Preamble
In the name of protecting Holy Terra, the cradle of all civilization, by all and any means necessary; in order to preserve states with similar goals of environmental protection and to provide a unified front against all those who seek to oppose us, we hereby accept the charter of the Utopian Commonwealth

Article One
Terms of Admittance

-All nations wishing to join must posses a profound respect for the environment. Any affront to Holy Terra will be considered an affront to all member nations.
-Applying nations are highly encouraged to elevate Civil Rights and Political Freedoms to a high standard to ensure the respectability of the Alliance. However, this is not essential to application.
-The basic requirements of the UC-RRF as stated in Articles Three and Four (Integrated), Clause B, must be met.


Article Two
Council of the Commonwealth

Clause A
The High Council is comprised of those nations who willingly join the UC during its foundation. Any other nations who join after this event will have to meet two terms before admittance to the High Council;
-They must apply willingly to the UC and not through conquest,
-They must be officially approved by 2/3's of High Councilors.

The High Council will retain power over all of the UC's major decisions, through a democratic vote over a 24 hour period. Motions which are successful will require a vote of no less than 2/3's to pass.

Clause B
Lower Council nations are those who have been absorbed into the Utopian Commonwealth through conquest, or who have not yet attained full recognition of 2/3's of High Council nations. Lower Councilors may attend Combined Council meetings with High Councilors, however will lack the right to vote. Their opinions are always, however, ready to be heard by the Combined Council as a whole.

Articles Three and Four (Integrated)
Mutual Utopian Defence and the Utopian Crusades

Clause A
All member nations must adhere from inter-UC aggression. Any unprovoked aggression displayed by one UC member towards another will not be tolerated and will end in the occupation and re-administration of the violating state.

Clause B
All forces contributed in the previously mentioned terms of admittance will be controlled by an elected High Commander. Said forces are to be dubbed the UC-RRF, and to be used primarily in any UC military operation. All member nations are required to donate X % of their population towards the Utopian Crusades. Nations also must designate enough territory for the construction of Utopian bases in their territory, with access to the sea where applicable. Furthermore, X USD per able-bodied person enlisted to the crusades must be provided towards the budget of the Crusades as a minimum requirement.

Clause C
All UC Nations reserve the right for first strike tactics against enemy states. Any first-strike tactic is to be supported by all member nations regardless of the circumstances. The unjust invasion of any third party is fully accepted providing the third party nation does not respect Holy Terra. Support for the invading UC nation must be granted by a 2/3 council vote.

Clause D
Any attack on a UC nation is to be considered a declaration of war against every single UC nation. All UC nations are expected to follow the UC-RRF into battle to defend any UC member to their fullest extent.

Clause E
All member nations must support the Crusade against corporations willing to poison Holy Terra. Thus, all member nations must fully support the destruction of corporative states who choose to harm the environment. Any nation sympathetic to said nations will be considered an enemy and destroyed, regardless of UC membership.

Clause F
All nuclear, chemical and biological weaponry which proves harmful to the regions eco-system are extremely discouraged by the UC. The use of said measures may however be deployed as a last resort only, unless the greater-good to the environment outweighs the initial environmental damage.

Clause G
All nations defeated by the UC are to by implanted with a pro-Terran government, and absorbed into the UC. Said nations cannot be admitted to the High Council without the relevant procedures. All and any military assets captured by the UC in the crusades are to be donated to the UC-RRF either in equipment or funding.

Article Five
Commerce and the Environment

Clause A
All nations are expected to freely share any equipment and/or technology which may further advance the reduction of environmentally harmful emissions from another UC state. Any major aid towards the reconstruction of a green infrastructure is highly encouraged but optional.

Clause B
All nations must prioritize the development of eco-friendly renewable energy sources if they have not already done so. Developing nations are expected to take full advantage of Article Five, Clause a; allowing the nation the best possible access to expertise and resources to achieve the transition efficiently and effectively. Any existing operations which may prove harmful to the environment or local eco-systems, such as the extraction of fossil fuels, must be granted one-hundred per-cent access by UC inspectors to ensure that the local habitat is preserved as best as possible

Clause C
Free trade must exist between all member-states to advance the pro-green economic power of all nations as a whole. Exception is to be granted where the economy of a UC nation would be severely hindered by this action.

As Grand Arbiter for my nation, I must watch its defenses carefully before I sign. Therefore, I must know, can I keep my nuclear arsenal, as well as my limited biolgicial one. I of course support the crusades and the enviromental save the Earth idea as a whole, but I'm not sure I'm ready to scrap my nuclear/biological arsenal yet. Of course, I would keep it limited, I already do, and deployment minimal, but I don't know if I am ready to destroy it competly.

Because we are a liberal government that believes in the separation of church and state, we cannot join this alliance, the Utopian Crusades is a religious crusade for the environment.

We may believe in environmentalism, but not in the crusader mentality which leads to more environmental destruction through the use of bombs and other heavy industrial military machinery than the crusade saves. There are better solutions than this.

We are willing to support insurgencies and legal counsel so that indigenous peoples can gain control over local resources. We are also willing to purchase massive tracts of land in foreign countries for managed forestry. This will lead to greater environmental benefits than large scale industrial warfare.

After much consideration by the Emperor, the Senate, the IOO, and the Tribunal, the Kiravian Empire has decided to become an official signatory of this charter, and thus, a member of this alliance.

However, one issue may prevent us from entry:

We are not a nation.

Instead, we are a group of colonies and other "provinces" as well as the Imperial Confederacy of Kirav and the Union of Kirverda, united politically under the supra-national entity called the Kiravian Empire. Thus, we would have hundreds of thousands of seats on the Lower Council, but none on the High Council. Can we be allowed to attain an Imperial seat on the High Council, which will represent Kirav, Kirverda, and our existing provinces, but have all countries conquered by Kirav during the Crusades be given a seat on the Lower Council?

To all who have applied to join the Utopian Commonwealth, Welcome.

The Kiravian Empire will be recognized under one representative, with exceptions to conquered territories. The single representative of the Kiravian Empire will be, of coarse, granted full High Councilor status.

To all those considering joining this fine alliance:

One day, we will all have to make a choice, a choice on whether to save our planet, and thus our existance, or watch those consumed by greed and power commit all our soles to the grave. The Utopian Commonwealth makes their choice today. We chose to fight for our right to Earth.

We wish to highlight Artcles Three and Four (Integrated), Clause B (Refer to charter). I am now of the opinion that for a Rapid Reaction Force, 0.5% of the populace per nation would be far too high, and far too costly with the additional 250USD upkeep. As this is a democratic union, your thoughts would be greatly appreciated, thank you.

Also, i aimed to keep this alliance contained, and kept on on-site forums so as to prevent it from over-stretching itself. While this thread is Ideal for new nation's signing up and charter amendments, would another thread for prevailing issues (Similar to the FWA Foyer) be of use? Once again, I'd like to refrain from offsite forums which have a tendency to grow too large, and instead limit this alliance to a couple of on-site threads. After all, is this not how the CA has operated so effectively for so long?

First News Article:

The CFEI proposal has been noted, however a we wish to provide a different view: The Commonwealth of Nova Pictavia wishes to propose the following alterations:

A UC-RRF contribution of 2,500USD per annum, per soldier enlisted.

000.05% of the population to be enlisted respectfully as able bodied personnel between the ages of 18 and 35.

This would result in, for example in a nation with a population of One-Hundred Million Citizens, the following contributions:
50,000 able-bodied persons
125 Million USD Per Annum

We believe this would create a small, yet highly effective Rapid Reaction Force within the Utopian Commonwealth. All Nations of the UC are asked for their opinions on both CFEI's and CNP's proposals. If any nation does not contribute towards discussion, they will be noted as adopting a stance of abstinence towards this topic. Thus, their stance will in no-way affect the outcome of the amendment.

Second News Article:

The Second UC Thread for all non-application or non-charter related discussion will be founded as soon as preliminary charter amendments have been completed.

The CFEI proposal would grant the Commonwealth more troops, but less financial resources, yet the Pictavian proposal would grant the Commonwealth less troops, and more money.

Financial Resources, although they allow for the Acquisition of Materiél, Equipment, Supplies, and voluntarily enlisted Soldiers for our Army, are a Secondary Concern at this point, where the UC can rely on direct material Donations from the Members. What is Critical at this point in the Army of the Utopian Commonwealth's formation, is the Manpower necessary to create a Considerable armed Force.

However, the UC must reach self-sufficiency, and we have a resolution for the tending of that issue that will be discussed later.

Official Communiqué

To any and all whom it may concern;

The government of Nova Pictavia, under the authority granted to the First Minister by the Pictish Parliament, declares a state of international isolationism.
Following the mass deterioration of morality among the nations of the modern world, Nova Pictavia seeks to avoid the inevitable impending war for the time being. The states which inhabit this planet have no respect for the environment or their eco-systems, and fail to understand that destroying these habitats only brings their people one step closer to the grave. Parliament has released detail the of following actions:

The Tagging and tracking of all cetacean marine wildlife around the Pictish Isles, in an attempt to preserve those which stay in Pictish waters. In addition, artificial sonar beacons strategically placed to attract non-migratory marine life to the shores of the Isles, and ensure their continued habitation in Pictish territory.

The complete military blockade of the entire oceanic border of the Pictish Isles. Any foreign asset or entity detected across the border will be destroyed immediately. This does not apply to allies.

The complete unacknowledged status of any non-ally envoy. Any diplomatic envoy belonging to that of an ally either through the UC or EVIL will be recognized through the council of either organization or telegram only.

The temporary dissolution of the Utopian Commonwealth, failing this, to be carried on in the Pictish absence. Should however, the UC ever become embroiled in a large scale conflict which threatens its existence, the Pictish peoples will lend military assistance.

OOC: Basically, I'm fed up with the increasingly arrogant and provocative stance of the Modern Era NS world, and thus I'm choosing to take a temparory brake to develop my FT nation, Incandescent Serenity. Should you need me however, please do not hesitate to Telegram either of my nations. As for the UC, feel free to continue it in my absence, or dissolve the organization. Either way, I'll be back with the UC eventually.

In the absence of Pictavia, we must bring this organization to full operational status, both politically and militarily. The Empire calls for the commencement of the First official session of the High Council.
