Robert Rupert, Director of the Star Goat Trading Company; an international purveyor of all goods, was currently sitting at the head of a rather expensive-looking table, resting in an even-more-expensive-looking chair, waiting in a quite expensive suit for the arrival of the rest of the newly created Board of Discovery.

Entering the room large conference room, to join Mr. Rupert as well as the other half-dozen members of the Board, the final participant took a seat at the end of the table, hurriedly dropping a large stack of files and folders to an ungraceful rest before him. He was Mr. Giles, and was the least-senior executive present.

Gesturing towards the new arrival, Mr. Rupert headed off the meeting, "Why don't you bring us all up to speed, young man,"

Having just sat down, Giles stood up again, dislodging a number of documents as he did so. He crossed the room, nodding profusely, to a large display screen. Flipping a switch, it suddenly bore the image of a great island chain, complete with a full coastal survey and river mappings.

He began, "This, sirs, is, as you have heard, a large chain of islands about fifteen-thousand miles to our south-west. It rests in a relatively uninhabited portion of this earth, and so appears to be un-colonized as of yet."

The image on the board switched to a trio of small ships, each looking significantly high-tech and expensive, "Recently, a convoy, blown far to the south by a storm, happened upon this chain. Those ships, luckily, were our own."

There was some grumbling at this; as that storm had cost them hundreds of millions in lost profit, as the shipment of car rear-windshields had arrived fully three weeks late, but the young Giles continued,

"Later, we dispatched a number of our own patrol craft to investigate, and, lead by a Mr. Patrick Learhy, proceeded to map the entire coastline, and many of the major rivers. He discovered a verdant, tropical paradise, occupied only by a small number of primitive villagers,"

The image now switched to a woman, naked from the waist up, coddling a tiny baby, standing in front of a large stone temple-pyramid. It may as well have been the cover of a National Geographic, fresh out of the sixties.

"The populace is deemed harmless, if dispersed, and they possess no weapons,"

He was here interrupted, "Ah, but what of their commercial value?"

"What?" questioned an insecure Giles.

"Are they of any value as a market for our goods?"

Giles turned to look at the questioning executive, "I should think not, they trade in beans. It would take rather a few thousand million tons of said currency to make our trouble worthwhile,"

"Ah," said the executive, reclining again in his chair.

"But what about T-shirts?" Another executive said, leaning forward. This comment drew some strange looks, and he continued, "We'll distribute some shirts to them, and when they want more, we'll make them pay us, with our own money!"

Another board member interrupted, "Where will they get the money? Are we giving it to them, so they can give it back to us!"

"No, no," continued the first executive, "Banks!"

"Banks?" was the confused response, "I don't think it looks exactly as if their neighborhood family bank would be quite as developed as we should like."

"We'll establish branches of domestic banks, who'll pay us for the privilege, of course. Then they can take loans, establish business, and create an economy!"

A third executive spoke up, "And the shirts will have to be really, really ratty, so they fall apart quickly!"

"Of course," was the first man's response.

Mr. Rupert, who had been watching, spoke up, "Stop this talk, do you know how much it would cost in fuel to ship those kinds of resources there, compared to the long-range gains! We'd be short for years! I won't hear of it. Continue, presenter,"

Mr. Giles cleared his through slightly before continuing, "As I was saying, the populace is harmless, although the land is rich and resources are abundant. We have not, however, mapped all of these resources,"

The image changed to a picture of a dense swamp, where the surface shone with the distinctive patterns of oil floating on water, "However, Mr. Learhy's expedition has uncovered great oil reserves in the north of the westernmost island, as well as in the thick swamps in the south of the largest island... here," He pointed.

"This expedition was, however, quite costly, and a full-sized survey of the island chains would be beyond sensible. That is why, we have decided to-"

He was cut off at this moment by Robert Rupert, who finished the sentence for him, "We have decided to sell it."

He looked about the room, and then continued, "Of course, Star Goat Trading Company will retain possession of some tracts of land in the north and central regions... but the rest, the rest has been parceled up, and will be sold to the international community."

He gave another short look around the room; a gathering of faces contemplating the material loss, weighing against a definite financial gain...

He spoke once more, "Already the FintOil conglomerate has purchased a large parcel in the southern oil-rich swamps, and have in fact, begun moving in equipment. All this was done for a price of sixty-three billion leaves."

Everyone nodded in appreciation. Only one question was raised, "Umm, sir, what if the international communist advance a desire to purchase land? Or the socialists?"

"Well, supposing they're entering such a capitalist-orientated activity as an auction, you cannot consider them true communists, can you!"

The Board seemed satisfied, and the meeting was adjourned.

Basically; the Star Goat Trading Company has discovered a great swathe of un-colonized islands, and is proceeding to sell them to the international community.

The land is divided into a number of large plots, each of which is given a number. Any offer will be considered for these plots, although some may not be taken seriously...

If at any time before the sale is finalized, there is larger offer for the same plot, then the prospected ownership will change hands. To limit any kind of monopoly, only one plot will be sold to each client.

There are a number of primitive locals, but what is done with them is no concern to the Star Goat Company. Once a plot is purchased, it is considered by the Star Goat Company to be no longer within it's domain, and rather that of the purchasing party, and so anything that happens to your parcel of land following purchase does not concern the Star Goat Company.

The purchase includes the sea, up to ten kilometers off the coast of any point. After that, the ocean there is considered to be international waters.

On the provided map, FintOil holdings are in maroon, while the holdings of Star Goat are in yellow. One pixel on the map represents five kilometers. The noted, purple-colored areas are major population centers yet discovered of the native peoples.

Parcel Seven is part of an island chain located in a tropical environment...quite large, and is comparable in size to the Crimean Peninsula...

..It is made up of several hundred kilometers of pristine beaches. They would make for some excellent beachfront property. I wouldn't be surprised if one day this place becomes a major tourist destination...

There are two major population centers in Parcel Seven. One is located on the northernmost section of the island near the mouth of a river. The second is located further inland, but can be accessed by traveling down previously mentioned river. These population centers have basic infostructure, but no major technologies. If one were to build up these locations, I could see them becoming major centers of trading and industry. Real estates will be higher in these locations, considering their urbanization...

There are vast tracts of rainforest...All the typical woods can be found here...There's potential for a healthy lumber and furniture industry...

Near the inland population center, there is a large freshwater lake which is literally teaming with marine life...I can foresee a strong fishing industy in this area...Lakeside housing might also turn a profit...It also connects to the river leading to the ocean...

There is a mountain range in the area...Not enough snow to warrent a skiing lodge...We did find however, trace amounts of gold in nearby rivers...Significant quantities of Iron Ore as well...A mining industry is foreseeable...I wouldn't be surprised if diamonds were discovered here...

While conducting our survey, our team in the central region came across an unusual sight: A vast field where nothing save a few weeds, would grow. A blasted wasteland in the middle of paradise. There was nothing of interest here, and we were about to leave, when we made a discovery that completely changed everything...

Oil...This place is loaded down in it. There must be billions of gallons sitting untapped under that field. To not attempt to tap it would be a missed opportunity...

We are extremely pleased at the report that Mr. Altic has presented to us on the matter of resources available in what we refer to as Parcel Seven. His survey team and this government are in full agreement that there is great potential here. Plenty of untapped wealth.

However, the Wilhelm-Hatarian Empire already has a great deal of colonies around the world, from Algeria, to Cuba, to Rio de Janiero. And since our last major war, we here in the government believe that our Empire has acquired enough lands and enough resources that we can remain comfortable for a long time.

Therefore, we have decided to sell Parcel Seven.

Office of General Government Affairs

On behalf of the government of Vetalia and its Praetor Ivan Melnikov, the Office of General Government Affairs hereby establishes the territory acquired from the Star Goat Trading Company as New Vetalia. It will be administered by a Viceroyal Praetor who will oversee the exploration, development, and full settlement of the new lands under the watchful guidance of the Vetalian government.

Plans for the region include the production of a wide variety of raw materials, the establishment of a major military base and shipyard, and the creation of a network of nature preserves, parks, and public beaches for the use of colonists and tourists alike. Day 12 started out like all the others had until the team finally passed the thick coastal forest out into the central plains they finally saw that the territory was almost completly surrounded by mountains except for a part to the south.

In the wake of Vetalia increasing its bid for Parcel Seven, the Wilhelm-Hatarian Empire decided to take more changes in order to increase the value of the land.

The Army Corps of Engineers started construction of an eight lane highway that would follow along the the coastline of Parcel Seven. They also started dividing up plots of land. On the side of the highway facing inland, the property values were considerably reasonable. On the oceanside however, property values skyrocketed. Plots were divided into areas 150 to 300 acres in size. It was expected that the primary use for this area would be for the construction of hotels and tourist areas.

Further inland, the mining division was making its first inroads into the mountains filled with gold and iron. They had found a few samples of valuble yellow material, and sent it off to a lab to test its level of purity.

As for the oil fields, the few but growing wells, had pumped out a total of 25,000 barrels of crude. More was expected to come. Should someone purchase plot seven, they would automatically recieve all the barrels of oil that had been pumped.

The Race Car Drivers of Vanek Drury Brieres would like to purchase the plot known as #12 for a colony for 432 billion Sabres, equall to 100 billion USD (US Dollars).
