Government House
Freedom City, Northern Colonies
0900 ZULU

Amongst one of the finest examples of Victorian architecture in the Northern Colonies, Government house was built in the 1850's, as the official residence for the Supreme Governor of the Colonies. It also became one of the centres for diplomatic negotiations between nations, leading some to dub it, the Hall of Peace.

And so as the final preparations were under way, to host one of the bigger peace negotiations the Hall had hosted, a man stood at the door. He looked at the soldiers of the Grenadier Guard march by, as he waited. Until the first cars came. He stood up, brushed himself, and then stood, waiting to greet the guests.

As the plane prepared for landing, Andreea Mora was taking an impromptu nap. It had been a wild ride for her during the past few days. As one of the councillors for the Lebanese Australia situation she had to make herself available for meetings and consultations at any possible hour.

The first time she read a report regarding the situation she thought it was a bad joke, but after further reports and even confirmations from the Lebanese government were received, she knew she faced a cold, bitter truth, one she had every intention of changing.

It was only natural, her colleagues considered, that she volunteered for this mission, after witnessing the passion with which she spoke about the rights of Lebanese women and the fact that she spent more time at the office than at home.

The fact that she was actually placed in charge of the mission was another thing entirely. It was clear that by placing an ardent supporter of civil rights and equality in charge of The Principality delegation that the nation had no intention of accepting any compromises. With the demands firmly placed on the table it was just a matter of the Lebanese accepting them or not.

And Andreea shared that opinion to the dot.

"We're here," one of the flight attendants woke her up gently.

"Thank you," she replied, immediately moving to arrange herself for the important meeting. Only a few moments afterwards the delegation headed off towards the Government House, the place where peace or war were going to be decided.

Kevin Lynch, Deputy Prime Minister of New Brittonia, stepped of the Cessna Mustang, International One. He headed off to the meeting wearing a black suit and green tie. He walked over to the vehicle, a Mercedes Benz S-Guard sedan, which will take him to the meeting. His guards were two men in navy pinstriped suits with Beretta 92 pistols at their hips.

General Hassan al-Karim, Defence Minister of Lebanese Australia, strode into the hall. He was a tall, robust man in his mid-sixties, with graying hair and a short beard, dressed in the uniform of a Lebanese general and wearing a Lebanese Australian flag armband on his left arm and a Hezbollah emblem on his right.

The general sat down at the table to begin the negotiations. "Assalaam alaikum. I am General Hassan al-Karim, the Minister of Defence of Lebanese Australia. May this day bring peace to our nations."

General al-Karim smiled. "Our nation does have laws against rape; the women's lobby has been gaining strength. Enforcement is the problem, and patriarchal attitudes toward women. These are ancient attitudes, Lord Mosley. They will not vanish overnight. Most Lebanese Australians believe that it is OK to rape white women. I was educated in Europe as an exchange student, so my attitude is different. It's also why I was placed in the Defence Ministry, where I could do little damage."

The Defence Minister sighed sadly. "I'm afraid there is little I can do, but I'll attempt to stop this war any way I can. The UN isn't helping; it has a negative view of our civil and political liberties despite the fact that we never stripped women and minorities of the vote."

New Potomac
21-08-2007, 04:26
Secretary of State Viktor Taylor looked out of the window of the New Potomac Air Force Boeing Dreamliner as it touched down in the Capital of the Northern Territories. It was hot out there, a dry heat different from the sauna-like summer temperatures of Pacifica, New Potomac's capital, but Lucius doubted it was any more pleasant than his home city in late August.

In his late 30's, Viktor had the build of a former athlete, slowly going to fat as middle-age, a high-stress job and lack of exercise took their combined toll. He had that mixed-ethnic look common to New Potomac's citizenry- a result of his country's focus on merit and ability over outdated notions like race and ethnicity. He had been a succesful rugby player in his youth, before a knee injury had ended his career. Viktor smiled as he pondered how rugby had been a great training ground for his subsequent career in Pacifica's rough-and-tumble real estate business and New Potomac's even more bare-knuckle, knee-to-the groin political arena.

As he smiled at the lovely flight attendant (Viktor was just recently divorced from his second wife, a lovely gold-digger 10 years his junior, who had left him for her yoga instructor, but had received less than 1% of Viktor's 500 million New Dollar fortune thanks to an ironclad prenuptual agreement and a team of mako-like lawyers) and waited for his American-trained security detail to give the go ahead for him to de-plane, Viktor pondered the path that had gotten him to this (in his mind) provincial town far from the metropolis of Pacifica.

In the last New Potomac presidential election, Viktor had thrown his political and financial support behind a candidate who had, at the last minute, been discovered in cocaine-fueled flagrante delecto with a pair of highly expensive (and underage) Pacifica escorts who were obviously not his wife. Viktor and the new President did not get along, but the President was smart enough to offer Viktor a high-profile job in the administration, that would force him to toe the party-line and allow the President to keep an eye on him. Whatever his faults, Viktor was a patriot who could not turn down such an important job in New Potomac's government.

Truth be told, Secretary of State had been a position of secondary importance in the New Potomac government until recently. Located north of New Guinea, New Potomac was a nation with no enemies, more concerned with trade and commerce than diplomacy.

But the Lebanese Australia crisis had changed that. Concerned with the destabilization of the region, as well as threats to New Potomac's investments in Australia, the New Potomac government had been one of the first to implement a naval blockade of Lebanese Australia, and its small, professional military had sustained casualties preventing nuclear and chemical materials from reaching the rogue state.

As his motorcade arrived at the government house and Viktor was led to the negotiation room by a mid-level functionary, Viktor reviewed the list of conditions his government proposed to require before Lebanese Australia would be allowed to re-join the local club of civilized nations.

It would be an interesting few days, that was for sure.

"Thank you" Responded the Secretary of State of New Potomac.

" I believe a summary of the blockading nations' grievances with the government of Lebanese Australia is in order.

First, the L-A government allows shocking civil rights abuses to be committed against the women of their nation.

Second, the L-A government is a supporter of international terrorist organizations and groups.

Third, the L-A government has attempted to obtain nuclear and chemical material in an effort to develop weapons of mass destruction."

Viktor Taylor paused and adjusted his notes.

"Accordingly, the government of New Potomac proposes the following measures be implemented:

One, the L-A government will surrender all material, equipment and precursor agents associated with their efforts to obtain WMD's and will pledge to not seek to obtain such weapons in the future.

Two, the blockading nations will have the right to inspect all L-A government and military installations, and interview all L-A government officials, at their discretion, to establish compliance with the first condition.

Three, any and all L-A military personnel responsible or involved in attacks on blockading nations military forces will be turned over the the blockading nations to stand trial for war crimes. Specifically, New Potomac requires all L-A personnel involved in the NPS New Arlington and NPS Bethesda incidents to be turned over to us immediately.

Four, L-A will sever all ties with terrorist organizations, based on a list of such organizations provided by the blockading nations, as revised from time to time. L-A will freeze all of the assets of such organizations under L-A jurisdiction, ban membership in such organizations and prosecute any L-A residents who continue to be members of such organizations, or provide material aid to such organizations, after today. L-A police, intelligence and security agencies will co-operate fully with any nation's police, intelligence and security agencies in order to combat such organizations.

Five, the blockading nations will provide a list of L-A government officials who will be required to resign from the L-A government due to their ties to the above organizations, as well as due to their part in violations of human rights.

Six, until such time as the blockading nations determine otherwise, any decisions or laws passed by the L-A government will be subject to veto by a council composed of the members of the blockading nations.

Seven, the L-A government will be required to implement certain laws, as drafted by the blockading nations, to ensure the protection of the civil and human rights of all L-A citizens. The blockading nations will have the power to oversee the implementation and enforcement of such laws and will have the legal power to compel L-A officials to enforce and implement such laws.

Eight, L-A's military will be reduced to such level, as determined by the blockading nations, necessary for L-A's self-defense, and no more. L-A will be forbidden from owning any offensive weapons, as determined by the blockading nations.

Of course, we are open to the imposition of additional conditions, as may be required by other blockading nations."

A man emerged from the shadows, and stared at the Lebanese Australian General from behind a pillar. It was none other than Mike Toreno, who was currently supposed to be back in Lebanese Australia leading an offensive to secure the airport in front of the Prime Minister's now shattered residence.

He was the man responsible for the assassination attempt on the Prime Minister, and currently had the blood of hundreds of Lebanese Australian Guardsmen on his hands from the offensive that was still happening. What was most infuriating was that it was nearly impossible to tell who Mike Toreno worked for, and who the literally thousands of soldiers on the ground were from.

He chuckled the moment one delegation said 'no missiles' and dismissed it with but a wave of his hand.

He leaned against a pillar, his cold blue eyes piercing into the General's eyes.

First, the L-A government allows shocking civil rights abuses to be committed against the women of their nation.

"I do not dispute this," said the Lebanese Australian Defence Minister. "We do have laws against this sort of behaviour due to the influence of the women's lobby, but we have difficulty enforcing a ban on activity that has been a fundamental part of Leb culture for thousands of years."

Second, the L-A government is a supporter of international terrorist organizations and groups.

"That is a Zionist lie. We have not funded a single terrorist attack against any of your nations."

Third, the L-A government has attempted to obtain nuclear and chemical material in an effort to develop weapons of mass destruction."

"Well, yes. We decided after our shores were blockaded that we needed more powerful weapons with which to defend ourselves. Our Prime Minister had just been set upon by gangs of Zionist Blackhelm assassins, we were having trouble importing food, people were sinking our transports, that couldn't be sustained in the long term."

"Absolutely unacceptable. We would have no means of deterring another attempt to blockade our nation. We would be left vulnerable to the whims of the international Zionist coalition to destroy Lebanese culture. How do we know you'll stop at the rapes of white women, or even Lebanese women for that matter? How do we know you won't insist on bans of production of Leb rap music, or imposing anti-Islamic legislation, or even ban the planting of cedars as a nationalist expression?"

Two, the blockading nations will have the right to inspect all L-A government and military installations, and interview all L-A government officials, at their discretion, to establish compliance with the first condition.

"Over my dead body. We cannot risk weapon designs falling into the hands of the Zionists."

"No. We were engaged in legitimate defence of our nation. We will not hand over any Lebanese patriot who fought for his country."

"For us to even consider this proposal, we would need a rigid definition of terrorism, and we would need to know the criteria by which an organisation is to be considered terrorist. We will not clamp down on free expression or association."

The blockading nations will have the power to oversee the implementation and enforcement of such laws and will have the legal power to compel L-A officials to enforce and implement such laws.

"Absolutely unacceptable. We are willing to institute laws against pack rape, and we already have such laws on the books. We are not about to have our entire legal system dictated to us from outside and be reduced to an occupied territory in all but name."

"Our military IS at such a level. We have but 100,000 troops on active duty. We will not reduce our military strength further. Most of your nations already have vastly larger and better equipped forces than ours."

"We totally agree with the nation of New Potomac.. however, i believe that it is on our best interest to take close inspection of any military base in L-A, and that includes military airfields and shipyards.

"We will allow the construction of ONE military base, for the entire coalition, to be jointly staffed by all of its members, on our soil, no more. We will continue to import or build SCUD missiles for homeland defence, as they lack the range to strike at other nations from our geographic location."

Thoughout the verbal assault, Alex had just sat there.

'I agree with the sentiment, but there's only one way to describe you, Imperialists',he thought.

And then he saw the General stand. He had to speak.

"General," he started. "You will stop using the term Zionist within these halls. I have not seen any evidence to suggest that, and in any case, he is a diplomat. The Northern Colonies government does not make a habit of throwing out diplomats for no reason."

He stood up, primped himself, and then started again.

"The Northern Colonies Government has authorised me to prepare an alternative peace arrangement. An arrangement that as best as possible will be fair for both sides. The conditions are as follows."

He pulled a piece of paper out of his pocket.

"Number one, Compensation shall be paid by both sides, for any damages that have occurred within this conflict. Number Two, Lebanese Australia will strengthen laws to protect the rights of women. Number Three, Lebanese Australia will authorise the establishment of a task force, the Lebanese Australia Sexual Crimes Task Force, staffed by officers from the Colonial Police. Lebanese Australia will authorise said officers the full rights of a standard policing authority, including the right to arrest and detain. Number Four, rape and other sexual crimes will continue to be prosecuted in Lebanese Australian courts, however all rape and other sexual crimes cases can be appealed to the Judicial Committee of His Most Excellency’s Most Honourable Privy Council and Lebanese Australia will enact legislation to that affect. In addition, any warrants needed for searches and arrests will be given by the Judicial Committee and not by local Lebanese Australian courts. Number Five, the Lebanese Government will create campaigns to increase awareness on the issue of women’s rights, and the blockading nations will be required to support the Lebanese Australian government in this endeavour, monetary or otherwise. Number Six, the blockading nations will be required to remove all military assets from the region.”

Viktor Taylor turned to the representative of the Northern Colonies.

"Some of these proposals seem to dovetail with, or expand on, our proposals and we can certainly work with coming up with a middle-ground that works for all parties. Others are, frankly, a non-starter.

Here are my thoughts

Number one, Compensation shall be paid by both sides, for any damages that have occurred within this conflict.

Compensation from L-A for the deaths of New Potomac Sailors and Marines would certainly be a nice step towards establishing L-A contrition for its actions in the recent conflict. However, and I believe I speak for all of the blockading nations, L-A is not entitled to be compensated for any of its losses, as they were solely due to L-A's own actions.

We agree with these proposals.

Is this intended to provide additional protection to rape victims, or to their rapists? If the latter, we don't see any point to enacting this proposal, as it is clear that L-A already protects the rapists to a shocking degree.

In addition, any warrants needed for searches and arrests will be given by the Judicial Committee and not by local Lebanese Australian courts.

Agreed.

Number Five, the Lebanese Government will create campaigns to increase awareness on the issue of women’s rights, and the blockading nations will be required to support the Lebanese Australian government in this endeavour, monetary or otherwise.

Agreed.

Number Six, the blockading nations will be required to remove all military assets from the region.”

This is not acceptable, especially in light of the fact that the blockading nations are in agreement that additional steps still need to be taken to ensure that L-A has no WMD's and that L-A's ties to terrorism are severed.

"i am here by order of the Kaiser

he would agree with everything said.... how ever he has one more major demand, he demands L-A be split into Security Zones, Verenberg will Take Queensland, in order to make sure these rules are complied with, Australia is a Huge Place and it will be near impossible to secure L-A with out Security zones" he then sat back and sipped at his glass of wine

OOC: there is Queensland (mine), New South Wales, Victoria, Tasmania, South Australia, Northern Territory, Western Australia and Australian Capital Territory, also i recommend that the L-A implemented capital of Sydney be a seperate Zone of Security

New Potomac is in favor of Verenberg's proposal, and volunteers to oversee the Western Australia Security Zone. Of course, L-A sovereignty would be maintained in these areas, to the greatest extent possible.
New Potomac
23-08-2007, 15:46
One, the L-A government will surrender all material, equipment and precursor agents associated with their efforts to obtain WMD's and will pledge to not seek to obtain such weapons in the future.

This provision is not negotiable. L-A has had a seriously destabilizing influence in the region. The threat of it obtaining WMD's would be, frankly, reason enough for my government to declare war.

Two, the blockading nations will have the right to inspect all L-A government and military installations, and interview all L-A government officials, at their discretion, to establish compliance with the first condition.
"Over my dead body. We cannot risk weapon designs falling into the hands of the Zionists."

Your weapon designs are unlikely to be novel, especially given to advanced military capabilties of many of the blockading nations. Your refusal of this condition shows a lack of good faith on your part.

"No. We were engaged in legitimate defence of our nation. We will not hand over any Lebanese patriot who fought for his country."

In several cases, the members of your military disguised themselves as civilians in order to ambush New Potomac servicemen. Those responsible for these acts must be made to face justice.

"For us to even consider this proposal, we would need a rigid definition of terrorism, and we would need to know the criteria by which an organisation is to be considered terrorist. We will not clamp down on free expression or association."

The definition will be based on a list of organizations provided by the blockading nations. L-A will, of course, be allowed to make a case as to why certain groups should be removed from the list. The blockading nations have no interest in clamping down on civil rights- we are only interested in stopping the flow of arms and funds to terrorists groups.

"Absolutely unacceptable. We are willing to institute laws against pack rape, and we already have such laws on the books. We are not about to have our entire legal system dictated to us from outside and be reduced to an occupied territory in all but name."

You have already stated that your government is incapable, or perhaps unwilling, to enforce its rape laws. You should consider these proposals a blessing, then, as the blockading nations are volunteering to help your government enforce these laws.

Eight, L-A's military will be reduced to such level, as determined by the blockading nations, necessary for L-A's self-defense, and no more. L-A will be forbidden from owning any offensive weapons, as determined by the blockading nations.
"Our military IS at such a level. We have but 100,000 troops on active duty. We will not reduce our military strength further. Most of your nations already have vastly larger and better equipped forces than ours."

New Potomac is willing to extend a security guaranty to L-A. So long as L-A abides by the terms of these proposals, we will aid L-A to resist any aggression directed towards it. This should ameliorate L-A's fears regarding its reduced military capabilities.

Bredford should respond regarding its proposal for the blockading nations to maintain military bases on L-A territory. However, it should be noted that New Potomac agrees with Bredford's proposal, as well as Verenberg's proposal for the establishment of Security Zones.

Andreea listened carefully what the others were saying. To her only one word seemed to define some of the demands; Imperialism. Most of them were treating the Lebanese as a defeated nation, already stripped of its power, but it was not their army that was going to shed blood should the Lebanese refuse the conclusion of these talks.

With her options and priorities well established she started talking,

"While I find some of the proposals worthy of consideration, such as those of the Northern Colonies and the ones regarding weapons of mass destruction. We see however little use in turning the state in nothing more than an occupation zone.

Should the Lebanese Australian state accept the punishment of rapists and of those that supported them and equal rights for all, we believe we could easily reach an understanding."

"The Lebanese Australian government has no objection to coalition assistance with law enforcement," said General al-Karim. "Our objection is to submitting our legislation to foreign powers to be vetoed. Our objection is to being ordered to enact and impose legislation to the specifics of a coalition of imperialists."

"We will not abandon our WMD programme until the world has no use for such weapons. Here are Lebanese Australia's terms."

Cease-Fire between Lebanese Australia and the Imperial Zionist Coalition

1. The Lebanese Australian government allows a coalition military base to operate on Lebanese soil. This military base shall be prohibited from undertaking hostilities toward the Lebanese Australian people.

2. The Lebanese Australian government agrees to allow coalition forces to send law enforcement officials to assist in the reduction of Lebanese pack rapes. These officials will act in accordance with Lebanese Australian laws, and will act on warrants from Lebanese Australian judges, not judicial officials of their home nations.

3. With the exception of our practice of pack rape, coalition law enforcement agrees to abstain from interference or disrespect toward Lebanese culture.

4. The right of the Lebanese military to use whatever force to protect the sovereignty of Lebanese Australia shall not be infringed.

5. Lebanese Australia agrees to imprison convicted rapists rather than merely flogging them in public.

6. The Imperial Zionist Coalition will remove its blockade around Lebanese Australia and allow unrestricted trade with the rest of the world.

7. The coalition will refrain from covert operations, sabotage, spying or espionage against Lebanese Australia.

8. The Zionists responsible for the attempt to assassinate Prime Minister Muhammad al-Farak will be extradited to Lebanese Australia to be hanged.

Viktor Taylor glanced over at the Major- this was clearly a man you didn't want to cross. Hopefully the Lebanese Australian government understood this.

"I concur with the Major. I think the problem here is that the Lebanese Australian government has an unrealistic view of their position in these negotiations. So far, hostilities between Lebanese Australia and the blockading nations have been limited. But should Lebanese Australia's stubborn refusal to co-operate continue, hostilities will inevitably escalate. Lebanese Australia should have no delusions as to what the final result of such escalation would be- defeat and occupation of Lebanese Asutralia, overthrow of the L-A government and the potential dismemberment of L-A amongst the blockading nations.

So, I urge the Lebanese Australian government to reconsider its position. We are still willing to listen to serious Lebanese Australian suggestions regarding the peace terms. But our patience is not unlimited."

Having remained quiet through the entire contentious exchange, Viktor Taylor roused himself to respond to the Northern Colonies' representative's comments:

"Mr. Peters, I do not understand your ongoing opposition to the security zone concept. It appears that the Lebanese Australian government has agreed to this proposal. Why the continuing opposition on your part? The New Potomac military is ready to secure Western Australia. It is a large area, but with a small population, so it is within our capabilities. And, many of our corporations already do business in that area, so we are in a prime position to help L-A's economuy recover after the shocks it has sustained in this conflict."

"Anyone can correct me if I'm wrong, but we appear to have reached agreement as follows:

One, the blockading nations will assist L-A in enforcing civil rights laws. Police units from the respective blockading nations will work with L-A police in their Security Zones to ensure that the laws are enforced.

Two, blockading nations will be tasked with helping L-A authorities to maintain order in their respective security zones. Of course, that will mean that appropriate military and security forces from the blockading nations will need to be maintained in their respective Security Zones.

But that still leaves the question of weapons of mass destruction. This is an important point for my government- L-A cannot be allowed to maintain, purchase or produce WMD's. An inspection regime must be established by the blockading powers, with full co-operation by L-A. If we can come to a resolution on this point, we will be close to an agreement."

"Madame Admiral, we have no way of confirming this message. Please clarify your government's position on this situation. Putting it mildly, if your government is claiming control of L-A, then the situation has changed and our negotiations seem to be somewhat moot."

Andreea prepared to answer to the inquiry from the New Potomac delegate, but as she opened her mouth her assistant tapped her shoulder again. It took only a few words for her expression to change before she finally started talking.

"As you well know, The Principality is perhaps the only country at this table that had opened hostilities before this conference. We believe we have made our requests clear at that point," she stopped and looked at the Lebanese Australian representative.

"However, we were willing to give peace a chance and as such decided to attend this conference even though we were painfully aware that given our previous track records with the Lebanese Australians little was to be done, and we were proven right," she started looking at the other representatives.

"Do you recall what the LA representative said? That he was placed in a position where he couldn't 'harm' the so called culture of the L-A? Do you remember that he requested protection? What makes you think that his government will endorse whatever he signs and willingly submit to these so-called security zones?"

"Furthermore, we have watched with increasing worry countries making what was essentially, territorial claims. You will see that our initial solution had no such clauses and need I remind you that we opposed all those options?"

"As such we are astonished by the public condemnation made by the Northern Colonies at the address of our nation, even if we made no claims or statements regarding Lebanese Australia. Even now, we have refrained from starting hostilities again.

Do not forget that we have issued an ultimatum to the government of L-A when these negotiations started, one that was ignored and all but forgotten. Even so, we refrained ourselves and kept our forces at bay," she stopped and took a sip of water.

"By all means we would be more than justified if we started hostilities again. Out of curiosity, can any of you tell how many women were raped while these negotiations were going nowhere? How many rapes were ignored by the Lebanese government? How many lives destroyed? I doubt many at this table care about such little details as the life of a few women, after all they have territory to argue about."

"Finally, this brings us in a delicate position. We can not, in good will, stand idle if these negotiations go nowhere. We will not attack L-A by ourselves, however if the Leafanistan Navy begins hostilities, we will support them.

We have no other option, we have seen what happens when one nation is allowed indiscriminate ownership over another and although we believe that such is not the case with Leafanistan, we would rather not find out. We also doubt that they would accept cooperation from any other nation," another pause, one filled with tension.

"It's all in the hands of the Leafanistan government now."

"We are painfully aware that it will happen, but I believe you are missing the point. These negotiations have no value without the government of Leafanistan expressing its opinion.

Beyond that, what makes you think that any of the solutions presented here wouldn't have faced the same difficulties?

LPN International 1009 "Breaking News"

The news room seemed frantic, and for once they weren't faking for dramatic effect. People were literally running back and forth in the background. The newsman wasn't naked, a rarity on domestic networks, but on more 'internationally' focused networks, they were well dressed.

The man stuttered for a second, looking to the side, then picked up his papers and composed himself.

The 'Breaking News' Graphic was flashing and the bottom bar was reporting stocks were down. A list of lack of communication with certain affiliates and the cities they were covering appeared on the bottom.

The man spoke, in a grave monotone, even graver than his normal voice, for something serious was happening.

"Breaking news, and this is a serious moment for people worldwide. About an hour ago, we lost contact with our men on the attack in Lebanese Australia in a police action. We have the footage that came in via satellite feed before it was lost. This is graphic, and those who feel they cannot watch should turn away."

A grainy, crackly image of an armored reporter was trying to say something. The troops were attacking then suddenly one of them grabbed his earpiece. The man shouted 'RETREAT', but before he could do so, and before the reporter could start his question a massive flash.

The reporter, the soldier and the cameraman all held their ground as a massive wind engulfed them. The camera turned up and revealed a mushroom cloud, its outside gray and smoky and its inside bursting with orange flame.

The reporter looked up in awe and the soldier was about to say something as the camera moved down and revealed a massive wall of dust coming, and the soldier was picked up, and the camera went blank. A few seconds of static before they cut back to the studio.

"At this moment, we are reporting a nuclear blast, probably a small yield one has engulfed our forces currently landing in Lebanese Australia. We have no contact with our reporter down there, but we have more news."

"As you probably already know through the Emergency broadcast system, the country is at Alpha Alert, which means nuclear war may be imminent or may have started. But we have lost contact with a few affiliates, but we have dramatic footage from our affiliate in Algeristan, where the operation is being staged, um, they were doing a piece on a local group of children collecting food and trinkets to give to soldiers leaving when..."

The footage was normal, a reporter standing with a smiling woman and children waving, when the same flash. The reporter looks up and screams "OH MY GOD."

A nearby soldier tackles them all to the ground, and the last thing the camera captures as it falls, is the mushroom cloud and the blast wave washing over everything. Static.

"Powerful footage. We do not know what to say, Civil Defense has been silent, but everyone is advised to go to the People's Guard local shelters, or your own personal shelters. If you feel you cannot make it, stay in your basement, lock your doors, seal any openings, keep to yourself and gather supplies for up to a week."

If you are just tuning in, we are reporting at least two nuclear strikes on Leafanistani Soil, one in Algeristan, another on Lebanese Australia. In addition..."

The feed washes to static as the newsman turns to hear something being shouted.

The transmission is lost.

"As you well know, The Principality is perhaps the only country at this table that had opened hostilities before this conference. We believe we have made our requests clear at that point," she stopped and looked at the Lebanese Australian representative.

"Not to quibble, Madame Admiral, but New Potomac has sustained casualties enforcing the embargo against Lebanese Australia." Said Viktor Taylor.

"However, we were willing to give peace a chance and as such decided to attend this conference even though we were painfully aware that given our previous track records with the Lebanese Australians little was to be done, and we were proven right," she started looking at the other representatives.

"Frankly, you and your Leafistani, what ally? co-belligerent? Whatever. You both have quickly decided to dispense with these negotiations, even though it appeared that we have been making progress. We have received a threatening meassage from Leafistan, which you have not disavowed at this point. I have to question your good faith in these negotiations."

"If the Lebanese Australian govenrment did not agree to acceptable terms, the threat of continued military action was still on the table. At this point, Leafanistan, and I assume Damirez, have decided to unilaterally move forward with their own 'solution' to this situation."

"Furthermore, we have watched with increasing worry countries making what was essentially, territorial claims. You will see that our initial solution had no such clauses and need I remind you that we opposed all those options?"[/I]

"And yet, you have not raised a single objection to Leafanistan's threatened annexation, in all but name, of Lebanese Australia. I find your protestations less than convincing."

Taylor's aide rushed into the room, and heatedly whispered a message to the Secretary of State. Taylor went pale.

"The situation has gotten far worse than we feared. There is a report of a nuclear attack on Leafistani forces. We know that Lebanese Australia does not yet have weapons of mass destruction, so if these reports are true, there may be another party involved. Or one of the parties here is trying to create an excuse for its actions"

Viktor Taylor looked across the room and fixed Mike Toreno with a cold stare.

"The accusation that we were quick to 'dispense' with these negotiations seems flawed to us. When we arrived at this table our fleet was already ready to strike and our army prepared to invade. Yet we refrained from doing that, offering these negotiations a chance.

Furthermore we expressed no desire for territorial gains as proven by our ultimatum, unlike several other nations at this table. And I don't believe we threatened anyone here with the exception of L-A."

"If the Lebanese Australian govenrment did not agree to acceptable terms, the threat of continued military action was still on the table. At this point, Leafanistan, and I assume Damirez, have decided to unilaterally move forward with their own 'solution' to this situation."

"And yet, you have not raised a single objection to Leafanistan's threatened annexation, in all but name, of Lebanese Australia. I find your protestations less than convincing."

"Yet I can hear the voice of your government protesting so loudly"she added with sarcasm. "Perhaps it has something to do with the fact that there is no Leafanistani representative here?

Do not assume that we have done nothing to convince the Leafanistani government to discontinue this path. We managed to convince them to wait, but in the end their patience was thinned by the fact that in their own words "People are dying, and the Prime Minister is mocking the world." And even to make them wait so long we had to make concessions on our part."

Viktor Taylor sighed.

"And my apologies as well. I did not mean to suggest that you were not here in the spirit of peace and in the cause of securing human rights in Lebanese Australia.

Tensions are running high. But New Potomac considers Damirez to be a positive force in the region, as well as the world. My statements were not well thought out, I admit. I am new at being a diplomat and sometimes my mouth gets ahead of my brain."

As Viktor Taylor settled into the comfortable leather seat of his armored limosine, he reviewed what New Potomac's intelligence agencies knew at this point.

The motorcade sped through the streets as Viktor's expression grew more grave.

The EIA (External Intelligence Agency) report was definite- Lebanese Australia did not have nuclear weapons. So who was resonsible for this attack? Some other nation with a grudge against the Leafistanis? A terrorists group? Some rogue agency within the Leafistani government trying to create a casus belli?

He couldn't decide which of the possibilities was actually worse. Viktor felt out of his depth. He needed more information before he could figure out a course of action.

As the limosine entered the embassy's garage, Viktor loosened his tie and relaxed a little bit. There was nothing more he could do for now until more information became available. He would order up a nice bordeaux from the embassy's wine cellars, have the chef prepare a rare steak, and see if there were any attractive embassy staffers to chat up.

OOC: err.. I'm sorry for asking, but how the hell did you manage to just 'sneak out'. Between the hundred of staff, soldiers and visitors, you would've talked to at least one. And there a increased amount of guards who have been told not to let any of the diplomat out.
