Total Forces: 177,000 active troops, 300,000 reserve/militia

Army: 175,000 troops, armed with P 1853 Enfield rifles

Reserves are armed with Enfields also, militias are armed mostly with arquebus or Enfields found or stolen, although they use anything from guns to swords to clubs. Militias are fiund inthe colonies, they are partly used to keep order but are under controlof the emperor.

Navy: Several dhow ships, used for assist in stansport and trade, two ships of the line, although there is interest in upgrading the Navy.

Miguel Florres, a man of Spanish descent working for the French crown stepped of his steamer, he patted his hankerchief against his sweating brow. Berbera had certainly changed since his last visit several months earlier. He had come here that winter to oversee the passage of 15,000 Ethiopian men aboard steamers bound for Nantes. There they had been armed and trained into one of world's deadliest armies. They had been given the best weapons. Trained by the most experienced the army had to offer. Taught to be blindly loyal and ruthless. Now the Ethiopian Cohort was returning home. They were to be the eyes, ears, and fists of the French in East Africa.

Miguel was here to hold up France's end of the bargain that had gotten them these 15,000 men. He was here to help advance the Ethiopian navy. He glanced back toward the wharfs. From the looks of it that navy consisted of just a few old ships the natives called dhows. He looked around at the trade cogs buzzing in and out of the port. Steam stacks filled the sky. Ethiopians dressed in European fashions strolled by. What a whore of a city Miguel thought to himself. He watched the 15,000 men slowly file of their ships. He was waiting for his Ethiopian escort to take him to meet with whatever local officials he needed to meet with.

(OOC: You can move your IP up nine points as long as you note that it went up because you made Berbera a free port. Also post the terms under which the city was made a free port.)

:p It's an RP, I was just trying to get into the head of a Spanish visitor to 1860 Ethiopia.

"Hello," said Miguel in fluent Ethiopian, "I am Miguel Florres, are you the one who is to show me to your regional ruler?"

OOC: We're not doing garrisons or forts, but in your factbook you should say what countries or teritories your troops are stationed in.

"It is here", as he pointed out to a white palace. Taking a bit from Western Architecture, the palace was stunning. Red walls, and stone columns made a striking difference from the architecture of the city, with the mosques and houses.

"This is it", he said.

Miguel was having trouble finding the Ethiopian in Ethiopia. Everything was Western. Everything was modern. Everything was foriegn.

"Thank you for escorting me." Said Miguel.

He stepped out of the carriage onto the road. He walked up the steps and looked up at the massive white columns. Miguel approached the doors. An Ethiopian man standing outside bowed and gestured for him to answer. He entered. The man who had showed him in had followed him inside and now gestured to him again towards another massive door at the top of a flight of stairs. Miguel went up the stairs and knocked on the great wooden door. A man opened the door and extened his arm towards a desk in the back of the room. Could no one speak in this country thought Miguel. He walked over to the desk, a man was seated behind it.

"Hello, it is an honor to finally meet you, I assume you are the governer?"

The fifteen thousand men you gave us in January have returned, now fully trained and armed in French fashion. I don't believe we agreed on a place to keep them though I thought we were looking into some backwoods areas of your empire. I will be here for several months. By the end of this period you will have one of the finest, most advanced navies in the world. France invented the ironclad, we've been at the head of naval technology for decades. You have put your trust in good hands."

Here our my terms, I don't teach sailors how to fire a gun. I work with your ship builders to show them how our modern ships are made. I will instruct some of your captains and officers on utilizing the ships, but I won't be doing classes to bring your sailors into the 19th century."

OOC: You can't just create industry by building factories. Factories, and thus industry, spring up as your IP goes up. And you know all the ways to increase IP already.

OOC: Why does what have to be so hard? It's sort of cheap to just say: I'm gonna build factories so now I'm gonna be richer, it's more about getting resources so industry will build itself up.

OOC: See when I gave you your IP I already factored in the fact that Ethiopia had coffee and other valuable crops and resources. It's sort of unfair to just say you're going to build more plantations or build more factories and just get more IP for it. If your population in the regions I already gave you your IP in increases (and overtime it will), more people will working in industry and agriculture and then your IP can go up. Or you could forcibly move people to these plantations, which is pretty much slavery. You could build trains and canals so you products will move faster and more people will move into the region.

Miguel arrived at the governor's office in Berbera. He had not been here in over a year. He had spent most of his days at the wharfes, teaching Ethiopian mariners how to construct a modern ship. None had been completed thus far but Miguel felt that he had satisfactorily taught the Ethiopians how to construct steam ships. Currently seven gunboats, one steam battleship, and two steam frigates were underway, all within a month or two of completion. Miguel had taught the officers how to opperate the ships aboard French owned ships. However, Miguel had been given orders not to teach the Ethiopians ironclad building.

Miguel opened the doors to the massive, white building. And looked around.

OOC: Yeah, public education even in the west was the king that we have it now untill the 1930's ish, 1940's. OK, Oil is a no go, and the oil I do have will most likely fuel gas lamps and the thing about farming is this. Most people during that time were subsistemce farmers, this continues to today in much of Africa. So, I'm trying to modernize my agriculture system. This, and the railroads will make it better for people instead of living in little huts. And you have to agree that the dangers of industrial lafe were still better than that of an African small farmer.
