon them instead, resulting your group's entry through the front and the overwhelming defeat of the garrison. I am not just an economist; I am a fighter as well. Therefore it is truly an "upside-down" experience for me as well as for you. It is as if it happened within the blink of an eye."

A few hours after this conversation takes place, the plane arrives and docks to the terminal that would lead them to the representatives of the Vetalian government.

The Arrival

The collective FABPACUN-EDBPACUN group (which was a group of over thirty men) came out of the plane and all walked, up to the point at which they saw the Vetalian representatives and proceeded towards them..
