OOC: Apparently Zukariaa retconned the existence of the original Arterus region, and now RP’s a completely new map.

15 years before the Questarian War
After the Hamptonian, Juumanistran, Questarian and other nations have established colonies in the region of Arterus, it would not be long until the Allaneans found themselves a place in Arterus. Sattelite photography would be inspected, overflights would be made, and finally, the order was given.
From combat aircraft, from cargo aircraft, thousands of soldiers poured. There were five Airborne Divisions, ten Mechanized Infantry, and ten Armored divisions sent – not to fight, of course, but to merely claim the immense territories of Allanean Arterus – henceforth to be called the state of Pobeda – for the United States of Allanea.
And the United States government announced to the world's other governments:
We of the United States of Allanea are now announcing the Allanean Territory of Pobeda our newest humanitarian project. Here is it's purpose. We request all nations that still have prison punishments for any of the following crimes, to instead offer their citizens a choice between a prison term and a deportation to Allanea, to Pobeda. Here, these people will be given a land claim of 160 acres, to work as they see fit.
Here are the offenses which are part of the program:
1.Any and all violations of gun laws, drug laws, censorship laws, ant-gambling laws, and any other victimless-crime offenses.
2.Any and all other 'undesireables' targeted by your nation for race-based, species-based, or religion-based 'population control' measures, if you know what we mean.
3.Any and all people punished for crimes such as 'insider-trading', violations of anti-trust laws, minimum wage laws, zoning laws and environmental/species protection laws.
All such people will be granted refugee status in Allanea, and given land in the Territory of Pobeda.
Another message was sent to the world's corporations
Would you like to set up a factory in the territory of Pobeda? You will be granted 100 square kilometers of land (in a 10*10 square), and you will access to loads and loads of cheap labor. All you have to do is come! No regulations, no minimum wage, no union protection laws, and lockouts are legal!
And so, project Pobeda began.
