OOC: It turns out I never had a true embassy thread. Might as well start one now to organize my diplomatic stuff.

Ministry of State of the Republic of Vetalia
The Ministry of State, in an effort to consolidate our country's diplomatic staff, has launched a new program for countries to establish or reestablish embassies within the country. Embassies will be located in the capitol, Vetalia City, and consulates can be operated across the country if desired. There are three classes of potential embassy sites, allocated according to relations with the Vetalian nation:
Class 1: Reserved for the country's closest allies and alliances. These embassies are located on the КАД*-1 ring road surrounding the Praetorial Palace and other government buildings, and are granted special privileges that other classes do not receive. Within the КАД-1 perimeter, the entire population consists of workers and administrators for the Vetalian government.
There is currently room for 12 Class 1 embassies.
Class 2: Reserved for countries that are friendly or neutral to Vetalia as well as alliances that the country has relations with but is not a member. These embassies are located on КАД-2, the ring road that encircles the central business and residential districts.
There is currently room for 25 Class-2 embassies.
Class 3: Reserved for countries that have strained or hostile relations with the Vetalian government, as well as young nations with no established history. These embassies are located on КАД-3, the third ring road that establishes the outer border of Vetalia City proper. This area is primarily mid-level commercial and residential development, as well as several light industrial areas.
There is no limit to the number of Class-3 embassy plots at present.
Important travel guidelines for embassy staff in Vetalia City:
1. The official language of Vetalia is Russian and the country uses the Cyrillic alphabet. Most people speak English to one degree or another, but outside of the capitol few signs or establishments are written in any other language than Russian.
2. The climate of Vetalia City is tropical, with a monsoon season lasting most of the summer months. Flooding is not a concern, but insects can pose a risk of disease out in the open. Vaccinations for tropical diseases are required by law for all Vetalian citizens and for all foreign nationals operating in the capitol.
3. Tap water is clean and safe to drink countrywide, and sanitary procedures and infrastructure across the country are modern and rigorously enforced. When combined with required vaccinations, public health risks in the country are virtually nonexistent.
Guidelines for embassy construction:
Class 1:
Up to 2 square kilometers
Up to 1,000 embassy staff and 500 soldiers
No limits on vehicles
No limits on weapons
No limits on height
Unconditional diplomatic immunity
Class 2:
