Explanation- The State of Deseret is a republic in the basic sense that the supreme me power of the state rests in the voting body of citizens, and the governmental officers who elect them. However, no officer or representative of the people can overturn the basic constitutional laws of the country- laws that were founded on theocratic precepts.

The government is divided into three branches: judicial, executive, and legislative. The legislative branch is bicameral, separated into a Senate and House of Representatives. Each Deseret province is allowed two senators, voted electorally. In converse, the province representatives are elected by the popular vote.

The State President is elected by an electoral college. As head of the executive branch, he is both commander of the armed forces and the setter of international policy. He has the authority to appoint judges and to declare national states of emergency.

The judicial branch is represented through an expansive court system known for its fairness. The courts are required to interpret the constitution as well as ensuring that new laws are not contrary to the gospel.

Economy: Agriculture 63%, Industry 28%, Services 9%

Explanation: Deseret is a largely Agrarian society, albeit one with high levels of industrialization. It is entirely self sufficient, being able to produce its own stores of coal, oil, cotton, and foodstuffs without trouble. It lower level of economy is due to the fact that its export/import market is near nonexistent- putting it at an economic disadvantage is an ever globalizing world. Despite this, the country has a large immigrant population, due to the missionary efforts of the Mormon Church. This influx of new talent has helped the country become technologically advanced; the string of railroads and dams that are a testament to this.

In addition, the population is remarkably knowledgeable for its time; the literacy rate is around 95% and most citizens of Deseret are knowledgeable in geography, arithmetic, and the sciences. The University of Deseret is renowned for its Language and Foreign Culture Departments, but the more abstract studies (philosophy, art) are frowned upon. Many of the smaller universities are Church run and staffed.

Military: approximately 1% of the population
The Free States of Deseret maintains a standing army of 310, 00. In the event of a large scale war, Deseret can draft an additional 200,000 men within a time period of 5 months.

Each contingent contains aprox. 10,000 men. Further division include regiments of 5,000 and brigades of 1,000.

Note about Military: The military is concentrated almost entirely on the open land of the South and East of Deseret. Smaller Legions and local militias protect the mountain passes, creating series of chokepoints that are near impossible to get through without massive causalities. As such, most military efforts are concentrated on protecting the more open cities in Bountiful, North Texas, and New Mexico.

We request that in order to further this diplomatic exchange you construct an embassy in Salt Lake City, as we take advantage of your own generous proposal to build an Embassy in San Francisco.

We agree entirely with your assessment of the barbaric behavior of those in Europe, as elsewhere.
