~ THE MOST SERENE REPUBLIC AND PRINCIPALITY OF PARVONA ~
Official Diplomatic Communique
I, Giovanni Tresori, Minister Plenipotentiary and Secretary for International Relations and Conduct do hereby deliver the following declaration to the international community in the name of His Serene Highness, Sovereign Prince Enrico Belletti IV of the Most Serene Republic and Principality of Parvona.
We, the Pavonasque people, extend our greetings to the international community and we seek to bring an end to several hundred years of isolationism that has prevailed since our small but proud nation freed itself from the yoke of the now-defunct Empire of Guttemberg. To this end we have applied and have been accepted to join the global government institution titled 'The United Nations'. While there remains a deep-seated suspicion of the withdrawl of our neutrality, there is also widespread understanding that we, as a people, will face economic and political stagnation if we remain isolated.
To assist the global community in better understanding the Principality, I will endeavour to provide an overview of our nation and our people, having spent some time studying abroad, I feel I am well placed to be able to give an objective depiction of Parvona. STATISTICS
Capital City: Lepanto
Area: 13,812 sq km
Climate: Hot dry summers and autumns and relatively cold winters with heavy snowfalls inland
Terrain: Highly indented coastline with narrow coastal plain backed by rugged high limestone mountains and plateaus
HISTORY
Following a land grant from Emperor Heinrich VI in 1652, Parvona was founded in 1657 as a colony of Guttemberg. Parvona has been ruled by the House of Belletti since 1798, when Parvona Nationalist, François Belletti and his men captured the fortress protecting the famous Rock of Lepanto. Following the capture, the Pavonasque people, a diverse and polygot group descended from a variety of colonists from all around the Agrasian Sea, declared their Independance from Guttemberg.
The then Emperor Frederik IX mounted an unsuccesful attempt to retake the colony and the subsequent Peace of Aghrassi established Parvona as an independant republic presided over by the Belletti dynasty. Parvona established a policy of independance and isolationism from the rest of the world until economic and political pressures have caused the stance to weaked and the Pavonasque to seek international recognition and support.
GOVERNMENT AND MILITARY
Parvona has been governed as a constitutional monarchy since 1867, with the Sovereign Prince of Parvona as head of state. The executive branch consists of a Minister of State (the head of government), who presides over a four-member Council of Government (the Cabinet). Under the 1867 constitution, the prince shares his power with the unicameral National Council. The twenty-four members of this legislative body are elected from lists by universal suffrage for five-year terms. Voting is compulsory in elections with citizens have the option to abstain, failure to vote is punished by a fine.
The Compagnie des Carabineri du Prince (Prince's Company of Carabiniers) is the military force of Parvona. A highly trained volunteer force, the Carabineri current number 9,374 active troops. Of note are the troops highly decorative and colourful uniforms which feature distinctive large bird feathers attached the troop's helmets. Parvona also maintains a small but highly professional air force and navy.
ECONOMY
One of Parvona's main sources of income is tourism; each year many are attracted to Lepanto's casino and pleasant climate. The principality is often regarded as a tax haven, and most of its inhabitants are millionaires from other countries. The glamour and prestige associated with Parvona and its style-conscious people can be seen in the number of high class cars, designer fashion boutiques and trendy restaurants.
The principality has successfully sought to diversify into services and small, high-value-added, non-polluting industries such as cosmetics and biothermics. Parvona also has extensive natural resources including deposits of Uranium, a fact little known until recently, and Bauxite, both situated in the Carlo Mountains, near the eastern town of Grimandi.
The principality's currency is the Florin (Equal to $1.85).
