To Emperor Louis XVII of France,

The Germanic Prussian Empire has long had interest in an elite circle of colonial powers, a group of powerful nations that span the world and are not afraid to be aggressive. Recently, we have desired increased co-operation between our two countries. The climax of this recent plan to integrate our countries cultures and policies happened when the Rostock railway connected with one of your own in your city of Brussels. We now feel a lot closer and more accessible to your French Empire.

We wish to use this railway to conduct a rather different meeting of our two leaders. We would like to take a train to Brussels, where the lines connect, and then Kaiser Jonas Kolt will meet you, and the meeting will happen during the journey from Brussels to Berlin. It is an overnight journey, though the meeting will be heavily guarded and in first class. He wishes to discuss economic and trade possibilities, the signing of a formal agreement or alliance and the fate of the world in the Kaisers, and your own vision.

Once in Berlin the Kaiser will have political duties to attend too, though he has agreed to let you stay for the weekend in the lavish Charlottenburg Palace, one of the most beautiful palaces in the world and his official home. We will also allow you to recommend a leader from another country to join this meeting to form an alliance of three. We ourselves would favour the British Alversians.

The Kaiser set off on his long journey to Brussels from Mainz, where he had been talking to the industrial workers in some drab ceremonial way to connect the leadership with the working classes. He hoped the meeting would be more eventful, and help the French, Germans and British carve the way for a new world order.

(OOC: Basically RP your acceptance, if you decide to come, then send your man to Brussels. I'd prefer to skip a lot of the boring stuff, so we'll hop on the train quite quickly. Also, Alversia, your invited, so just come, unless Ant disagrees.)

Emperor Louis looked over the invitation then passed it to one of his advisors.

"Reply, tell him I am honored and I look foward to meeting the Kaiser in Brussels. Also, I more than happy to include the Alversians in this confrence."

King Alexander was more than happy to travel to the meeting in Brussels between the great powers of central europe. He was hoping to discuss matters of mutual interest, such as trade and defence. He was also hoping to discuss further Alversian expansion into Africa and S. America but that would take time and so he was happy to meet with the German Kaiser and French Emperor to discuss more local affairs. He had been King for six years and know he would meet some of the few people who had as much say over the fate of millions as he did.

Emperor Louis stepped out of his carriage and began to walk towards the Imperial Office at Brussels. Flanked on both sides by guards and advisors, he climbed the steps to the door. Servants held the wooden doors wide open and the emperor stepped in.

Another servant bowed then said,

"Emperor Alexander and Kaiser Jonas Kolt await you upstairs, my lord."

The emperor nodded at the man who then backed away. Louis began to walk up the stairs toward the main office. Jacques Fleance, the local administrator of Brussels, stepped out to greet the emperor. Jacques had been given the position after the people had risen up in 1823 and demanded that the nobles and clergy no longer rule the land. Jacques was a young man at the time, his father had died earlier that year and he had recently inherited his father's land in Belgium which had been awarded to him after his succesful conquest of the region. His father had always been loyal to the royal family, as a reward, the emperor gave adminstrative power of the city to the young would-be nobleman.

"Greetings my lord." Said Jacques and the two shook hands. "It has been too long since you graced us with a visit." He continued with a grin on his face. Then, in a lower, more solemn tone he said, "My family has not forgotten the great things you have done for them."

"And nor has my family forgotten yours' great deeds. Do not fear Jacques, you are a close friend. I know you are grateful and loyal to my house. Now, where are they?" Said Louis.

"In here." Said Jacques and he opened a white door to his left. The Imperial Office. Two men sat inside, translators at their sides. Jacques bowed, backed away, then closed the doors.

OOC: Okay, since we clearly can't handle this thread, how about this:

The Great Nation of France proposes a three way alliance between the nations of Germany, Britain, and France. The members of this alliance pledge to come to the aid of any nation in times of war. If the allied member is attacked, we will immediatly spring into action, no matter what. Failure to do so will result and expulsion from the alliance. If one of the allied members decides to go attack another nation, the other two members of the alliance will converse and decide if they will back the warring state. For example, if Alliance Member A goes to war with a nation, Alliance Member B and C will meet and decide whether or not they should follow Aliiance Member A, however either both Member B and Member C will act or neither of them will act. There will be no wars in which just two members participate. The Exhaulted Emperor Louis XVII proposes this alliance will be called the Brussels Pact. Are these terms agreeable?

The King, Alexander III, feels that the defensive provisions of this treay are suitable. However, he does not wish to get tied up in wars of German or French expansion or vice versa. The King believes that it should be up to the individual nation wether or not they interfere in this case or if they maintain a friendy neutrality. Other than this the treaty is adequate

Emperor Louis then suggests that we only involve ourself in wars with modern, organized nations (actual players). Allied members are no longer obligated to engage in wars of imperialism but are welcome to join the wars if they so choose. Agreed?

By the point above do you mean say France had a major war with Turkey, we would assist, but whilst it expanded it's colonies we would not? Germany will not get involved in others colonial expansion in most cases, but would accept this rule as long as the scale of the help could be decided by each nation (whether it is weapon and economic assistance or the assistance with troops). We also question why there must be no wars with two nations (eg. Britain and Germany) without the other, if it is a war of aggression.

Then it is settled, we may return home to our families and respective duties and announce the Continetal Alliance/Brussels Pact in the morning.

The reasoning behind the clause that says either all three alliance members will fight or just the one is this:

We must appear to be united, even when we don't want to be. If one alliance member starts a foolish war, then the remaining two members can decide to back them (all in) or announce to the world that this is a war belonging to one particular country, and does not involve the alliance (the alliance buts out). It is a show of unity, no matter how superficial it may seem.
