Drukarus

A man was standing at a tall Balcony and looking at the city below, Jitrack had been the Capital of the Province Drukarus of the Dragonese Empire. It was a major trading center and a controller of about 3 huge islands and about 20 smaller ones.
About 10 years ago the Dragonese Empire collaspes due to a Counter-Invasion by another rival Empire and Jitrack was left wide open, We did not want to stand alone but we were forced too. The 10,000 imperial garrison left and all that was left was 3000 Local militia, We have been raided by every force in the region and now our great city is in ruin and even though we have finally held the Raiders at bay the City has suffered Heavily.
this city had a population of 3 million and now it is only 1.2 million and the surrouding Towns and Villages are no better and all that is left of the other lands is approx 3.8 and the Result of all these raids is that the ruling council has be almost completely destroyed and to take it's place. John who was the ex-governor of the Province before it's fall and 4 other 'advisors' who help him run things.
He has modelled himself as 'High King of Drukarus' and has done much to protect the city from further invasion and yet little to actually sustain the city. He is a typical Dictator, He got the right to rule from exploiting the position.
The People of Drukarus are oppressed and suffer hardships well beyong the imagination, The Militia have been turned into Corrupt and Oppressive force and since no citizen even during Empire days could own a Gun or weapon of any sort there was noway we could ever fight back.
What we have done it utilised a advance Intelligence system, we know everything that is going on in Drukarus and our aim is too free Drukarus and re-organise ourselves to allow more Freedom to the people and re-make the city to it's former glory.
The High King fails to understand that we have never been a military city and even though we admit that his rule threw the raids was good. He is only now worsening the city that is in desperate need of care, we cannt let the city rot when we see that his Villa is made of the finest Marble and that he dines with more then 1 meal a day.
He wants to return to the Dragonese Empire and yet fails to realise that the Dragonese Empire is dying slowly at the hands of invasion, The Capital Islands were invaded and what is left of the Empire is mostly small Forts holding onto a few Provinces. They dont have the numbers to defend Jitrack from further raids.
What we do need to is find a Nation that can smuggle arms in and help us fight othe High King, After that we will start the rebuilding of the city to it's former Glory. We are a simply folk and all we are trying to do is protect our home.
Warning to the Nation is that, all we can offer is our support. If you go to war with our nation your going to war with Drukarus and it's up to you to free us, you get control of the 600 Ex-Militia and arm them with what you please and it will be you who controls if the rebellion wins or loses in it's fight.
Drukarus is small but it does not need the military strength to win, it's the High Kings tactics of Ambush and Guerillia warfare that will make this war last longer then expected.
Remember the only enemy is the Corrupt Militia and High King, there is no support for him anymore and the killing of Civilians will heavily damage chances of getting the rights to own us as a colony.
That is right, we wish to resort to Colonial life and we would be happy to be able to join with a Nation that can offer us the protection and funds we need to rebuild and then you get a City that was one of the highest fund raisers in the Dragonese Empire.
(OOC:This is based around about 1910's technology, If you join in a war againts Drukarus you simply get the 600 Ex-Militia. I will be fighting againts you as the High-King, This makes sense since most rebellions when foreign aid comes in find themselves way to dependent on them to be able to break free of there grip so they find themselves as simply puppets.
