The Cynapsian military High Command had been analysing the defensive capabilities of the Cynapsian Red Army to defend the United Socialist States, and were not happy. Due to the economic crisis currently undergoing the nation, the Red Army was miniscule in size and capable only of providing a meagre defence for the USSC. Military expansion was on the agenda, but could only be undertaken once the economic situation had improved. Military Chiefs, constantly aware of the battle they had to undertaken each time they required resources from the the USSC's planning body, the Kommissariat for the State Economy, decided on a different approach to fill the gaps...

Official Communique to Nations of the World
'Comrades and friends! Do you have a problem with crime in your country? Are you suffering from an epidemic of social miscreants, criminal monsters, or other types of nuisance you'd sooner be rid of? Tired of spending so much money housing and rehabilitating these criminals, or perhaps weary of wasting ammunition on such parasites? Then the United Socialist States has a solution for you.'

We are looking for those in each nation whom the government would rather be rid of, and will take them into the CRFL and train them to serve the greater good of the USSC. For those criminals who wish to volunteer, the Cynapsian Red Foreign Legion maintains a policy of five years military service, after which time servicemen are allowed a release from military service and the chance to either become Cynapsian citizens or start a new life in any area of the world with a completely new identity, provided by the USSC. This is a bargain for those serving long prison sentences who'd sooner see the light of day much sooner than they would otherwise.'
