The Kommissariat for Paranormal Activities (KPA)
Background Information
Originally the Sub-Kommissariat for Paranormal Investigations (S-KPI), the office was tasked with investigating supposed UFO sightings and other contacts that were occasionally reported to the Cynapsian Government. All this change on August 27, 1983, in what has become known among only the highest circles of government as the South Halifax incident.
At 3:27am, an unidentified flying object was targeted on radar moving fast and losing height rapidly. Fighter jets were scrambled to the area in order to investigate, by which time the UFO had impacted into the ground. Pilots reported large amounts of wreckage strewn across an area of the rainforest. Soldiers from the Newchester Garrisson were scrambled to the area to investigate. What they found shook the very foundations of the government.
Within hours, the S-KPI was called to the scene, with tales from shocked soldiers of "deformed bodies" and "strange wreckage." The team arrived to discover the wreckage of a craft of non-human origin, built of an alloy that scientists had never seen before. The bodies and the wreckage were moved quietly to the Newchester Garrison and kept in a secure Hanger whilst the bodies and the wreckage were examined.
The S-KPI soon found items of value. Parts of the technology in the craft had remained intact, and technicians seeking to reverse engineer the equipment were excited to find ideas and composites they had never even thought of before. Moreover, the wreckage alloy had been analysed and discovered to be an advanced formula for armour technology that was nearly five times stronger than anything built so far. Weaponry from the craft was discovered to be advanced laser-based guns and, whilst inoperable, provided the S-KPI with ideas for portable power sources - a problem that had long eluded military designers.
The S-KPI was officially upgraded to a full Kommissariat shortly after, and given a "black" budget taken from various other areas, along with secure headquarters in downtown Newchester, South Halifax. Kept completely secret from all but the highest echelons of military and civilian organisation, the KPA is tasked with the investigation, contact and defence against alien aggressors, as well as the reverse engineering of alien systems to advance the national interests of the USSC. To ensure that nobody becomes aware of the KPA's work, or indeed the presence of extra-terrestrial life, the technologies developed by the KPA are used soley to defend against alien attackers, and are not deployed as weapons or technology within the regular Cynapsian Red Army. The KPA maintains its own small force of armed personnel tasked with defence of the KPA Headquarters and small-scale skirmish activity with alien attackers, numbering less than one thousand individuals armed with Laser Rifle weaponry and other alien-influenced technology.
(OOC: This is kinda my 'Men in Black' agency, which I can use to RP to a small degree with FT partners in some circumstances. However, technology maintained by this organisation will not be used in my MT roleplays for the many obvious reasons involved.)
