Admiral Forrester was reading the latest report from Captain Archer. Archer and the Enterprise were patrolling the Romulan border and watching for suspicious activity. The Romulans were up to something and he didn't like being in the dark on their plans. They had recently tried to provoke war between the Tellarites, Andorians, and Vulcans. Only the actions of Archer and an Andorian captain named Shran prevented a war.
The Romulan motives were unclear, but their intentions were. A new class of starships would have to greet the Romulan threat. The NX class just wasn't up to the challenge. Romulan vessels could outrun the warp 5 vessels.
A solution was near though. Above him in orbit of Primus III stood the San Francisco Fleet Yards. In that large facility stood several drydocks. In one of them was vessel NX-31. The yet unnamed vessel would be re-registered as NCC-31 upon completion.
She was the first of her class and was capable of reaching speeds of warp factor 7. They far outpaced the 10 year old NX class vessels. With the new aid that Vulcan gave following the fall of the High Command, Starfleet was making large advances in technology. They would be ready to deal with the mysterious race known as the Romulans.

NCC-31 was rushed through and quickly commissioned as the first ship of her class. This pathfinder was named the ISS Daedalus. She would lead the next generation of starships forward.
