I. Encyclopedic Definition
The Imperial Union of Terra is the grand super state of nations which has set as it's primary goal the unification of the human race, and the solidification of man's existence as time moves ever onward. It seeks to unify the nations of the world into this Alliance-Like Super state, in order to ensure the survival of the species, which otherwise, it claims, is in peril. It does not recognize the right of any non-human nation to exist or otherwise function on planet earth.
It must be clearly understood that Terra seeks to unify all nations through various means. It prefers peaceful unification, and whenever possible, will attempt to sway nations into it's ranks through diplomacy and speech... however when brute force is required, the teachings of the Human Order, off of which Terra is based, clearly allows it.
II. Government Structure - Background
The National Governing Body of Terra is the Grand Council. The Grand Council is made up of representatives of each member state, and a generally elected Grand Chancellor. The representatives consist of the National Commissar (the official Head of State of each member state), and one Peoples Senator for each one billion people represented, with a minimum of one Senator. This National Governing Body is the supreme policy making body in the Union.
IIa. Military Affairs. The Grand Council holds all power regarding military affairs, however it may designate limited power to the individual states as it sees fit. It is the only body that can officially declare war against another state, alliance or nation, and holds all power in controlling the Terran Armed Forces. It designates the budget, appoints and dismisses Generals, and sets military policy in general. When the Grand Council declares war, all member states are to contribute in whatever manner is proscribed by the Council. However there is much more to the issue of Military Control than is described here. See Military Affairs under the 'State Government' for more details.
IIb. Diplomacy. The Union of Terra is a single nation, not a loose connection of allies, nor a confederation of any sort. There is a single diplomatic front which all members must hold to. First and foremost, each member state must recognize the members of the Union as it's closest allies, as they are all subjects of the same country. No foreign alliance, pact or deal may exist without the expressed permission of the Grand Council. Your allies and friends are, and must be members of this Union. No member state may retain a membership to another alliance while in this Union. If a member state wishes to remain as a part of a Non-Terran Alliance, it must pass it through the Grand Council, and the entirety of the Terran Union must enter said alliance. However this is not likely, as the Union of Terra does not often proscribe to foreign alliances, as they entangle all member states in problems that may very well not affect Terra at all.
Diplomacy - Continued. Diplomacy includes, but is not limited to alliances, mutual defense pacts, free trade agreements, non-aggression pacts, trade negotiations of any kind, and in general, any policy which affects outside nations. No one state of the union can hold a different set of allies and enemies than the one officially recognized by the Grand Council. [Further information of trade reasoning is seen in the economics section.] The reason for a unified diplomatic front is simple and obvious. If this Super State is to succeed, one member state cannot be torn between Terra and another alliance which it is proscribed to, nor to any other nation at all. A member state's loyalty to the Union may not be challenged by, nor conflict with a foriegn state. If war is to break out between the Union and a foriegn state, no state may remain illegally neutral due to friendly relations, and may under no circumstances aid the hostile nation. Any such action is treason, and TAF forces will be deployed in the offending state.
IIc. Taxation. A shared power between the states and the union, the Grand Council may pass tax laws, as well as place import/export tariffs on domestic goods. Although there is a mandatory free trade implaced between member states [detailed in economics], the Grand Council does place a 20% import tariff on goods from foriegn nations, so as to encourage the growth of domestic companies. Furthermore there are export tariffs as high as 45% on goods needed by other member states, to encourage their sale to member nations as oppossed to foriegn entities.
IId. The positions below must be filled by the Grand Council, with the appointed representatives filling these posts.
Grand Chancellor. The official Head of State of the Union of Terra. His position is largely that of a figure-head, however he does hold veto power, and if the council votes (9/13) to give him emergency powers, they may do so.
Councilman of Economic Affairs. Head of all economic development, trade talks, financial intrests and investment designs.
Councilman of the Treasurey. Head of the Terran Treasury. His/her main job is to keep track of how much is being brought in, and watching it as it goes out.
Councilwoman of Health Affairs. Inspects regional states, making sure none have inadaquate living standards/unlivable areas.
Councilman of Military Affairs. Commander of the Terran Armed Forces, appoints generals and designs order of battle.
Councilman of Enviromental Affairs. In charge of natural resources, enviromental preservation and health related affairs such as polution and toxic air.
Councilman of Civil Liberties. A largely investigative role, this position internally inspects member states, ensuring that all member nations grant to their people a 'reasonable level of freedom'.
Councilman of Foriegn Affairs. In charge of foriegn negotiations and diplomacy.
Councilman of Social Affairs. Though a lesser role, this position moderates issues such as race relations, class relations and other social concerns.
Councilman of Industrial Management. This Councilman works closely with that of Economics, is that they encourage/discourage trade/production through various taxes, production laws and practices.
Councilman of the Press. The face of the massive super state government to the people of the Union.
Councilman of Justice. A judge of sorts. When two member states have a disagreement, the Councilman of Justice is the judge. His position is one for life.
III. Government Structure - State Government
A major part of the Union of Terra is self-rule. The government does in fact recognize that no two peoples are the same, and thus the majority of their laws must be decided for themselves. All laws not issued not decided upon by the Grand Council are reserved for the states.
IIa. Government Positions. Although each state is permitted to create their own state government, a reasonable degree of democracy is required, as well as a few government positions. The official Head of State for the specific state is the Commissar, however his power can be increased/diminished based off of the specific state. He does however always make up one representative to the Grand Council. Likewise one Peoples Senator is expected for each billion your nation possesses, with a minimum of one. Each nation therefor has a minimum of two votes in the Grand Council.
IIIb. Military. Each member state controls it's own national military, which is however, under the indirect command of the Council. It may be used in whatever way seems fit by the State Government, as long as this use is not explicitly prohibited by the Grand Council.
[B]IIIc. Diplomacy. On the sate level, there is none. No state may hold foriegn relations with a non-terran state. No state may develope special relations with another terran state. Diplomacy is only touched by the states through their representatives.
IIId. Taxation. The state may only raise import taxes on goods from non-terran nations. Within the Union, a state of Free Trade is mandatory. Other income, sales and excise taxes are permissable, but not required. Excessive/unnecessary taxation may come under the jurisdiction of the Councilman of Economics.
IV. Economics
As mentioned earlier, no state may hold economic pacts with non-member nations for the reasons now to be explained. If free trade is held between a state and a non-member state, other member states in need of goods being sold to the non-member will suffer. However more importantly a FTA with a non-member is a gateway to flood the Terran Market with underpriced/dump off/subsidized merchandise. It is the key to economic collapse, and cannot be allowed. The Terran Economy must first and foremost rely upon itself, not foriegn markets.
The Terran Economy relies around the Global Terran Bank, which finances, credits and funds the majority of major financial work in Terra (and abroad). It alone backs the value of the Terran Credit ($1.75 = §1.00), and supports the Terran Stock Market. In times of great depression, a state will be quarantined. This means that at first, all assets will be frozen by the GTB, and trade lines cut (raw supplies still being imported of course). Afterwards the Councilman of Economics will devise a plan to jumpstart said economy, usually involving the GTB pumping massive amounts of money and resources, the burden being shouldered by the rest of the massive super state.
V. The Human Order
The Human Order is the organization which had brought about the creation of Terra, and is fiercely devout to the survival of the Human Race. Though it is not required for all to be a member of the Order, most whom agree with the idea of Terra, end up joining the Order for obvious reasons. VI. Military
The Military of the Union of Terra is the Terran Armed Forces, the Commander in Chief being the Grand Chancellor, his Chief of Staff being the Councilman of the Military. The primary goal of the TAF is the defense of Terran States, and it's intrests, however it is clearly stated that the military can be used for offensive purposes, however only if authorized by the Council.
