The Commonwealth of New Brittonia approves National Service Resolution

The Parliament of New Brittonia has approved a resolution approving a revised version of its national service obligations. The previous Brittonian national service obligation required that all men and women, upon reaching the age of twenty, were to serve five years in any branch of the New Brittonian military; Army, Navy, Marine Corps, Air Corps, or Coast Guard. Military branches were to be assigned to the designees as the admirals and generals in the upper ranks saw fit. To those seeking a university degree, they were granted a deferment for until they were granted their diploma. If you were physically unfit, you were exempt. This plan was heavily criticized both by those whose religious beliefs forbid them to serve in the military and those who believe that mandatory conscription, in one way or another, is morally wrong. Over time, less and less Brittonians became supportive of conscription, from 62% in 1983, to 21% on August 30th. Scandals have rocked the exemption criteria field, with one man arrested for “promising sexual favours” to a female physician on the condition that he was to be exempt from military service.
Of course I support this new plan. I was the one who created it. No, I didn’t really create it. I was just messing with you. That is something us world leaders do to mess with journalists. In all seriousness however, this idea was passed around quite a few times over the past forty or so years. Still, current events make this concept more of a reality. New Brittonia has almost a billion people; we cannot keep so many people in the military. Having the quota of 1% of our population as active units, that’s 10 million people in the military. We can’t keep it that high, especially for a country that only goes to war when attacked first. The CSLW party maintains a policy of New Brittonia being neutral non-belligerent for Pete’s sake except in humanitarian or peacekeeping missions, of course. Yes, we need a military to defend ourselves, but our nation has so many young people that there sure is a better use for them than what we are giving to them right now.

The new national service plan includes military service, but there are several new options instead of only military service. Multiple organizations have been created to help this. The resolution has been summarized.
Military Service:
*Military service is still an acceptable service path; however, there are now additional options
*Parents may invest 1.000, 5.000, or 10.000 New Pound Sterling into a non-taxable baby bond. This bond will have 10% return. The money may be accessed when the child is 20-30 years old. The money must be either used to pay university tuition, pay a mortgage, or be used as venture capital for a small business. The child can only reach the money after signing up for 5 years of active military service and 15 years of inactive service. The child may choose whatever military branch he/she wishes to enlist into.
Civilian Service:
* The New Brittonian Service Academy has been created, to be finished by 2015. There will be one 10,000 student school in Epsom, two 5,000 student schools in Cecil and New London. They will offer undergraduate and graduate degrees in topics such as peace studies, political science, international relations, and nonprofit management. The tuition will be free, provided by the government, but students will have to commit 10 years to working in one of the government-sponsored service programs or an accepted non-governmental-organization.
*The New Brittonian Service Corps has been formed. It will bring military discipline to the field of public service. 100,000 men and women that are 20 to 25 and are not entering college and graduated from high school will be chosen by random lottery to a three month ‘boot camp’ where they will be learning public and community service and be signed up for two years, not including training, where they will help domestically and internationally. To show the racial and ethnic harmony of New Brittonia, another 100,000 will be randomly selected, with the following quotas administered:
55% White (all other)
15% Arab
10% White (of Eastern European/Central Asian/Russian descent)
10% South Asian
4% East and South-East Asian
3% Black/African
3% Non-Human Sentient
*The New Brittonian Foreign Service Corps and the New Brittonian Domestic Service Corps have been created. They will go on service missions outside and inside New Brittonia, respectively. Age limit is 15-75. Contracts can be signed up from anything ranging from 1 week to 10 years.
*The New Brittonian Educational Service Corps has been created. They will go on service missions in New Brittonia, teaching and tutoring Brittonian children and helping with after school programs. They can also go to foreign nations who are developed, teach and tutor children and help with after school programs or go to underdeveloped nations and build schools and teach and tutor children. Age limit is 15-75. Contracts can be signed up from anything ranging from 1 week to 10 years. In order for one to gain a teaching license, one must dedicate at least 2 years in the Educational Service Corps, in addition to the New Brittonian service requirement.
*The New Brittonian Environmental Service Cops has been created. They can go abroad, acting as medical or nonmedical specialists assisting people in underdeveloped by helping spread basic medical care. Age limit is 15-75. Contracts can be signed up from anything ranging from 1 week to 10 years. In order for one to get a license in any health related occupation, one must dedicate at least 2 years in the Health Service Corps, in addition to the New Brittonian service requirement.
*The New Brittonian Certification Service Corps has been founded. All people who have their degree in plumbing, heating ventilation and air conditioning, carpentry, engineering, law, accounting, physical therapy, speech therapy, dietician, medicine, nursing, pharmaceutical, and many other fields will have to dedicate at least 2 years of in service the Certification Service Corps, in addition to the New Brittonian service requirement.
Government:
*The New Brittonian Service Ministry has been created. It is a full cabinet ministry, and is coordinating all new and existing governmental service organizations.
New Requirements:
All citizens of the Commonwealth States of New Brittonia must enlist in one of the following:
*5 years of active service and 15 years of inactive service in the New Brittonian Army, Navy, Marine Corps, Air Corps, or Coast Guard.
*5 years in a local, city, municipal, or federal fire department
*5 years in a local, city, or municipal police department.
*5 tears in a local, city, municipal, or federal EMS squad.
*5 years in the New Brittonian Merchant Marine.
*5 years in the New Brittonian Diplomatic Security Corps
*5 years in the New Brittonian Immigration Control Agency
*5 years in the New Brittonian Customs Agency
*5 Years in the New Brittonian Domestic Service Corps
*5 years in the New Brittonian Foreign Service Corps
*5 years in the New Brittonian Environmental Service Corps
*5 Years in the New Brittonian Educational Service Corps
*5 years in the New Brittonian Medical Service Corps
*5 years as a bailiff in a local, city, municipal, regional, or federal court.
*5 years in a governmentally recognized security guard corporation.
*5 years service work in a government approved nonreligious charity or nongovernmental organization
*Service commitment in Naval, Air Corps, Coast Guard, Army, and Service Academy
