200 billion dollars and a decade of work makes things happen.

The Far Echo Islands

Oceania Experience (theme park), Carbia Province, Neo Savannah, the Far Echo Islands:

“It has been a long and hard process,” the speaker began, “in fact, the hardest thing I’ve ever done in my life, by far. It has been over a decade of tedious, grueling work, even with the proper equipment and funding. But today, it has led to arguably the greatest achievement that man kind has ever made. This device,” he said holding a headphone shaped, and very odd looking device, “is the most amazing thing I have ever seen. By its very existence, the scope of what humanity is, as a species, and what dolphins are as a community, this changes everything on the world scale.” He paused for emphasis. “This device makes possible what never was, a break in an ultimate barrier, language. And not just the human languages, no, something much more grand, this, a collaboration among hundreds of scientists, has effectively broken the barrier between human and dolphin languages. I have in the nearby tank,” he gestured to a massive salt water tank nearby, “the proof. This device is linked to the intercom system here, though normally it his internal and external audio for translation.”

He then spoke Arkik into the microphone of the headphone like device, and out came dolphin communication clicks and squeals, some ultrasonic, some audible, and some sub audible, and then came back the dolphin’s response.

“Hello, to you too.” The dolphin responed, the crowd sat stunned, “I am glad to see you have finally figured out how to talk to us as we talk to you.”

“Me too.” the speaker said in Arkik, that was translated into ‘Dolphinese’ just after he spoke it.

“Yes, now we can finally begin to understand each other, we have many questions about you.” The dolphin responded.

“And I have many about you, but we will have to hold them for a while, as now I will take any human questions about this thing.” He pointed so the dolphin could see.

“And so, I will now take questions.” His name was on his podium: “Ty Fredson”

A journalist from The World Soviet Party raised his hand:

"How do you, well, Dolphins, feel about the Far Echo Islands, a nation that has gone as far as declaring you citizens, and goes around promoting peace and enviromental protection while at the same time threatens other countries with nuclear holocausts?"

A tall, brown, human male stood up, he spoke the English language with a heavy Indian accent,
"Hello, Fami Mehta, with the NBBC World News, this is directed to the human. . . and the dolphin. With this technological marvel, what do you think will happen in the future, with respect to human-dolphin relations. Also, I apologize in advance if any of you consider the term 'dolphin' offensive."

A smartly dressed Argyll Courier-Journal reporter also rose, saying,

"How do you feel about the legalization and government support of dolphin hunting in British Londinium? With your newly-found abilities to communicate meaningfully with humans, what do you intend to do about the situation?"

OOC: Just a reminder that you can't call widespread dolphin killing a "genocide", as that applies only to humans. It'd be either "biocide" or "xenocide".

" What do you dolphins think of the genocide currently being conducted against your brothers by a group of nations under the leadership of BL?"

IC: The reporter from TSRTN was scribbling on her notepad, just sitting.
'Pretty impressive mechanical dolphins.' She wrote, 'But why 200 billion should be wasted on them? Only goes to show the decadence and corruption inherent in democracies.'

OOC: This is a thinly veiled semi-ignore/tag. I would think that such technology to communicate with less intelligent species is Future Tech, but then again, I have no knowledge, so Ill hold off any concrete complaints until someone more knowledgeable shows up.

One reporter rose from his seat and raised his hand. He wore a white flax tunic that clashed with his modern white chinos and black shoes, though the golden ankh that hung around his neck seemed to establish where he might have come from. He spoke up in a gruff voice, quite clearly ignoring the dolphin and speaking directly to the speaker.

"It has been quite rightly suggested that this manner of communication could be fabricated with a minimum of difficulty," the reporter announced. "How do you respond to calls that this technology be given to independent analysts for a full and unbiased investigation into its authenticity?"

To: TSWP

"I'll ask him as best I can, there is no Dolphinese word for 'nuclear' or 'holocaust'"

The speaker said something like 'big killing bubble' and 'lots of death' and then some other words that communicated the TSWP reporter's message.

The Dolphin responded: "We have our own system of direction, so the Far Echo Islands calling us citizens is only for their benefit. As far as environmental protection, I don't understand that phrase, and I've only heard of one 'big killing bubble' and no, I don't want anyone, or thing to have to face that. And yes, I heard if caused lots of death."

To: NBBC

"That remains to be seen, we have found the dolphins are as fascinated with us as we are with them." Ty said.

He asked the question to the dolphin, who replied: "Well, I know it is a lot better than we were doing before."

To: BL, TPF

"I in no way represent the actions of the government, though I do disapprove of any mass killing, but I don't believe the dolphins can do anything about it, I will ask him, but while sentient, dolphins are peaceful, and have no weapons other than they're teeth."

And he did ask the dolphin, and he responded "I find the eating of my kind extremely bad, but, what can me, or my friends in the wild, do about it?"

OOC: To: TSRT
Well, in theory it works, when you really think about it, if you recorded all types of dolphin communication, in response to certain stimuli, then, in theory it is possible to translate any language. If you don't want me to use it in RP's with you I won't, but really, like I said, in theory if works perfect.

"It is currently possible to purchase this technology for a price of 5 million USD, however, there will be some time for assembly, about 5 months, as though plans for a production line are in the works, each device in currently custom hand made, and there currently exists 74 of these devices in the world." The Far Echo Islands

OOC: This is a major techwank outside of FT. While you can claim to have a race of sapient dolphins in your national waters, you cannot claim that all dolphins are sapient. This type of world changing thing is like RPing the atmosphere made out of sulphur dioxide and all people that aren't your people die of poisoning. It isn't fair to everyone and goes way beyond your borders.

The New Vantanian reporter walked up. He asked if he merely speaked into the mike, then leaned into the mike speaking something incoherent. The dolphin squeaked something that was translated as "What?". The New Vantanian's face turned red, and he screamed into the mike, "I SAID, ARE YOU READY TO DIE!" With that, he grabbed the device, smshing it with all of his strength into case. He would keep pounding until someone stopped him, or the case broke. Depending on how hard the device was, it could be either one.

OOC: I've said it time and time again, dolphins have no language. No ammount of pro-dolphin green peace websites can prove otherwise. They have a form of communication, like all living things, but they do not have language. A communicative response to stimuli is not language, language must be arbitrary and capable of being free from stimuli.
And because of this, and the tech wank regardless, I'm going to ignore this technology.

However, I want to say it incase you get the wrong impression from me or others. If you want to use this in fantasy RPs, especially character RPs where I think it would be best suited, then go for it. It's a tool for a story line. A unique tool at that.
But there is still the glaring thing of dolphins and no language. Unless they're special species of dolphin in your lands that's part of a fantasy/semi-fantasy thing like cat people or so on, but that's taking extreme creative liberties.
Extreme creative liberties make things fun, but they do exist within limits.

Several members of the NBBC, who were here to televise the press conference, shifted their cameras to the man seemingly having a temper tantrum with the translator. Other people took pictures of this man. The cameras will send the video onto NBBC, where it will make national news in minutes. The pictures will be sold to newspapers, who will make the front page in tomorrow's paper. An intern whipped out his camera-phone, and said, rather loudly so the insane journalist could hear,
"I'm putting this on YouTube, man".
Such an event was unprecedened at a press conference, Fahmi began writing in a Moleskine notebook when the reporter yelled,
I SAID, ARE YOU READY TO DIE!

Whatever credibility that the New Vontanas media had will quickly be lost.

OOC: @All: Well, this is how the media would cover such an event.

Two very large guards who had been standing quietly in the background rushed up and grabbed the NV reporter. When he resisted, one of the guards punched him in the head, hard, and he suddenly stopped resisting. A guard threw a pair of handcuffs on the reporter, and hauled him away; the sound of an electric motored police car driving away was soon heard. Ty investigated the device, he noticed that the waterproof casing was broken, but the device itself was still intact.

OOC: to everybody talking about this being techwank, I decided before I made this thread that I would always ask before using this in rps. But as some of you have said, it makes for interesting talk.

While we're on the topic of insanity, some paltry nation known as the "Far Echo Islands" has declared that they have invented some kind of shoddy device that allows personages to communicate with fish. Besides the obvious fact that fish are not capable of any level of thinking, much less be able to talk, or even recognize their compatriots are being devoured by the trillions, our Glorious Government have decided to dismiss these claims as "utter poppycock" and that all Echo Islanders will now be legally recognized as 3rd level mentally insane, all such peoples discovered are to contact the nearest physchiatrist immediately.

Indeed those claims were quite Fishy, ho ho ho...

In other news a massive oil deposit has been discovered in our Colonial possession in Mo Quia, right under a holy temple of Turnerism, Up'hukgerma-whaeveryoufuckincallit. The Imperial Nicksyllvanian State Corporation estimates that the deposits are enough to provide fuel for all of Greater Nicksyllvania for next 6 months, and have already gained government approval to move in troops to evacuate the temple and nearby town for bulldozing.

That'll teach those Turnerist bastards, hope they don't start another wave of suicide bombings, or we'll have to start decimating some more towns down there.

Indeed, now we're onto Sports, presented by Heinrich Tamaki...

FEIWBC Special Report:

*A mostly blue room, with a big screen that currently projected a map of the Far Echo Islands and a mostly aqua colored glass desk that was risen above the ground floor somewhat, and a finely crafted aluminum and glass chair that matched the desk sat there. A man who was about 45 years old sat a the desk, dressed in a formal suit jacket and slacks, all midnight blue, with a ash grey undershirt, and a midnight blue tie sat in the chair.”

Thank you for tuning in to tonight’s broadcast; I’m Henry Sevoxil This Saturday’s evening news brings with it some startling changes in where exactly humanity stands in the world. The recent confirmation yesterday that there did in fact exist a device that would interpret dolphin communications and translate them to Arkik.

But we long knew dolphins had a vast communicative network, but what it seems that the Dolphin-Human Translator, or DHT, as it is sometimes called for short, has been primarily used on domestic dolphins, not wild ones. And tonight, that has all changed. In the past 12 hours a group of Society for Understanding and Exploration of the World scientists has been making discoveries about delphinine social structure that could not have even been guessed at only months ago. To better bring you the scope of this story we will now go live Laurel Kelazies to an SEUW ship in the Archangel Ocean off the east coast of California Island.

*Now appears a woman in her mid thirties, dressed in an aqua camouflage poncho, and aboard a small research vessel. The sky is overcast and there is a strong wind blowing, however it is not storming. About a half kilometer away is an even smaller vessel crowded with people, and dolphins swim about it.*

“Henry, this is an amazing discovery, truly, and I can’t even begin to comprehend what the scientists have said so far about the dolphin social order, but I know this, it is certainly amazing that we were able to put men in space before we even began to understand our closest intellectual brethren. For now, I’ll hand the microphone over to Scott Cablesule, an SEUW scientist and a scholar in marine biology as well as political structure.”

*The camera wobbles as it turns, and a wireless microphone changes hands. A 29 year old man stands in front of the camera now, wearing nothing more than a wetsuit.*

“Well, I will tell the world, here and now that the delphinine political and social structure is equally as vast, if not more vast than anything man has ever envisioned. It seems that the dolphins have mastered a representative democracy here, we have heard talk of an elder council and a grand ruler, and it seems like they meet every so often, not unlike our Congress. We will elaborate further later in our official report.”

SEUW Official Statement
We, the scientists of the Society for Understanding and Exploration of the World have found that dolphins do have a complex political system. From what we currently understand the current system arose about a million years ago. At that time, the dolphins seem to have consolidated into a representative democracy, each region sending a delegate of sorts to somewhere far away. As best we understand there are two main meeting places, one in the south, 5,000 nautical miles north of Antarctica, and one in the north, equidistant from the North Pole.

The extent of this system, weather or not it is truly world wide, remains to be seen. However, it is very evident that dolphins are capable of sovereign government just as humans are. The extent of the intricacies of this government is hard to tell because we are yet to translate the dolphin word for ‘government.’ So what was used as a substitute for this difficulty was some form of ‘leader’ or ‘great leader.’ So far as we can tell is that there is no single leader of the dolphins, but a conglomerate of elder dolphins. This is all we know at the time, however, we will be releasing further updates as they come along.

With the current level of communication with parts of the language still un-translated, this is to be taken tentatively. We may be mistaken; however, we are confident in most of the information presented in this document.

With Great Interest,
Yakvan Ivernson
President of the SEUW

Two more men with black suits and sunglasses came and took the Vontanas reporter, carried him to back stage and made a fast radio connection to Burlovia´s Secret Intelligence Service.
"The mole is down, I repeat, the mole is down."
Then more black suited sun glassed men came to the scene. They were the real security.
"What happened?"
"It was some sort of electronical device, we will take him to investigation."
"Investigation? What do you mean by that?"
One of the Burlovian agents got frustrated. The security men were clearly too nosy.
"Listen, just take care of those guards that were shocked, we will take care of this reporter."
"I can´t allow you to do that, the rules say that he needs to be taken to the authority."
The agent said a single word to the other one, and in a second they both started firing at the security. Surprised, they had no chance against trained top agents. Both of the agents started running with the reporter´s body out of a back door and to a car waiting for them.
