Whaling and Dolphin Hunting are now Legal in Imperial Territorial Waters and The Imperial Navy will protect the Ships.
But also, all ships have to fallow the rules in The Ryou Imperial Waters and Shipping Lanes.'
(1) all whalers and Dolphin Hunters are to chach 10 pods of Dolphins and 30 Whales
(2) Orcas, Seals and Sharks are NOT to be Hunted.
(3) not Cruel Killing of Whales or Dolphins.
(4) anyone disobeying the rules will have their ship imponded!

However, we wish to question whether an electric harpoon, which harpoons the animal then applies an overly fatal electric charge, is humane enough for the Empire.

The nation of Tanaara ask with polite disinterest - How exactly does one know, by merely looking - ie visual inspection - if a whale, Orca, Shark, Dolphin, or Porpoise is pregnant?
and adds The Ryou Black Islands to the list of nations that Tanaara will have no trade or any interaction with. Jumping on band wagons has consequences.

Sailor's Fresh Food wishes to apply for a fishing perimit for Whale and dolphinhunting.
We also wish to ask if it would be considered humane to catch in a net and the quickly slit the throat of a dolphin?
If not then we will quickly switch to electric harpoons.
