- The Theeb Accords -
A statement of common consensus on the inhumanity of slavery

Preamble
In response to the growing desire of a majority of nations and their citizenry for the universal abolition of slavery, the following accords and protocols were established by international agreement within the Vetakan City of Theeb. The following articles outline a series of five basic human rights all signatories to these accords accept and vow to act in accordance with:

Article One
All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.

Article Two
Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.

Article Three
Everyone has the right to life, liberty and the security of person.

Article Four
No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.

Article Five
Everyone has the right to work, to free choice of employment, and to just and favourable conditions of work. Everyone who works has the right to just and favourable remuneration ensuring for himself and his family an existence worthy of human dignity. Everyone has the right to rest and leisure, including reasonable limitation of working hours and periodic holidays with pay.

Article Six
Those convicted by a court of a crime for which the punishment is forced labour/community service shall be treated in a humane fashion and not subjected to overly harsh treatment (torture etc.) or inhumane living conditions. Water, food, shelter and healthcare must be provided to all convict workers at least to a basic level. Convict workers are exempt from the remuneration clause. In nations where the death penalty already exists prior to signing this document, these accords shall not interfere with fair internal judicial processes. This article does not apply to those who have yet to be convicted of a crime, whether in custody or otherwise.



We the undersigned, representatives of our respective nations, hereby affirm the support of our nation for the above accords and resolve to act accordingly.

- The Strando Protocol -
An international agreement outlying the framework through which economic support will be supplied to nations abolishing the slave trade

The Signatories of the Theeb Accords, recognising the appeal of slavery to nations with under-developed economies and recognising the desire for these nations to see no damage to their economies as a result of the abolition of slavery, resolved to assist nations in need through the following framework agreed in the City of Strando. Nations may request permission from the Signatory Governments to become signatories to this protocol, which would qualify them to recieve aid. They reserve the right to refuse requests.

Preamble
The Parties to this Protocol,
Being Parties to the Theeb Accords, hereinafter reffered to as "the Accords",
In pursuit of the ultimate objective of the Accords,
Recalling the provisions of the Accords,
Have agreed as follows:

Article One
For the purposes of this Protocol, the definitions contained below shall apply:
1. "Aid" shall be any and all economic assistance programmes/investment agreements/tariff removals etc. laid out by this Protocol.
2. "Recipient" means the nation recieving Aid from Donor nations.
3. "Donor" means a nation providing Aid to Recipient nations.
4. "Committee" means the joint committee of Aunesian and Vetakan persons assigned to monitor compliance by Recipient nations.

Article Two
(1) Aid supplied under the terms of this Protocol is subject to the Recipient remaining a signatory to the Accords and acting in accordance with those same accords by implementing and enforcing appropriate legislation. Recipient nations may request assistance from the Committee in formulating this legislation.
(2) Recipient nations will be monitored for compliance by a joint Committee comprised of citizens of the Donor nations.
(3) Non-compliance with the Accords and/or Committee will render any agreements within this Protocol null and void, and Aid will be suspended.

Article Three
The Donor nations are The Grand Duchy of Aunesia, The Free Dominion of Vetaka and The United Socialist States of Wagdog.

Article Four
(1) The Recipient nations are Parties to this protocol who are not Donor nations.
(2) Recipient nations will be nations who are abolishing/have abolished slavery as a result of signing the Theeb Accords

Article Five
The Donor nations agree to provide Aid to the Recipient nations, as outlined in Article Six.

Article Six
(1) Aid will be means-tested and tailored to individual Recipients.
(2i) Economic Tests will include: Economic Rating and GDP per capita among any others deemed neccessary.
(2ii) GDP per capita will be used as the primary test
(3) A standardised table of Aid levels will be constructed.
(4) A standardised duration period will apply.

Explanatory Notes:
1) Lump sums are paid once, on commencement of Aid programme
2i) Tariff reductions remain in place for the duration of the programme (20 years)
2ii) Tariff reductions will apply in both directions.
3) CIP values are per annum.
4) Minimum values are not inclusive of discounts made through tariff reduction, over the duration of the programme.
5) No lump sum or investment programme will be offered to nations with a GDP per capita exceeding $35,000

OOC Explanatory Notes - Read Before Posting

This is the consolidated thread for the Theeb Accords, where any nation may sign up to restate their commitment to the abolition of slavery. The first document, the Theeb Accords themselves, are open for signing by any nation and all nations are strongly encouraged to do so!

The second document lays out the economic assistance programmes the Signatories of the Stando Protocal will offer in exchange for a commitment from small nations to renounce slavery. This document is separate and is only for the nations meeting the outlined criteria within to sign.

The documents are separate, connected only by the prerequisite that any nation wishing to benefit from the Strando Protocol must be a signatory to the Theeb Accords.

The goverment of Bredford is willing to sign the Theeb accords.

Mer des Ennuis repeals the Theeb Accords

MER DE VILLE D’ENNUIS (The Republican) – In a widely anticipated move, the Republican Senate announced that it had repealed The Theeb Accords in a 175-25 vote divided by geographic lines.

“The Senate finds that material changes have been made to the Theeb Accords that are inconsistent with the aims and interests of the Armed Repulbic” read the opinion. “Article Four has taken on a socialist, overly liberal tone that calls for actions which trample upon the customs and history of the Armed Republic.”

The debate centered around the new “penal labor” provisions.

“This provision is absurd and un-Ennuisian!” thundered Senator Tomas Wypa (R-VD). “The average white and blue collar worker puts in over 10 hours a day between commute and work! We cannot afford that luxury to rapists and murders!”

On the dissent, Seven Avistra (C-VL) fought for Article Four.

“I’m not saying that penal labor is a bad thing, but perhaps we could put a cap on the age a prisoner can be put in a chain-gang. We could also pay them a few denarii a week rather than just reduce their sentences and maybe we could stipulate that they be given a cup of water ever few hours or so. The sun can get pretty hot in those fields.”

Roy Smith, a senior analyst at the Ennuisian Heritage Society, a non-partisan policy group, says that the Theeb accords are incompatible with Mer des Ennuis, and no longer act as a slavery treaty.

“Mer des Ennuis’s penal system is the envy of much of the world. Thanks to certain policies, our nation has among the lowest prisoners per capita in the industrialized world. Penal battalions, for example, have served with distinction during the Kraven Wars, and many prisoners join such units as a quick way to repay society. I can’t imagine that the military likes the ban on importing prisoners much either. That being said, this treaty is no longer about slavery, but about prison reform and labor relations.”

When asked about how he thinks this will reflect Ennuisian policy towards slavery, he added “(N)ot a thing will change. Slavery has no place in our nation. Until the Theeb accords reflect that sentiment, I can’t see them being ratified.

Leafanistan refuses to ratify the Theeb Accords

CONCORD, GLORIOUS REPUBLIC (The Concordian): In a stunning move, the Senate Subcommittee on Slavery and Indentured Servitude has refused to allow the Theeb Accords to pass to the Senate stating that it is unsuitable for Leafanistani consumption.

The Senate Subcommittee said that the most troubling parts of the Theeb Accords were Articles Three, Four, and Five. They reported that Article Three's wording was far too vague and confusing, and would lead to many interpretations in the common-law judicial system of Leafanistan and would result in far too much turmoil.

Article Four, specifically subsection five, were also under fire from the subcommittee which said that it infringes on the right of the accused to choose a term of punishment when offered a choice in the due process of law.

Senator Houston, during a press conference following this announcement, said that, "The right of a man, when he is caught and processed in our court system to choose to serve a term in the military or in an active labor camp, is his right as a freeman, to choose what happens to himself, and places the punishment in a much more personal tone, as it was he himself who chose it."

Article Five was also nailed by Senator Houston, saying that while the right to work without being encumbered by any background, religion or creed is fundamental, the vague terms presented to us in the Theeb Accords are dangerous, and may assume a decidedly communist tone, meaning everyone has the right to work, and the government may have to provide positions for incompetents.

The Organization of Freemen, a group with Allanean ties says that it supports the Senate's decision that the Theeb Accords, while productive, aren't fit for Leafanistan's culture nor temperaments. The Organization of Abolitionists decry the move, and say they will appeal the ruling.

While the Federation of Caelapes recognizes the virtues of the Theeb Accords and strives for the extension of civil rights, the abolition of slavery world-wide, and the prevention of discrimination, we will not become signatories of this due to the language of Article II. The Caelapene Foreign Aggression Clemency Act legalizes the mass ejection of foreign nationals within the Federation of Caelapes in the event that their home nation takes aggressive military action against the Federation or her allies. Due to this incompatibility between the FAC Act and the Theeb Accords, we are unable to officially become signatories, although we do admire its cause and all signatories to date.

Many in the Vetakan nation and around the world giggled at me when I sat about drafting a treaty to fight Slavery and its causes using weapons of words and wisdom all those years again.

Much has changed since then around the world in Vetaka I have once died and come back from the dead. Their have been two presidents of this nation since then and now. Yet the Theeb Accords have stood strong and its members have continued to grow. However the War against Slavery still rages around the world a lot is still to be done. The Doomani still trade in human product many ask me how a nation such as Vetaka intends to stand against those whom trade in humans and stand upon basic human rights and decency and I answer simply; "I do not stand alone" friendships formed within my first presidency and the first Anti Slave Conference still stand friendships that are now cemented within the United Federation of Allied Nations. Friendships with such nations as Wagdog that whom I originally held to be typically communist a nation that I almost went to war with yet I talked with them and now we are as close as two nations could possibly.

Whilst such nations as the Doomani continue in this trade I as leader of my nation shall continue to pursue a foreign policy dedicated to fighting and halting the Slave Trade through peaceful and diplomatic means. As such I write you today to inform you that Vetaka intends to hold a third Anti Slavery Conference of which I hope you will intend. Specific details have yet to be arranged however I hope you will do what you can to join me where ever this conference will be held so that together we may evaluate where the world stands in this war and hopefully proceed into the future achieving our aim of permanently abolishing the Slave Trade forever.

You have my complete support friend, and I'm pleased we made a better shared Fate than what our foes would've seen us do had they had their way so long ago. However, if I may be so bold, I have a suggestion which could be all-important. Forgive the secrecy, but my support would be so obvious as to not require an open statement; and besides the subject demands it.

Theeb was a prestigious city, and New Theeb is arguably more so still. However, I doubt it shall remain long before battle draws it's bloodied hands towards that city with most murderous intent; draws from the direction of Mer des Ennuis. There would be scarce better satisfaction for the Arch Arsonists, both titular and Acting, than to disrupt a conference commemorating the Theeb Accords' success. They have made their opinion of the language thereof clear, even despite generally agreeing with the objectives despite themselves; and by making that their excuse to abandon said Accords entirely I cannot help but suspect they intend the worst in their regard.

If I had to suggest a place, and there is no shortage of possible candidates, I would decide upon the Principality of Damirez as a good substitute. It is as friendly a UFAN member as any to host the function, and the honor bestowed upon them would be a key means to cement the benefits of membership in their minds; plus the delegation from the ball at which the Global Order of Defense was announced could also serve to represent Wagdog at the new conference as well. This strikes me as important, since even though obligations must be met there is a serious security risk in having too much of one's government abroad at one time. Being able to reuse delegations, I think we both agree, would be a wise precaution if at all possible.

Naturally, it remains your decision to make; and your favor to ask of the Damirans even if you approve. However, I await the conference eagerly regardless; someone to attend shall be found. I would have nothing else myself, and Christine still less besides...

As the due representative of the Unitary Technocracy of Etoile Arcture, I, Dr. Helena Smith, Director General of the Diplomatic Directorate, do hereby sign the Theeb Accords and deposit the instrument of ratification with the government of Vetaka.

OOC: while I do agree that it is controversial, iirc it was added to keep people from "abolishing" slavery and then only paying those people 5 cents a day. I think that it should at least be revised though. I also cba to make an IC post but assume that I'll be at that meeting.

Addressed to all nations, specifically Vetaka

Dear Sirs,

I am writing this letter, or notice, whichever you may prefer to believe it, to inform you that I make it my intention to send an official delegate to the Third Anti Slavery Conference to not only represent Questers, but to work a deal with the Theeb Signatories in which we can reform our current system of control over the black population of our nation, whom I believe that many of you who have signed these accords may label slavery. Not only will we listen to the opinion of other nations, our peers or otherwise, in the international community, we will also voice our own opinion and discuss openly, and by openly I mean in all honest terms, with other nations in regards to our own country's treatment of ethnic minorities. Furthermore, it may be startling to some of you, and unsurprising to others, that our nation has officially never abolished slavery. It has come to be, by economic history, that our nation has slowly grown out of slavery as an economic practice, as inefficient and corrupt as it is.

I must also make it clear that is it not our intention, by attending these accords, to totally abolish the system which we have and the system which we have cherished as correct and right for many many years. I must make it even more clear that by attending these accords, I am not sending an open invitation for nations weaker than ourselves to dictate Questarian policy. If it so happens that we cannot obtain terms which are beneficial to us, we will not sign the Theeb Accords nor will we reform our system. We are preparing to enter the Third Anti Slavery Conference with a two way system in mind, not one. We are there for the benefit of our nation, and not to morally satisfy other nations and their leaders, however righteous they believe themselves to be.

I look forward to the results that stem from this Conference and from international cooperation in bringing the light of Liberty to the world.

Third Spanish States people consider slavery an abominable crime against humanity and would like to sign this accord if, however there are objections to the following articles:

Article Three
Everyone has the right to life, liberty and the security of person.

In Third Spanish States there are no prisons, everyone who is honest and respect the life and liberty of others have the rights mentioned in this article, however murderers and other heinous criminals don't. In fact there was a recent surge of criminal organizations using Third Spanish States as a middle point to smuggle slaves from other countries to other countries, and all citizens of Third Spanish States have the legitimate right to bear any arms and to shoot on sight against such scum as soon as they have evidence of their criminal activities or spotted them red-handed. It's a common belief that prisons are worse than death, and that after the first cold-blooded kill or for those who sell human beings as merchandise without any remorse, there's no point in any attempt of rehabilitation and they are wastes of the planetary resources.

Article Six
[...]In nations where the death penalty already exists prior to signing this document, these accords shall not interfere with fair internal judicial processes[..]

Third Spanish States judicial process is based on the principle that the best judge for a criminal is its victim or those close by its victim, based on the legal principles of judgement*, until a truly neutral entity can become a judge**. Though some may question its fairness and classify it as legalized revenge, it has drastically reduced bureaucracy and costs that would arise from maintaining courts and centralizing the authority into judges. The population is strongly critical of traditional "Justice" and consider it an inefficient, easily corruptible system where those who can afford the best lawyers have chances of getting away in impunity. Unlike in certain Judicial Systems, specially of certain Developing Countries, the wealth of the one being judged has no influence on the outcome of the judge.

*A suspected guilty cannot be judged by the victim of a crime without significant evidences, and use of brutality against a criminal is entirely forbidden, death penalty must be applied as quick and painless as possible.

**The future project for the Judicial System is to develop an Artificial Intelligence capable of analyzing evidences, witnesses reports and judging a criminal faster than any current existing judicial system except for the "judicial system" of summary executions, though researches on this field will take decades.

With this in hand, Third Spanish States solution for minor crimes like thievery instead of capital, is the sending of those criminals to the new concept in rehabilitation of the Communitarian Islands, jail-less places where they shall be given farming, construction, electronics and many other tools and supplies, to construct their own towns and villages out of nothingness, should they prefer to cooperate among themselves rather than steal food from each other, of course, learning thus the spirit and importance of mutual aid.

Third Spanish States Statement and Request

We are still awaiting for the answer given to our request of signing the Agreement and about the two objections we pointed although we completely agree with the essential idea of it and abhor all forms of slavery and those who are inhuman enough to practice them. Also we would like to make a request of a more active political action against slavery, regarding relatively recent events:

We ask the members of the Theeb Accord to start immediate economic sanctions against the nation known The Separatist State of Pablicosta (http://forums.jolt.co.uk/showthread.php?t=547350), following their gruesome, inhuman and nazifascist act of offering millions of "sub-humans" for sale and claiming that otherwise they would use them as source for edible meat. We also request that the members of this agreement should exert international pressure against such nation, which atrocities are of an intolerable extent.

A Message to Vetaka

Upon hearing that there is to be a conference to discuss the issues raised in this treaty, The Chancellor would like to inform you that he wishes to attend the Theeb III conference himself, along with a selected Official from the Ministry of Employment.
However, judging by the tone of the agreement, and the classification by Third Spanish States of Pablicosta as a supporter of slavery, we feel it necessary to ensure the safety of the traveling party. It is with this in mind that we would like to dispatch a security analyst ahead of the conference date, and then consult with the organizers about security requirements.

On another note, the Chancellor wishes to make it known that although the self sufficient state of Pablicosta would not be harmed by any suggested trade embargoes, the ramifications of imposing one could be severe.
