OOC: It's kinda cheap reviving a d00d. I don't think in FT there has been some kind of reviving thing that can actually heal a dead people. It would be basically impossible repairing/adding all those dead cells...

Yes, and to top that, he has almost no funds, as well as recently getting the only city still under his control godrodded and nuked due to a zombie outburst.
Thus, I dont know where is he getting funds for this project.
