Official Announcement from the Department of Homeland Security

Given the proliferation of nuclear weapons, the various atrocities committed in modern war, the common deployment and use of weapons of mass destruction by all sides of modern conflict, we would like to advise the Freemen of Allanea to remain prepared at all times for a possible emergency.

As such, we again urge all Freemen of the United States to make the following emergency preparations:



Every house that does not yet have a bomb shelter situated at least 2 meters below ground level should have one. It is possible in Allanea to order pre-made shelters to your home and have them installed by qualified experts today. This shelter should be stocked by at least 10 days’ worth supplies of food an water for every family member, as well as filtration systems.

It is insufficient to merely have a gun. You should have a supply of 1,000 rounds per every self-defense gun you own in your home at any time.

Every house should have its own emergency power generation systems in case of grid failure.

Every house should maintain some basic water purification equipment, or, failing that, regular household bleach (without additives of any kind) for water purification.




As of now, the Federal Government will begin constructions of public bomb shelters in various population centers for those unable to evacuate quickly enough to a shelter near their homes.

But there could be a case where you need to leave your home in a hurry. In this case, every family member should have a bug-out bag – a prepared package of supplies that you can take along should you need to leave home in a hurry. The below is the recommended list of supplies to have in your BOB:



Enough food and water to last for seventy two hours. The best form of food storage are Allanean Army MRE’s, nine per family member.

A first aid kit.

A disaster plan including location of emergency centers, rallying points, possible evacuation routes etc.

Professional emergency literature explaining what to do in various types of disaster, studied and understood before the actual disaster but kept for reference.

Maps and Travel Information.

A gas mask and an atropin injector per every family member.

Standard camping equipment, including sanitation supplies.

Tents or other emergency shelter.
At least two sets of clothes and bedding.
Enough medicine to last an extended evacuation period if, for example, one's home were destroyed.
Defensive tools and weapons. At a minimum the Allanean government recommend that you have prepared for this purpose a pistol, an assault/battle rifle, and 250 rounds of ammunition for them for every family members
A portable radio set
A copy of your medical documents, like your insurance card or your medical history
Self powered radio and self powered lighting" and Glow sticks.

Furthermore, we recommend that every family possess at least one bug-out vehicle – namely a vehicle which is useful for ‘bugging-out’. Such a vehicle must be big – to keep all your stuff in it – and it must have four-wheel drive, although RV’s are also acceptable fort this. The best are ‘Unimog’ type trucks, but SUV’s and even armored vehicles are acceptable. Sports cars and coupes are not.

To promote these ideas, the government will distribute 10 million pre-made bug-out bags with all necessary equipment, including FN-FAL rifles from the Army Emergency Stockpile. However, the oppressive majority of the population will have to make their own BOB’s if they don’t have them already.

We believe that the government cannot and should not prepare every Freeman for an emergency. If you are a true Allanean Freeman, you will prepare for the emergency yourself.

Ladies and gentlemen, we live in a crazy world. It has Kravenites, zombies, communists, rabid rats, Clandonians, tornadoes, hurricanes and Tyranid invasions. It has riots, earthquakes and terrorist attacks. It would be nothing short of madness – nay, it would be stupidity – not to be prepared for them.

Ladies and gentmlemen, the Department of Homeland Security hereby endorses a philosophy – the philosophy of survivalism. If, by some miracle, you are an Allanean and do not have these things in your home yet, now is the time!

Get them now.

Prepare to protect your family, your freedom, your property.

Be a true Freeman.

The Republic of Ancient Terra has long held that vigilance is important, and that belief is only reinforced by the trying times we find ourselves in. Many are the examples where a well-prepared citizenship has wrested control of their nation from an oppressive foreign presence, not the least of which is Allanea's own long and sometimes uncertain history with occupying forces. We applaud your commitment to ensuring the safety and security of your people.

Terran Aoki Heavy Industries has expressed interest in (with our blessing) donating 200 new-model A12-C Earthmovers to the various Allanean municipalities, in the hope that these vehicles can form the basis of a low-cost shelter construction service for disadvantaged families.

We offer our best wishes to the Allanean people and hope that they see the wisdom of their government's decision.

Official Announcement of the Allanean Government

We are continuing the enhancement of our national defenses, namely as follows:

We will happily accept the Aoki Heavy Industries products, with an eye to creating anti-nuclear shelters in Liberty –City, with a capacity to hold 200,000 people after the first year of construction. This will be a part of a ten-year construction project, creating public shelters big enough for 2 million people in the city center.

Furthermore, we will enhance the construction of our USABM (Universal Standard Anti-Ballistic Missiles), and will allow for 300 of these missiles to be mounted in our colony in Arterus.

However, we feel that, in order to enhance our defenses, we must also enhance or strategic offense capability. As such, we will hereby order the construction of 100 Peackeeper ICBMs to be stationed in and around Pobeda.

Well, this is of course fully in line with past Allanean policies, and with the government's ideological line. We see the government strongly urging people to conform to a typical behaviour pattern, while insisting on freedom of choice and self-reliance. As always, the public is urged to be armed. You can't help but feel the ideological tension underlying the Allanean government's position. On the one hand every individual should be free to do as he or she pleases. On the other, every Allanean is expected to behave as the government urges, to conform to the official idealogy, and be a 'typical' Allanean. The words 'if you are a true Allanean Freeman' -mentioned twice- are quite striking in that regard. There would seem to be an inherent contradiction in defining what you must do in order for the government to consider you're free. Freedom in ideological obediance and uniformity. 'Family, Freedom, Property' sounds almost like the motto of what every Allanean is requested to believe."

Dupré: "But surely individual freedom of choice remains nonetheless?"

Nettles: "Yes. Of course. But there is strong pressure for ideolical conformism. Once you start defining the 'true Allanean', it's a very small step to criticise someone's behaviour as 'anti-Allanean'. And therein lies the contradiction. There is propaganda, a strong pressure for all people to think and behave the same way."

Dupré: "Now, the message itself, given by President Goldwasser and the others. Is it alarmist, or reasonable?"

Nettles: "Given Allanea's history, I'd have to say reasonable. The people in Allanea are in danger from war. Allanea's foreign policy has always been a notoriously aggressive, expansionist and usually very brutal one, with mass murder committed by the Allanean government against foreign civilians. Allanea, remember, is something of an international pariah. The government talks of... uh... 'the common deployment and use of weapons of mass destruction by all sides of modern conflict'. They aren't joking. Incredible and appalling as this may be, Allanea is known for its use of weapons of mass slaughter. This of course invites retaliation. The people of Allanea are in danger - a danger their government has put them in. Their best hope for safety, you might say, isn't to arm themselves, but would be a radical change in their country's foreign policy. But the government announcement is never going to tell them that."

And then there are the usual suspects. The looters, the moochers, the communists. Take, for example, the little piece (http://forums.jolt.co.uk/showpost.php?p=12998947&postcount=4) done by some lass named Mélanie Carole Dupré in Ariddia interviewing Angelic Nettles, the President of Ariddia's Parliamentary Channel – that's like Allanea's IPAN, except it's state-owned, of course.

Nettle's argument is two-pronged – one, she claims that by encouraging people to own guns and prepare for emergencies, the government is promoting conformity. That is abominable nonsense. Most of us brush our teeth in the morning and in the evening, is that 'conformity' or a reasonable precaution so you won't get cavities? 68% of Allaneans wear seat belts, is that 'conformity' or just people not wanting to get splattered over the highway or tossed out of the car during an accident? To preserve your life and liberty, certain precautions are required. Owning a gun, voting in the next elections, looking both ways before you cross the road is not conformity, Comrade Nettles, it's common sense.

Of course I bet Comrade Nettles has never read a single book about Allanea's culture and the philosophy of informalism. But then it's likely that if you're Allanean and you're reading this, you are doing something that's illegal in Arridia. Got a gun? There goes over ninety-nine percent of the population. Do you hunt? Do you fish? Do you have expensive hounds for dogfighting? Do you eat meat? Do you have an expensive superbike and like to tear up the highway at a hundred miles per hours? Even that modest speed is above the intercity speed limit in Aridia. If you are not a tofu-eating, vegan communist, you are not welcome in Ariddia. So much for diversity.

In contrast, there are multiple socialist communities, communal farms, and even a Socialist party in Allanea (no, I'm not talking about the Democrats or the Ambivalentirans. Actual Socialists supporting a graduated income tax. In congress. Google it, or something. We have every possible religious group (from Evangelicals to Sirithilists) and every brand of sexual and social behavior (from people who engage in sex with plush dolls to people who, believe it or not, abstain from sex entirely).

Now as for her second point, she claims Allanea gets attacked due to our foreign policy and that if we were more peaceful, we wouldn't get attacked. That's just nonsense. Just take that last war – Allanea had repeatedly implored the leadership of both the Sovereign League and NATO to avoid hostilities, and refused to aid the Questarians in their deranged assault on the NATO powers – which was why they invaded us first (interesting, how Ariddian government propaganda didn't mention that bit). If you wish, Allanea is playing the role of Belgium in this conflict, except this time we have an army good enough not to let them pull a Leuven on us.
